There are many strategies that have been widely discussed and implemented in many countries to increase donor pool and organ transplantation rate. These include among others strengthening central and local organisational structure, establish good transplant/ donor coordinator network, raising public awareness, addressing professional awareness and competencies, incentive (to donor, staff & medical institution), establish mechanism for potential deceased donor identification, ABO incompatible transplant, paired exchange programme, domino transplant, extended donor criteria and regional organ sharing. Legislation has been implicated to be as one of the many ways to improve organ and tissue donation rate in particular through the implementation of opting out system. Opting out system or also known as presumed consent is a system by which consent to donate organ and tissue is presumed unless a person has expressly indicated otherwise during his/her lifetime. Contrary to the opting out system, in opting in system however, consent to donate has to be explicit through verbal or written consent expressed by the donor when he/she was still alive. Legal and ethical barrier in implementing opting out system arises because of the fact that such system would exclude the next of kin from the decision making process when a donor passes away. In Malaysia, the law that governs the authorisation of removal of organ and tissue from a deceased is Human Tissues Act 1974 [Act 130]. Malaysia practices an opting in system as specified in subsection 2(1) of the Act 130 but the final decision to authorise the removal of organ and tissue of the deceased donor rest on the spouse or the next of kin, as specified in subsection 2(2). At the moment, the Ministry is in the process of drafting a new more comprehensive law on transplantation in which the option for possible implementation of opting out system was discussed. Even though it is thought that opting out system may increase donor pool as demonstrated in some countries, the challenges to its implementation is much more complex and shall be tailored to consider local sensitivity, level of awareness/ acceptance and also cultural/ religious values.

Abdul Halim bin Aldin is an assistant security officer at Sunway Healthcare who faced challenges during the pandemic. He had to worry about his father who needed medication from another state with closed borders. He found a way to get the medication to his father at the border. At work, his routine changed as he had to wear full PPE which was uncomfortable. He also had to ensure patients and visitors followed SOPs, dealing with frustrated customers, but focused on helping prevent virus spread. The pandemic taught him to be vigilant and kind to others facing the same battle.

Electoral systems and democratisation - Prof Sarah BirchChin-Huat Wong
1) Elections are often used by authoritarian leaders to maintain power while appearing legitimate, through manipulating electoral institutions, vote choice, and voting.
2) Electoral systems like first-past-the-post that magnify the winner's power and allow boundary manipulation are particularly convenient for authoritarians.
3) True democratization requires not just free elections but leaders willing to compromise and accept losing power, though elections typically must get worse before reforms lead to improved quality and accountability.
Beyond fraud in the electoral process, I invite the public to examine the greater flaws in the electoral system. Presented in a forum organised by Merdeka Centre.

Bank Islam acts unprofessionally and unjustly in suspending Azrul Azwar
We, the undersigned organisations and individuals, call on Bank Islam to reinstate its Chief Economist,
Azrul Azwar Ahmad Tajudin, who has been suspended for presenting an analysis based on computer
simulation which projects a probability weighted base-case scenario of Pakatan Rakyat’s victory in the

13 general elections.
We hold that Bank Islam has acted unprofessionally, unjustly and without any basis by reportedly
punishing Mr Azrul Azwar for his professional opinion, presented at the Regional Outlook Forum on
January 10, 2013.
We understand that the economist had also generated a best-case scenario of a Barisan Nasional’s
narrow win and a worst-case scenario of the ruling coalition’s big loss. For the record, no party has
produced any methodical rebuttal to his analysis.
Consistent with the view of financial regulators and academics worldwide, we stress that information
freedom is pertinent to the resource allocation mechanism of the financial markets. Freedom of
expression and freedom of information are the best way to expose and correct any falsehood or
misinformation. Analyses on elections and their economic and financial consequences are clearly of
paramount importance for the markets and the country.
Hence, biased information results in unjust allocation and distorts the integrity of the markets.
By allegedly suppressing Mr Azrul Azwar’s professional opinion that was unfavourable to Barisan
Nasional, maliciously labelled as “political comments”, Bank Islam is admitting that the Bank has a
policy of reporting only Barisan Nasional favourable news.
It cannot be argued that Mr Azrul Azwar’s behaviour is reckless as his analysis has had no market
impact and the FBMKLCI has barely moved – closed at 1684.57 on 10 January 2013 and 1682.95 on
16 January 2013. Besides, the basic tenet of banking and finance is assessing risks (be it political,
economics), and that was what Mr Azrul Azwar did.
We call upon Bank Islam to immediately reinstate Mr Azrul Azwar to his position and manage its
business professionally.
We also urge the BN government to join our call for Bank Islam to reinstate him. This will prove
beyond doubt that the BN government has not pressured Bank Islam to suspend Mr Azrul Azwar and
PM Najib Razak is genuinely committed to reform.
