History
• began its life in 1905 as Associated Press of India, before
the partition of sub-continent.
• Its operations were taken over by the Reuters news
agency of the United Kingdom in 1919.
• The creation of Pakistan in August 1947 the offices of the
news agency within Pakistan went into a private hand and
were renamed Associated Press of Pakistan.
History
• Initially it was run through a Trust, but owing to financial
bottlenecks, it was taken over by the Government through
an Ordinance called; "Associated Press of Pakistan
(taking over) Ordinance 1961", on 15th June 1961, to put
it on a sound financial footing.
• APP was later converted into Corporation on October 19,
2002 through an Ordinance renaming it as Associated
Press of Pakistan Corporation (APPC) and lending a
status media government.

• An ordinance to provide for reconstitution of the
Associated Press of Pakistan.
• Whereas it is expedient to ensure effective operation and
to streamline, improve, and enlarge Associated Press of
Pakistan as a public information medium.

• Short title and commencement.-
• This Ordinance may be called the Associated Press of
Pakistan Corporation Ordinance, 2002.
• Establishment of the Corporation.
• This Ordinance shall be a corporation to be called the
Associated Press of Pakistan Corporation which shall be
a body corporate having perpetual succession and a
common seal with powers to acquire, hold and dispose of
property both movable and immovable and shall by the
said name sue and be sued.

• Headquarters of the Corporation.- The headquarters of
the corporation shall be at Islamabad and the corporation
may establish its Bureaus or constitute its Stations at such
places, both within and abroad as the Board may, with the
approval of the Federal Government decide.
• Functions of the Corporation.
• To collect, transmit, circulate in Pakistan and abroad such
news, features, photographs, videos and its dissemination
through print, cyber-net, audio, video, still and any other
methods of photography required for this purpose.

• Management of the Corporation.
• The general directions and administration of the affairs of
the corporation shall vest in the Board which may
exercise all powers and do all acts and things which may
be exercised or done by the Corporation.
• In discharge of its functions the Corporation shall be
bound by such directives and orders, if any, as may be
given to it on any question of policy by the Federal
Government which shall be the sole judge as to whether a
question is a question of policy.

• Constitution of the Board.
• The Board shall consist of eleven members including the
• Managing Director
• P. T.V. Corporation
• Director General(Pakistan Broadcasting Corporation)
• Ministry of Information and Media Development
• the President, Council of Pakistan Newspaper’s Editors
• the Financial Adviser, Ministry of Information and Media Development.
• the Chairman, Department of Mass
Communication, University of Punjab, Lahore and Karachi University.
• Two renowned media persons from private sector to be nominated by
the Federal Government.
• A member, other than the Financial Adviser, shall be a person with
adequate experience in the field of information and mass
communication.

• Terms of office of the Chairman and members.
• Save as otherwise provided a member shall hold office during
the pleasure of the President.
• An ex officio member shall hold office as member till such time
he holds the office by virtue of which he is a member and upon
his transfer therefrom or retirement, resignation or removal
from office, the person appointed in such member’s place shall
be the member.
• The Chairman, and other ex officio members shall serve on the
Board in honorary capacity but shall be entitled to travelling
allowance and other such expenses when engaged on
business of the Board as may be prescribed.
• (4) The members from the private sector shall be entitled to
such terms and condition as the Federal Government may
determine.

• Meeting of the Board.
• The Board shall meet at such time and such place as the
Chairman may decide
• Provided that not less than three meetings of the Board
shall be held in a year including one mandatory meeting
to be held in the month of December each year.
• Managing Director.
• There shall be a Managing Director of the Corporation
who shall be appointed by the Federal Government on
such terms and conditions as the Federal Government
may determine.

• Recruitment of officers etc.
• The Corporation may, from time to time, appoint such officers
and servants as it may consider necessary for performance of
its functions.
• The Corporation shall prescribe by regulations the procedure
for appointment of its officers and employees and the terms
and conditions of their service.
• Members, officers etc. to be public servants
• The Chairman, Members, the Managing Director and other
officers and servants of the Corporation shall, when acting or
purporting to act in pursuance of any of the provisions of this
Ordinance or the rules or regulations made there under, be
deemed to be public servant within the meaning of section 21
of the Pakistan Penal Code (Act XLV of 1860).

