Under the general direction of the Deputy Director (CEA III), Long-Term Care and Aging Services
Division, the Staff Services Manager I (SSMI) (Specialist) serves as the California Department of
Aging’s (CDA) subject matter expert on high level and sensitive organizational, program and policy
issues related to transportation services for mobility disadvantaged older adults and adults with
disabilities. This includes lead responsibility for implementation of mobility management activities
supported by CDA’s New Freedom Mobility Management Grant. The SSM I (Specialist) works
with CDA staff, the California Department Transportation (Caltrans), individual Area Agencies on
Aging (AAA), the California Association of Area Agencies on Aging (C4A), the State Independent
Living Council (SILC), local independent living centers (ILC), local transportation agencies, and
other State and local entities on issues related to the establishment of a coordinated statewide
model for mobility management to enable older adults and adults with disabilities to participate
fully in community life. The SSM I (Specialist) has wide latitude for independent action to perform
especially complex tasks and conduct research on which program and policy decisions and
recommendations may be based. This includes providing direction to deliver consultation and
technical assistance on mobility management and transportation issues to departmental staff,
AAAs, and others.
35% Serves as CDA’s lead and subject matter expert in conducting various ongoing and special
projects related to the development of a coordinated statewide model for mobility
management responsive to the needs of older adults and adults with disabilities. The SSM I
will work with the Deputy Director on issues that require problem identification; data
collection, analyses and evaluation; planning; development of recommendations and
alternatives; and interaction with management staff in conducting these projects.
• Develops CDA’s detailed implementation plan for its New Freedom Mobility
Management Grant activities and related progress reports for submission to Caltrans.
• Performs independent research, often under strict time constraints, such as researching
relevant policies and activities related to mobility management and transportation
planning. This will include highly technical analysis of State and local transportation
plans, policies and needs necessary to build CDA’s and AAAs’ expertise in mobility
management. Gathers and summarizes information to prepare issue papers and other
reports to be used in developing comments, making policy recommendations, and
providing training.

• Acts as lead on, or participants in, special workgroups, committees, or projects assigned
by the Deputy Director including CDA’s Mobility Management Workgroup, State Plan
Workgroup, and California’s Mobility Action Plan Project Advisory Committee.
• Formulates recommendations for improved administrative and programmatic policies
and procedures related to transportation and mobility management services for older
adults and adults with disabilities.
• Conducts in-depth research and assembles information to be used as briefing/
reference material by the Deputy Director in legislative, Agency or Executive Staff
discussions or in preparing written reports or analyses of State policy documents
regarding transportation and mobility management services and their responsiveness to
the needs of older adults and adults with disabilities.
30% Provides leadership in collaborating and coordinating with other State and local agencies on
policy and program implementation issues related to the transportation needs of older
adults and adults with disabilities. Develops policy recommendations and program
implementation strategies to ensure these needs are recognized and addressed.
• Represents CDA at meetings of California’s Mobility Action Plan Project Advisory
Committee, California Transportation Plan Policy Advisory Committee, Older
Californians Traffic Safety Task Force, and other stakeholder meetings focused on
addressing the transportation needs of older adults and adults with disabilities.
• Serves as a subject matter advisor to CDA staff, AAAs, Caltrans, the Department of
Motor Vehicles, the Department of Rehabilitation, SILC, local ILCs, local transportation
agencies, local human services agencies, and other stakeholders regarding the
transportation needs of older adults and adults with disabilities and the development and
implementation of transportation and mobility management services responsive to those
needs.
• Partners with other State and local agencies, including CalTrans, local transportation
agencies, and local AAAs, to encourage implementation of mobility management
services within each of California’s 33 Planning and Service Areas (PSA).
• Coordinates with AAAs to ensure the transportation issues of older adults and adults
with disabilities are represented at key State and local meetings related to the
development of a coordinated transportation system and mobility management services
responsive to the needs of older adults and adults with disabilities; presents key issues
at regular C4A meetings to keep AAAs informed and involved in policy discussions
relevant to mobility management and transportation access.

30% Provides consultation, technical assistance, and training to CDA staff, AAAs, Caltrans, local
transportation agencies, and other key stakeholders to support policies, programs, and
services responsive to the transportation and mobility management needs of older adults
and adults with disabilities.
• Guides the review and analysis of local transportation plans and Area Plans for
promising and innovative practices that address the transportation and mobility
management needs of older adults and adults with disabilities; summarizes and
disseminates findings.
• Collaborates on and oversees the development of education, training, and technical
assistance materials and events for CDA staff, AAAs, and others to advance the
development of mobility management services for the target population.
• Provides training and technical assistance to the CDA staff assigned to transportation.
• Consults with AAAs on the development of their local strategic plans to develop and
implement mobility management services for older adults and adults with disabilities.
• Consults with AAAs on the development of local grant applications to secure funds to
establish local mobility management services for older adults and adults with disabilities.
5% Analyzes federal, State and local legislation and policy that may impact State and local
policies, programs, and services related to transportation and mobility management
services for older adults and adults with disabilities. Personally prepares bill analyses
involving sensitive and complex issues. As appropriate, formulates and drafts legislative
concepts and proposals.
Additional Special Requirements
• Knowledge and understanding of California’s transportation system, State and national
transportation policy, and the transportation needs of older adults and adults with
disabilities.
• Ability to work as a lead in a team setting and interact collaboratively with a variety of
government and private organizations, at the national, State, and local levels.
• Strong written and oral communication skills, including use of correct grammar, punctuation,
and spelling.
• Computer skills, including the ability to use Outlook, Word, Excel, PowerPoint, and Access.
• Moderate travel, up to 30 percent annually.
