PRESENTATION OUTLINE
• African Union Golden Jubilee Celebrations of May 2013 = Solemn Declaration adopted and
rededicated the AU collective leadership to the Continent’s development & the enduring
Pan African vision of “an integrated, prosperous and peaceful Africa, driven by its own
citizens and representing a dynamic force in the global arena”
• The collective Agenda will build on the foundation of and successes made since the
establishment of the OAU, guiding the work towards the achievement of the vision
by 2063
• Agenda 2063 = strategic framework for inclusive growth and sustainable development for
Africa’s transformation. It is therefore a continuation of the Pan African drive for self-
determination, freedom, progress and collective prosperity around a common vision
• The AU Commission, supported by the NEPAD Planning and Coordinating Agency & the
African Development Bank was tasked to do the preparatory work for such a continental
agenda through a people-driven process

BACKGROUND
• 7 Identified Aspirations:
o A Prosperous Africa based on inclusive growth and sustainable development;
o An Integrated Continent, Politically United, based on the ideals of Pan- Africanism;
o An Africa of Good Governance, Respect for Human Rights, Justice and the Rule of Law;
o A Peaceful and Secure Africa;
o An Africa with a strong Cultural Identity, Values and Ethics;
o An Africa whose development is people-driven, especially relying on the potential offered by its
women and youth; and
o Africa as a Strong, Resilient and Influential Global Player and Partner
• AU Commission presented first draft of the Agenda 2063 Technical Document to
the 2014 January AU Summit
o Member States requested to submit views by end April 2014
o Interdepartmental consultations convened by DIRCO and outcomes submitted to AU Commission

BACKGROUND
• AU Commission presented progress report to 2014 June AU Summit
o Member States requested to conduct further consultations & submit outcomes by 31 October 2014
o The Commission to incorporate inputs in finalizing the Agenda Technical document; the Popular
Version; and the First Ten Year Implementation Plan
• In line with the request by the 2014 June AU Summit to ensure that the
articulation of Agenda 2063 becomes people-centered and people-driven,
consultations were convened in 2014;
o Youth (11 July); Academics & Think-Tanks (4 September); Women (16 September); Civil Society (9
October); and the Business sector (17 October). A joint session of Parliament debated Agenda
2063 on 31 October 2014
Stakeholders;
o Welcomed the AU’s decision to develop Agenda 2063
o Highlighted the urgent need to maintain & leverage the positive momentum of the past decade to pursue
accelerated economic and social development
o Called on the AU Member States to strengthen implementation of policies aimed at bettering the lives of
ordinary Africans

BACKGROUND
o Highlighted that the AU & Member States will need the following, amongst others, to achieve the
Agenda:
 Sustained political will;
 Bold & transformational leadership across the sectors;
 Coherence in national, regional & continental planning and implementation;
 Effective resource management, including land, minerals and maritime;
 Effective anti-corruption mechanisms;
 Quality education and training;
 Effective partnerships between the public sector and other social actors;
 Enhanced & sustained investment in infrastructure to facilitate development, job creation and
poverty alleviation
 Emphasised that Member States have to do more to accelerate integration as the slow progress is
hindering the growth of intra-Africa trade
 A mindset shift in which Africans take responsibility for their present & future, and stop relying on
external actors
 The shift must be supported by the development of an African epistemology to address the
dominance of western paradigms and the general absence of Africa-centred and Africa-inspired
discourse, knowledge & narratives

BACKGROUND
• In line with SA’s support for Agenda 2063, SA hosted the;
o Consultative meeting of the Former African Heads of State & Government with the European
Commission on 11 December 2014; and
o The Bahir-Dar Ministerial Follow-up Committee on the implementation of the Bahir-Dar ministerial
retreat on Agenda 2063, on 13-14 December 2014 (Minister Nkoana-Mashabane participated)
• 2015 January AU Summit adopted the Technical Document & the Popular Version
• The Technical Document looks at -
1. Introduction situates the Agenda 2063 in historical context
2. The Vision and Aspirations for Agenda 2063
3. Progress, Challenges and Implications for Agenda 2063
4. Goals, Priority areas, Targets and Indicative Strategies
5. Success Factors, Mega Trends, Risks and Mitigation Strategies
6.“Making It Happen” (Implementation, Monitoring and Evaluation, Financing, Partnerships, Capacities
for implementation & Communication and outreach).