• Transfer of officers, servants etc to the Corporation.
• Notwithstanding anything contained in any law, contract or
agreement or in the conditions of service, every officer, servant
or employee of the Associated Press of Pakistan existing
immediately before the establishment of the Corporation shall,
on such establishment, stand transferred to, and become an
employee of the Corporation on such terms and conditions as
may be prescribed by regulations.
• Budget.
• The Corporation shall, in respect of each financial year, submit
for the approval of the Federal Government by such date and
in such form as may be specified by the Federal Government a
statement showing the estimated receipts for current and
development expenditure and the sums which are likely to be
required from the Federal Government during the next financial
year.

• Maintenance of Accounts.
• The accounts of the Corporation shall be maintained in
such form and manner as the Federal Government may,
in consultation with the Controller-General of Accounts,
determine.
• Audit.
• The accounts of the Corporation shall be audited by an
Auditor appointed by the Corporation who is a Chartered
Accountant within the meanings of the Chartered
Accountants Ordinance, 1961 (X of 1961) to be appointed
by the Board with the prior approval of the Federal
Government.

• Associated Press of Pakistan Corporation Fund.
• There shall be a fund to be known as the “Associated Press of
Pakistan Corporation Fund” which shall vest in the Corporation
and shall be utilized by the Corporation to meet charges in
connection with its functions under this Ordinance including
payment of salaries and other remuneration to the Managing
Director, non-official Members, officers and employees of the
Corporation.
• Delegation of powers.
• The Board may, from time to time, by general or special order,
delegate to the Managing Director or any other Member or an
officer of the Corporation any of its powers, duties or functions
under this Ordinance, subject to such conditions as it may think
fit to impose.

• Indemnity.
• No suit or other legal proceedings shall lie against the
Corporation, the Managing Director, or any Member,
officer or employee of the Corporation in respect of any
thing done or intended to be done in good faith under this
Ordinance.
• Winding up of the Corporation.- No provision of law
relating to winding up of bodies corporate shall apply to
the Corporation and the Corporation shall not be wound
up except by the order of the Federal Government in such
manner as the Federal Government may determine.

• Power to make rules.
• The Federal Government may, by notification in the official
Gazette, make rules for carrying out the purposes of this
Ordinance.
• Power to make regulations.- The Corporation may, by
notification in the official Gazette, make regulation not
inconsistent with this Ordinance and the rules made there
under to provide for all matters for which provision is
necessary or expedient for carrying out the purposes of
this Ordinance.

• Repeal and savings
• The Associated Press of Pakistan (Taking over)
Ordinance, 1961 (XX of 1961) is hereby repealed.
National Press Trust (NTP)
• History
• The history of NTP start from Ayub Khan Marshal law.
• In 1963 President Ayub khan imposed the Press and
Publication Ordinance (PPO)
• The ordinance contained the harshest of laws curtailing
freedom of expression and the progressive development
of the media.
• It was formed and enforced to keep the newspapers
under government’s control. It was a black law completely
boycotted by media organizations and journalists.

• In PPO 1964, National Press Trust was established for the
nationalization and Regulation of the newspaper
• According to This act NPT had right to take over any such
newspaper, magazine which is apparently financially not
able to run the newspaper or is dangerous to country’s
security.
• Apparently it was an independent body but actually it was
state-controlled.
•

• All the Progressive Paper limited (PPL) papers were given
to this body.
• After PPL’s publications Daily Mashriq was also handed
over to NPT, Sindhi paper Hilal-e-Pakistan and some
bangali newspaper were also taken over.
• Dawn, Jung, Nawa-e-waqt were the only papers that were
not taken in government’s custody but they still had a
tough time.

• Clause of the Act is:
• Declaration of newspaper is shall be authenticated by
District Magistrate.
• The Publisher has sufficient finances to run the paper or
not and the editor is known journalist and an educated
person.
• The publisher is likely to work not against the defense,
external affairs and security of Pakistan.
•
National Press Trust
• No foreigner is allowed to own or have share in newspaper.
• Not to publish the “expunged” portion of the parliament
proceedings.
• Not to publish any proceeding until permitted by the honorable
judge.
• If fresh security deposit is and the paper is not able to deposit
with in 10 days then annulment of declaration will take place.
• Proper maintenance of account, finances and accounts.

