 CHAIRED BY; this committee was chaired by
Maulvi Tamizuddin khan and vice president
was Liquat ali khan.
 OBJECTIVE: the task assigned to BPC was to
determine the basic principles for framing
future constitution of Pakistan.
 SUB COMMITTEES: franchise,judicary and
distribution of powers between federal and
province
 These committee was to make
recommendations regarding the area of their
expertise.
 FRIST INTERIM REPORT: on 28sep 1950 , the BPC
presented its interim report to the constituent assembly.
 Salient features of BCP:
 1 objective resolution should be made part of constitution
and should serve as directive principle of state policy.
 2 the state of Pakistan was to be federation.
 3 Bicameralism ;house of unit{upper house} with 100
members and house of people{lower house} with 400
members .
 4 tenure of both houses: 5yrs and enjoy equal powers.
 5 head of state appointed by joint session of both houses
for term 5 yrs and should work on advice of PM.
 6 legislative powers to be divided into three lists
..1 federal list comprising 67subjects on which central legislation
would legislate
..2 provincial list comprising 35 items, the provincial legislation would
legislate.
..3the concurrent list 37 items on which both central and provincial
legislature
had the authority to legislate and residuary powers were vested into
the center
 7 Urdu was to be national language.
 8the board of ulema would be appointed by the head of state and
provincial governors to examine the process of law making and to
ensure that laws were in accordance to Quran and Sunnah.

 This report was criticized by chattopadhyaya
and east Pakistan. The crux of objection by east
Pakistan was Urdu as national language and
ignoring Bengali.
 Equal number of seats in house of unit, despite
of the fact that east Pakistan have population
more than 50% of west Pakistan. which
ultimately reduce the principle of majority and
turned east Pakistan into a minority.
 Main objection made by chattopadhyaya was
about ulama council for laws to be not
inconsistent with Islamic principles.
 Liquat ali khan postponed the consideration
of report and invited new suggestions.
 General committee was called by liquat ali
khan to receive public opinions and
suggestions.
 Such committee was headed by Sardar abdur
rab nashtar who presented next report on july
1952 to constitutent assembly.
