Public scrutiny and agency accountability are at an all-time
high. Agencies are looking for a better understanding of the issues that are important to their customers. In an era of strained financial resources, it is necessary to order priorities that are important to the people that support the transportation system through taxes and fees. The Public Engagement Planning (PEP) program at the Texas A&M Transportation

Chief, Rail Equipment Branch CA Department of Transportation Sacramento, CA 4/12 – Present
Manage equipment rework,rebuild and overhaul projects, including the monitoring and
documentation of Amtrak and contractor performance to ensure conformance with contractual
requirements and equipment manufacturer's recommendations and safety regulations. Develop
budgetary, financial and project planning documents and databases to track existing projects as well
as estimate future rework and rebuild costs and workload.
Oversee equipment maintenance activities, including the monitoring of Amtrak and contractor
maintenance performance and proper completion of documentation in order to ensure conformance
with equipment maintenance requirements and the Caltrans-Amtrak Maintenance Agreement in
conjunction with Capitol Corridor Joint Powers Board staff.
Oversee rail equipment maintenance and heavy overhaul support consultant activities. Develop task
orders as needed to support equipment rebuild, heavy overhaul, wreck repair, scheduled
maintenance and defect resolution.
Manage repairs to State-owned rail equipment damaged in accidents. Administer rail equipment
wreck repair and cost recovery process. Develop and implement training programs to upgrade staff
expertise in insurance recovery,wreck repair cost estimation, repair practices and related programs.