  • 1. TOPIC ASSOCIATED PRESS OF PAKISTAN CORPORATION ACT & NATIONAL PRESS TRUST ORDINANCE Assigned by Sir Ramzan Azhar Prepared by Shahid
  • 2. History • began its life in 1905 as Associated Press of India, before the partition of sub-continent. • Its operations were taken over by the Reuters news agency of the United Kingdom in 1919. • The creation of Pakistan in August 1947 the offices of the news agency within Pakistan went into a private hand and were renamed Associated Press of Pakistan.
  • 3. History • Initially it was run through a Trust, but owing to financial bottlenecks, it was taken over by the Government through an Ordinance called; "Associated Press of Pakistan (taking over) Ordinance 1961", on 15th June 1961, to put it on a sound financial footing. • APP was later converted into Corporation on October 19, 2002 through an Ordinance renaming it as Associated Press of Pakistan Corporation (APPC) and lending a status media government.
  • 4. The Associated Press of Pakistan Corporation Ordinance act 2002 • An ordinance to provide for reconstitution of the Associated Press of Pakistan. • Whereas it is expedient to ensure effective operation and to streamline, improve, and enlarge Associated Press of Pakistan as a public information medium.
  • 5. The Associated Press of Pakistan Corporation Ordinance, 2002 • Short title and commencement.- • This Ordinance may be called the Associated Press of Pakistan Corporation Ordinance, 2002. • Establishment of the Corporation. • This Ordinance shall be a corporation to be called the Associated Press of Pakistan Corporation which shall be a body corporate having perpetual succession and a common seal with powers to acquire, hold and dispose of property both movable and immovable and shall by the said name sue and be sued.
  • 6. The Associated Press of Pakistan Corporation Ordinance, 2002 • Headquarters of the Corporation.- The headquarters of the corporation shall be at Islamabad and the corporation may establish its Bureaus or constitute its Stations at such places, both within and abroad as the Board may, with the approval of the Federal Government decide. • Functions of the Corporation. • To collect, transmit, circulate in Pakistan and abroad such news, features, photographs, videos and its dissemination through print, cyber-net, audio, video, still and any other methods of photography required for this purpose.
  • 7. The Associated Press of Pakistan Corporation Ordinance, 2002 • Management of the Corporation. • The general directions and administration of the affairs of the corporation shall vest in the Board which may exercise all powers and do all acts and things which may be exercised or done by the Corporation. • In discharge of its functions the Corporation shall be bound by such directives and orders, if any, as may be given to it on any question of policy by the Federal Government which shall be the sole judge as to whether a question is a question of policy.
  • 8. The Associated Press of Pakistan Corporation Ordinance, 2002 • Constitution of the Board. • The Board shall consist of eleven members including the • Managing Director • P. T.V. Corporation • Director General(Pakistan Broadcasting Corporation) • Ministry of Information and Media Development • the President, Council of Pakistan Newspaper’s Editors • the Financial Adviser, Ministry of Information and Media Development. • the Chairman, Department of Mass Communication, University of Punjab, Lahore and Karachi University. • Two renowned media persons from private sector to be nominated by the Federal Government. • A member, other than the Financial Adviser, shall be a person with adequate experience in the field of information and mass communication.
  • 9. The Associated Press of Pakistan Corporation Ordinance, 2002 • Terms of office of the Chairman and members. • Save as otherwise provided a member shall hold office during the pleasure of the President. • An ex officio member shall hold office as member till such time he holds the office by virtue of which he is a member and upon his transfer therefrom or retirement, resignation or removal from office, the person appointed in such member’s place shall be the member. • The Chairman, and other ex officio members shall serve on the Board in honorary capacity but shall be entitled to travelling allowance and other such expenses when engaged on business of the Board as may be prescribed. • (4) The members from the private sector shall be entitled to such terms and condition as the Federal Government may determine.
  • 10. The Associated Press of Pakistan Corporation Ordinance, 2002 • Meeting of the Board. • The Board shall meet at such time and such place as the Chairman may decide • Provided that not less than three meetings of the Board shall be held in a year including one mandatory meeting to be held in the month of December each year. • Managing Director. • There shall be a Managing Director of the Corporation who shall be appointed by the Federal Government on such terms and conditions as the Federal Government may determine.
  • 11. The Associated Press of Pakistan Corporation Ordinance act 2002 • Recruitment of officers etc. • The Corporation may, from time to time, appoint such officers and servants as it may consider necessary for performance of its functions. • The Corporation shall prescribe by regulations the procedure for appointment of its officers and employees and the terms and conditions of their service. • Members, officers etc. to be public servants • The Chairman, Members, the Managing Director and other officers and servants of the Corporation shall, when acting or purporting to act in pursuance of any of the provisions of this Ordinance or the rules or regulations made there under, be deemed to be public servant within the meaning of section 21 of the Pakistan Penal Code (Act XLV of 1860).