BACKGROUND
• Commission requested to pursue & conclude all consultations in order to finalize the
First Ten Year Plan, for submission & adoption at the 2015 June Summit in South
Africa
• Amongst others, the draft First Ten Year Implementation Plan will;
o Outline the priority areas, set specific targets, provide indicative strategies for the
national, regional and continental levels for the first ten years for each of the seven
aspirations for domestication.
o Outline the institutional arrangements/broad policy guidelines as to how all stakeholders
from national to continental will implement, monitor and evaluate the Plan
implementation and
o Indicate the potential sources of funding, capacity requirements and strategies for
communicating with the African Citizenry to ensure ownership and outcomes of the
Agenda 2063.
• First experts’ consultative meeting held 2-6 March 2015 in Zambia – 2 Validation Workshops
to follow before June Summit
• AU STC on Finance, Monetary Affairs, Economic Planning and Integration scheduled for 25-
31 March 2015 in Ethiopia to have further discussions

WAY FORWARD
• Commission requested to prepare the execution plan of the following flagship
projects to be submitted at the 2015 June Summit
(i) Integrated High Speed Train Network;
(ii) Great Inga Dam;
(iii) Single African Aviation Market;
(iv) Outer Space;
(v) The Pan African E-Network;
(vi) Creation of an Annual African Consultative Platform;
(vi) Establishment of the Virtual University;
(vii) Free Movement of Persons and the African Passport;
(viii) The Continental Free Trade Area;
(ix) Silencing the Guns by 2020;
(x) Development of a Commodity Strategy;
(xi) Madiba Nelson Mandela Decade 2014-2024;
(xii) Establishment of the Continental financial Institutions, including the African Central Bank by
2030.

