The Austin Technology Council had a transformative year in 2013, focusing on initiatives to strengthen and integrate the technology and life sciences sectors in Central Texas. Key accomplishments included:
1) Completing a strategic planning process to guide ATC and the region's tech sector growth.
2) Releasing an economic impact study showing tech contributes $21 billion and 1 in 5 jobs to the regional economy.
3) Continuing workforce development efforts through the ATC Foundation to address STEM talent challenges.
4) Accelerating life sciences sector development in anticipation of future growth.
5) Experiencing record participation in ATC events and membership growth.
During 2012-13 Oregon's Career Technical Student Organizations (e.g. DECA, FBLA, SkillsUSA, HOSA, FCCLA) partnered with industry and CTE community to champion the largest increase in state CTE and CTSO funding in history.
This overview presented at the DECA State Association Management Conference in Atlanta highlights the advocacy journey, approaches taken, lessons learned and key insights for all who champion important causes like CTE and CTSOs.

The implications of innovation in e-government and communication strategy in ...Dr Beige Pureau
This is one of the first systematic studies on the development of local e-government capability in Australia, providing a valuable benchmark for assessing current and future development. It offers comparison with international studies, and analyses expert Australian commentary to develop insight into the requisite functional, organisational and systemic capabilities needed to support the effective development of local e-government. The study concludes that the realisation of its full potential presents significant opportunities for service delivery and citizen engagement while posing significant challenges in organisational design and practice. It aims to assist researchers and practitioners to navigate their way through the complexities.

Project appraisal analyzes whether a project is worthy in the light of its costs in terms of resource commitments and the projects’ expected benefits. Appraisal is a key element in the decision to assist in deciding as to whether or not to proceed with a project. This study examined the effects of project appraisal on the sustainability of small enterprises in Eldoret Town. The study was based on the Agency Theory with the population consisting of over 400 respondents from Langas Estate. Stratified and simple random technique was used to select a sample of one hundred and twenty nine (129) respondents. Primary data was collected using structured questionnaires. Data was analyzed using descriptive statistics and a regression analysis was done on the variables. Findings were presented in frequency tables and percentages. The multiple regressions between variables showed that there was an inverse relationship between sustainability of small enterprises and project appraisal. Project appraisal had a P value greater than 0.05 level of significance (P>0.05). Results on hypothesis testing also revealed that, there was no significant relationship between project appraisal and sustainability since the P value was (0.338) and was greater than 0.05, (P>0.05). The study concluded that project appraisal by microfinance institutions was not satisfactory. The projects were locked out of financing options simply because they were not convincing in terms of their profitability. Entrepreneurs were therefore denied the chance to expand and grow their businesses. Finally because entrepreneurs are risk takers they should not fear possibilities of projects crumbling but be ready always to invest in any business idea after their project appraisal.

More than 20 metro Atlanta partners worked with Collaborative Economics to evaluate 15 indicators of innovation for the first-ever Metro Atlanta Innovation Indicators Project for the region. The project was commissioned to examine the diverse innovation activities within metro Atlanta's large and complex regional economy.
ISS 2020 Vision Scenarios for the Global Facility Management Industryjs9229a
ISS and The Copenhagen Institute for Futures Studies (CIFS) have carried out a study on the future of Facility Management (FM) seen in a global perspective.
The study is based on four scenarios where the backbone of the research is a survey involving more than 300 senior executives from ISS and 50 specialists from the Global FM network. Adding to this, the research includes workshops and in-depth interviews with key industry spokespersons.
The ISS 2020 Vision study’s objective is to develop a set of global scenarios for the future of the Facility Management and services industry and to generate awareness of future trends, uncertainties and opportunities that may have the greatest impacts on the industry.
The FM industry in 2020 will be very different from what it is today and is now professionalizing as new technologies, regulations and customer requirements are reshaping the business.
The dimensions relevant for the scenario planning exercise are sustainability and technology, where the technology axis is primarily focused on manpower substituting technologies. The scenario dimensions have been developed by the project group based on the input from two surveys where respondents prioritized key uncertainties which could have the highest impact on the industry towards 2020.
The four scenarios presented in the ISS 2020 Vision report will give the industry and its stakeholders a chance to anticipate changes in public opinion and the government action which will inevitably follow. Given the rapid developments in the level of scientific understanding of technological and sustainability challenges, public attitudes and government policy will eventually catch up. It is just a matter of time when one of the scenarios will be realized – naturally it is a personal belief which one of the scenarios is most likely to happen, however each industry player has an opportunity, and to some extent an obligation, to influence the development and capitalize on the challenges.
A central activity of the Innovation Institute is the production of the Massachusetts Technology Collaborative’s annual publication, The Index of the Massachusetts Innovation Economy.
Since 1997, the Index has provided users with a wealth of data and information for assessing the performance and progress of the Commonwealth’s innovation economy.
By means of 24 indicators, the Index offers a comprehensive view of several dimensions of the innovation ecosystem. Using a robust selection of data sources, the Index benchmarks Massachusetts against nine Leading Technology States throughout the United States to reveal relative strengths and weaknesses. With the guidance and advice of its Advisory Committee, the Innovation Institute revisits the indicators and framework annually to remain current with the evolving understanding of the Innovation Economy in order to provide timely insights into its strengths and weaknesses.
The Index also includes a special analysis section that is conceptualized as a forward-looking but directly relevant assessment and commentary on a critical issue in the Commonwealth and its innovation economy.

The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

In 2014, ATC will build on these and other initiatives, further
integrating the tech community and strengthening our region’s
growing reputation as a new model of tech opportunity, engagement,
and success.

4. ECONOMIC IMPACT STUDY
Introduced at the CEO Summit in May, ATC’s 2013 Economic Impact Study transformed community perception of tech’s impact on the region. The report revealed that a full 20% of the GRP ($21B) and 1 in 5 regional
jobs derive from tech activity. These statistics, compounded by increased global competition for resources,
make a strategic community commitment to sustain and enhance the benefits tech delivers an absolute
necessity.

6. LIFE SCIENCES DEVELOPMENT
Since the life sciences community found a home with ATC 4 years ago, the sector has become an integral
part of the Central Texas tech story. Through the work of the Life Sciences Advisory Council, we are working
to identify and solve challenges facing these companies, developing shared objectives with the greater
tech community, and ensuring life sciences interest and expertise are included in relevant Central Texas
development discussions.

the diversity and strengths of the Central Texas tech sector to
stakeholder interests was a priority in 2013. In 2014, we’ll continue
to leverage that interest toward ATC’s strategic priorities.