  • 12. The Associated Press of Pakistan Corporation Ordinance act 2002 • Transfer of officers, servants etc to the Corporation. • Notwithstanding anything contained in any law, contract or agreement or in the conditions of service, every officer, servant or employee of the Associated Press of Pakistan existing immediately before the establishment of the Corporation shall, on such establishment, stand transferred to, and become an employee of the Corporation on such terms and conditions as may be prescribed by regulations. • Budget. • The Corporation shall, in respect of each financial year, submit for the approval of the Federal Government by such date and in such form as may be specified by the Federal Government a statement showing the estimated receipts for current and development expenditure and the sums which are likely to be required from the Federal Government during the next financial year.
  • 13. The Associated Press of Pakistan Corporation Ordinance act 2002 • Maintenance of Accounts. • The accounts of the Corporation shall be maintained in such form and manner as the Federal Government may, in consultation with the Controller-General of Accounts, determine. • Audit. • The accounts of the Corporation shall be audited by an Auditor appointed by the Corporation who is a Chartered Accountant within the meanings of the Chartered Accountants Ordinance, 1961 (X of 1961) to be appointed by the Board with the prior approval of the Federal Government.
  • 14. The Associated Press of Pakistan Corporation Ordinance act 2002 • Associated Press of Pakistan Corporation Fund. • There shall be a fund to be known as the “Associated Press of Pakistan Corporation Fund” which shall vest in the Corporation and shall be utilized by the Corporation to meet charges in connection with its functions under this Ordinance including payment of salaries and other remuneration to the Managing Director, non-official Members, officers and employees of the Corporation. • Delegation of powers. • The Board may, from time to time, by general or special order, delegate to the Managing Director or any other Member or an officer of the Corporation any of its powers, duties or functions under this Ordinance, subject to such conditions as it may think fit to impose.
  • 15. The Associated Press of Pakistan Corporation Ordinance act 2002 • Indemnity. • No suit or other legal proceedings shall lie against the Corporation, the Managing Director, or any Member, officer or employee of the Corporation in respect of any thing done or intended to be done in good faith under this Ordinance. • Winding up of the Corporation.- No provision of law relating to winding up of bodies corporate shall apply to the Corporation and the Corporation shall not be wound up except by the order of the Federal Government in such manner as the Federal Government may determine.
  • 16. The Associated Press of Pakistan Corporation Ordinance act 2002 • Power to make rules. • The Federal Government may, by notification in the official Gazette, make rules for carrying out the purposes of this Ordinance. • Power to make regulations.- The Corporation may, by notification in the official Gazette, make regulation not inconsistent with this Ordinance and the rules made there under to provide for all matters for which provision is necessary or expedient for carrying out the purposes of this Ordinance.
  • 17. The Associated Press of Pakistan Corporation Ordinance act 2002 • Repeal and savings • The Associated Press of Pakistan (Taking over) Ordinance, 1961 (XX of 1961) is hereby repealed.
  • 18. National Press Trust (NTP) • History • The history of NTP start from Ayub Khan Marshal law. • In 1963 President Ayub khan imposed the Press and Publication Ordinance (PPO) • The ordinance contained the harshest of laws curtailing freedom of expression and the progressive development of the media. • It was formed and enforced to keep the newspapers under government’s control. It was a black law completely boycotted by media organizations and journalists.
  • 19. National Press Trust • In PPO 1964, National Press Trust was established for the nationalization and Regulation of the newspaper • According to This act NPT had right to take over any such newspaper, magazine which is apparently financially not able to run the newspaper or is dangerous to country’s security. • Apparently it was an independent body but actually it was state-controlled. •
  • 20. National Press Trust • All the Progressive Paper limited (PPL) papers were given to this body. • After PPL’s publications Daily Mashriq was also handed over to NPT, Sindhi paper Hilal-e-Pakistan and some bangali newspaper were also taken over. • Dawn, Jung, Nawa-e-waqt were the only papers that were not taken in government’s custody but they still had a tough time.
  • 21. National Press Trust • Clause of the Act is: • Declaration of newspaper is shall be authenticated by District Magistrate. • The Publisher has sufficient finances to run the paper or not and the editor is known journalist and an educated person. • The publisher is likely to work not against the defense, external affairs and security of Pakistan. •
  • 22. National Press Trust • No foreigner is allowed to own or have share in newspaper. • Not to publish the “expunged” portion of the parliament proceedings. • Not to publish any proceeding until permitted by the honorable judge. • If fresh security deposit is and the paper is not able to deposit with in 10 days then annulment of declaration will take place. • Proper maintenance of account, finances and accounts.