  • 3. • African Union Golden Jubilee Celebrations of May 2013 = Solemn Declaration adopted and rededicated the AU collective leadership to the Continent’s development & the enduring Pan African vision of “an integrated, prosperous and peaceful Africa, driven by its own citizens and representing a dynamic force in the global arena” • The collective Agenda will build on the foundation of and successes made since the establishment of the OAU, guiding the work towards the achievement of the vision by 2063 • Agenda 2063 = strategic framework for inclusive growth and sustainable development for Africa’s transformation. It is therefore a continuation of the Pan African drive for self- determination, freedom, progress and collective prosperity around a common vision • The AU Commission, supported by the NEPAD Planning and Coordinating Agency & the African Development Bank was tasked to do the preparatory work for such a continental agenda through a people-driven process 3 BACKGROUND
  • 4. • 7 Identified Aspirations: o A Prosperous Africa based on inclusive growth and sustainable development; o An Integrated Continent, Politically United, based on the ideals of Pan- Africanism; o An Africa of Good Governance, Respect for Human Rights, Justice and the Rule of Law; o A Peaceful and Secure Africa; o An Africa with a strong Cultural Identity, Values and Ethics; o An Africa whose development is people-driven, especially relying on the potential offered by its women and youth; and o Africa as a Strong, Resilient and Influential Global Player and Partner • AU Commission presented first draft of the Agenda 2063 Technical Document to the 2014 January AU Summit o Member States requested to submit views by end April 2014 o Interdepartmental consultations convened by DIRCO and outcomes submitted to AU Commission 4 BACKGROUND
  • 5. • AU Commission presented progress report to 2014 June AU Summit o Member States requested to conduct further consultations & submit outcomes by 31 October 2014 o The Commission to incorporate inputs in finalizing the Agenda Technical document; the Popular Version; and the First Ten Year Implementation Plan • In line with the request by the 2014 June AU Summit to ensure that the articulation of Agenda 2063 becomes people-centered and people-driven, consultations were convened in 2014; o Youth (11 July); Academics & Think-Tanks (4 September); Women (16 September); Civil Society (9 October); and the Business sector (17 October). A joint session of Parliament debated Agenda 2063 on 31 October 2014 Stakeholders; o Welcomed the AU’s decision to develop Agenda 2063 o Highlighted the urgent need to maintain & leverage the positive momentum of the past decade to pursue accelerated economic and social development o Called on the AU Member States to strengthen implementation of policies aimed at bettering the lives of ordinary Africans 5 BACKGROUND
  • 6. o Highlighted that the AU & Member States will need the following, amongst others, to achieve the Agenda:  Sustained political will;  Bold & transformational leadership across the sectors;  Coherence in national, regional & continental planning and implementation;  Effective resource management, including land, minerals and maritime;  Effective anti-corruption mechanisms;  Quality education and training;  Effective partnerships between the public sector and other social actors;  Enhanced & sustained investment in infrastructure to facilitate development, job creation and poverty alleviation  Emphasised that Member States have to do more to accelerate integration as the slow progress is hindering the growth of intra-Africa trade  A mindset shift in which Africans take responsibility for their present & future, and stop relying on external actors  The shift must be supported by the development of an African epistemology to address the dominance of western paradigms and the general absence of Africa-centred and Africa-inspired discourse, knowledge & narratives 6 BACKGROUND
  • 7. • In line with SA’s support for Agenda 2063, SA hosted the; o Consultative meeting of the Former African Heads of State & Government with the European Commission on 11 December 2014; and o The Bahir-Dar Ministerial Follow-up Committee on the implementation of the Bahir-Dar ministerial retreat on Agenda 2063, on 13-14 December 2014 (Minister Nkoana-Mashabane participated) • 2015 January AU Summit adopted the Technical Document & the Popular Version • The Technical Document looks at - 1. Introduction situates the Agenda 2063 in historical context 2. The Vision and Aspirations for Agenda 2063 3. Progress, Challenges and Implications for Agenda 2063 4. Goals, Priority areas, Targets and Indicative Strategies 5. Success Factors, Mega Trends, Risks and Mitigation Strategies 6.“Making It Happen” (Implementation, Monitoring and Evaluation, Financing, Partnerships, Capacities for implementation & Communication and outreach). 7 BACKGROUND
  • 8. • Commission requested to pursue & conclude all consultations in order to finalize the First Ten Year Plan, for submission & adoption at the 2015 June Summit in South Africa • Amongst others, the draft First Ten Year Implementation Plan will; o Outline the priority areas, set specific targets, provide indicative strategies for the national, regional and continental levels for the first ten years for each of the seven aspirations for domestication. o Outline the institutional arrangements/broad policy guidelines as to how all stakeholders from national to continental will implement, monitor and evaluate the Plan implementation and o Indicate the potential sources of funding, capacity requirements and strategies for communicating with the African Citizenry to ensure ownership and outcomes of the Agenda 2063. • First experts’ consultative meeting held 2-6 March 2015 in Zambia – 2 Validation Workshops to follow before June Summit • AU STC on Finance, Monetary Affairs, Economic Planning and Integration scheduled for 25- 31 March 2015 in Ethiopia to have further discussions 8 WAY FORWARD
  • 9. • Commission requested to prepare the execution plan of the following flagship projects to be submitted at the 2015 June Summit (i) Integrated High Speed Train Network; (ii) Great Inga Dam; (iii) Single African Aviation Market; (iv) Outer Space; (v) The Pan African E-Network; (vi) Creation of an Annual African Consultative Platform; (vi) Establishment of the Virtual University; (vii) Free Movement of Persons and the African Passport; (viii) The Continental Free Trade Area; (ix) Silencing the Guns by 2020; (x) Development of a Commodity Strategy; (xi) Madiba Nelson Mandela Decade 2014-2024; (xii) Establishment of the Continental financial Institutions, including the African Central Bank by 2030. 9 WAY FORWARD
