The objective of the National Monitoring System (NMS) in Ukraine, drawing from IOM’s Displacement Tracking Matrix (DTM) approach, is to support the Government of Ukraine in collecting and analyzing information on the socio-economic characteristics of internally displaced persons (IDPs) and IDP households, as well as the challenges they face. IOM adapted the DTM, a system designed to regularly capture, process and disseminate information on displacement situations, to the Ukrainian context. The NMS provides a better understanding of the evolving movements and locations, numbers, vulnerabilities and needs of displaced populations in Ukraine. The survey collected information on socio-economic characteristics of IDPs at individual and household levels, including trends and movement intentions, employment and livelihood opportunities, access to social services and assistance needs in 24 oblasts of Ukraine and the city of Kyiv.
Four thousand and fourteen IDPs (4,014) were interviewed with this method by IOM in October-November 2017. Out of thetotal, 3,435 interviews were with IDPs from the government-controlled area (GCA) and 579 interviews were with returnees to the nongovernment controlled area (NGCA). The sampling was derived from the IDP registration database maintained by the Ministry of Social Policy of Ukraine.

Crowdsourcing has become a mega trend in recent years, fueling innovation and collaboration in research,
business, society, and government alike.
In this paper, we provide an overview of the theoretical contributions of crowdsourcing to improve democratic governance. We then examine the critical factors necessary for successful crowdsourcing in general (Sharma 2010) and discuss the inherent
challenges and risks, particularly in fragile states. We then provide numerous examples from important
crowdsourcing and interactive mapping phenomena and initiatives in Haiti, Libya, Sudan, and Guinea
among others. Most of these examples were taken from personal experience, and their accuracy was
checked with key actors. We return to analyzing these cases according to Sharma’s framework. Finally, we
provide recommendations for donors.

When activated, these practices help local governments make informed decisions across such operational sectors as public safety, energy, transportation, purchasing, public health, transportation, land use, water and wastewater, environmental quality, and more.
The Loch Ness Model-Can ICTs Bridge the “Accountability Gap”?Soren Gigler
Can information and communication technologies (ICTs) empower through participation, transparency,
and accountability and if so, under which conditions?
Theory and practice demonstrate that technologies
can empower citizens to hold governments and international donors accountable, but true accountability
will only result from recognizing the gap between supply (governments) and demand (citizens, civil society) and considering how to bridge it from both sides.
ICT-enabled initiatives have contributed to shrinking this “accountability gap,” yet in many cases, it remains open.
In this paper, we develop a framework for analyzing how technologies can accelerate efforts to close the gap, which we call the Loch Ness model. We then offer reasons why the gap remains open and put forth recommendations for closing it.

The rapid proliferation of information and communication technologies (ICTs) raises the possibility of harnessing increased connectivity to amplify citizen voices in the development process, thus enhancing local ownership, accountability, and results.
At the same time, low penetration rates for newer technologies and high barriers to access with regard to cost, literacy, and hardware indicate that additional considerations must also be addressed.
Addressing the challenges and opportunities presented by ICTs requires consideration of not only platforms, but also processes of stakeholder engagement and the enabling institutional environment
This paper asks, To what extent are ICTs capable of ameliorating a “broken feedback loop” in
development assistance by strengthening civic engagement throughout the project cycle?
Closing the Feedback Loop: Can Technology Amplify Citizen VoicesVictoria Cabral
Overall, evidence suggests that technology can support civic engagement through the creation of new avenues for citizen participation, but the open question is - How we use these tools to best achieve outcomes? For inclusive participation, citizen feedback mechanisms should ideally adopt a combination of new technologies (Internet and mobile phones) for expansive reach, older technologies (community radio), and no-tech approaches (in-person consultations). Furthermore, it is imperative for the architecture of feedback mechanisms to situate the choice of technology and platform within a broader discussion of citizen feedback as a set of interlinked and mutually reinforcing components.
The Mott Foundation’s 2012 Annual Report examines the phenomenal growth of the community foundation field as well as Mott’s long-standing commitment to its spread and vitality. Timed for release as the field begins a year-long celebration in 2014 of the 100th anniversary of the community foundation movement, the publication includes a narrative section that describes Mott’s contributions to the field, our current focus and the lessons learned over the years.

Since the Hampton Roads Partnership (HRP) launched the brand “America’s First Region” in 2006, a number of organizations and businesses have actively promoted the brand. HRP honored them with a resolution of appreciation for their support at the March 2009 HRP Board Meeting.
