Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.

Investiture Ceremony of Begum Kalsum
Nawaz as the Chief Guide of Pakistan Girl
Guides Association was held at Prime
Minister’s House Islamabad on 14th
January,
2016.
Senator NuzhatSadiq, National Commissioner
Pakistan Girl Guides Association administered
the oath, and in her welcome address,
expressed gratitude to Begum Kalsum Nawaz
Sharif for becoming a part of the Association.
In her address to the Guides the Chief Guide
Begum Kalsum Nawaz Sharif appreciated the
spirit of Guiding which encourages the Girl
Guides to work for the betterment of people.
She emphasized upon Guides to have a belief
in them.
On her arrival in the auditorium a Guard of
honour was given to the Chief Guide by a
group of Guides. A National Song was
presented by Special Guides of Pakistan
Society for rehabilitation of disabled Lahore
which was much appreciated by the Chief
Guide Begum Kalsum Nawaz. She met the
special Guides and appreciated them
individually.
Senator NuzhatSadiq in her welcome address
informed that Pakistan Girl Guides Association
was formed by Quaid-e-Azam Muhammad Ali
Jinnah on 29th December 1947 and it became
member of the World Association of Girl
Guides and Girl Scouts (WAGGGS) in 1948.
Its membership is 117,692 in the provinces of
Baluchistan, Punjab, Sindh, Khyber
Pakhtoonkhwah, Islamabad Capital Territory,
Gilgit Baltistan and Azad Jammu & Kashmir.

Program of Pakistan Girl Guides Association
and the method in which it is conducted is a
strong point of this organization. The skills are
imparted to the members through activity
based experiences where they realize their
potential. Opportunities are then provided to
develop it thus building a belief in self. It gives
them confidence and assurance that they can
set goals and are capable to achieve them.
We can proudly say that we are making a
difference not only in the lives of youth but
also through them to their families and the
communities thus making this world a better
place to live in.
Girl Scout World Leaders Visit the Girl
Scouts of the Philippines
Visiting World Association of Girl Guides and
Girl Scouts (WAGGGS) World Board led by
Chair Nicola Grinstead was welcomed to the
country by the Girl Scouts of the Philippines
(GSP) Central Board headed by its National
President (NP), Susan Locsin, in a meeting at
the GSP National Headquarters Manila, on 6
February 2016.
For Triennium 2015-2018, the Chair’s Team
chose the Philippines for their first bi-annual
meeting to discuss issues that concern
WAGGGS and GSP, particularly GSP’s
implementation of community programs and
activities addressing current development
issues – poverty, education, women
empowerment, environment, health, cultural
heritage, among other things.
NP Locsin said that through girl-initiated
forums and activities, GSP continues to
advocate global issues, such as Stop the
Violence, Free Being Me, Sustainable
Development Goals, and Youth and United
Nations Global Alliance (YUNGA). Recently,
GSP promoted COMELEC’s No Bio, No Boto
campaign.
Ms. Grinstead is the chair of WAGGGS, the
largest voluntary Movement in the world
dedicated to transforming the lives of girls and
young women. She started her Girl Guiding
experience with Girl Guides UK as a Brownie
in Bolton, Lancashire Border, and was a board
member of Girl Guiding UK just before her
election as World Board member in 2011.
As Chair of WAGGGS, she said, “We work on
initiatives that help young women make the
world a better place. Through the global
programs of WAGGGS, girls from all over the
world come together to learn new skills, share
international experiences, and form life-long
friendships.”
GSP is among WAGGGS’s 146 active
member organizations providing Filipino girls
unique opportunities for learning, character
formation, and community service.
Thinking Day Celebration by SLGGA
The Sri Lanka Girl Guides Association’s
(SLGGA) national Thinking Day 2016
celebrations were conducted at its national
headquarters in Colombo, Sri Lanka.
Keeping to the World Thinking Day 2016
theme of CONNECT the young members of
the SLGGA and the older members of the Sri
Lanka Trefoil Guild jointly organized an
international food fair at which the food of
different Asia – Pacific MOs was sold. All the

food was prepared either by the Girl Guides or
the members of the Trefoil Guild. The funds
raised by the sale of food was to be used to
finance the activities of the many Little Friends’
packs, the Guide and Senior Guide companies
and the Trefoil Guild which had participated in
the World Thinking Day 2016 celebrations.
Earlier in the day, all those present at the
SLGGA national headquarters assembled at
the SLGGA Girl Guide monument in the park
across the street from the national
headquarters. At the SLGGA Girl Guide
monument the Guide Promise was renewed.
The significance of World Thinking Day in
general and the theme for World Thinking Day
2016 – CONNECT – in particular was the
thrust of the SLGGA Chief Commissioner’s
Thinking Day address.
Sri Lanka is one of the fastest ageing
countries in the Asia – Pacific region, In
keeping with the World Thinking Day 2016
theme the SLGGA connected with HelpAge Sri
Lanka the lead NGO that deals with issues
facing older persons in Sri Lanka.
Mihintale in Sri Lanka’s North Central Province
is the historic place where Buddhism was first
introduced in 250 BCE. The chief priest of the
Mihintale Raja Maha Vihara (i.e. the ancient
Buddhist temple) requested the assistance of
the SLGGA to consider organizing a medical
camp to provide assistance to the poor
villagers who lived in and around Mihintale and
who have no access to regular medical
facilities.
The SLGGA with the assistance of HelpAge
Sri Lanka organized a medical camp in
Mihintale where 150 destitute and poor older
persons were examined by the doctors
present. 75 of them were identified as needing
spectacles or cataract surgery.
The SLGGA team arranged for the Director of
Health Services of the North Central Province
to conduct all preliminary medical tests and
interventions at the Anuradhapura
Government Base Hospital. Those eligible for
cataract surgery were to be transported to the
HelpAge Sri Lanka Eye Care Centre in
Colombo for further medical assistance and
cataract surgery. All medical and other
services at the HelpAge Sri Lanka Eye Care
Centre are provided free of charge to any
destitute older person.
The World Thinking Day 2016 theme of
CONNECT was thus effectively implemented
by the SLGGA.
World Thinking Day Observance by BGGA
February 22nd
is the twin birthday of both Lord
Baden Powell, the founder of World
Association of Girl Guides and Girl Scouts as
well as World Chief Guide Lady Baden Powell.
Girl Guides all over the world commemorate
the day as World Thinking Day; they offer and
collect donations on this auspicious day for the
purpose of social service and community
benefit.

Bangladesh Girl Guides Association National
Headquarters, Dhaka and BGGA Capital
Region jointly organized World Thinking Day
on this occasion on February 25, 2016, at
Guide House, New Baily Road, Magh Bazaar,
Dhaka.
“CONNECT” had earlier been specified as this
year’s World Thinking Day theme.
BGGA Guides mobilized all variety of Guide
Members and assembled in a human chain at
09:00 am on that day in front of New Baily
Road Guide House, carrying various banners
and festoons reading different information and
messages promoting the Day and glorifying its
purpose towards social service.
Then followed the main program of World
Thinking Day at 10:00 am at Bangladesh Girl
Guides Association auditorium under the
chairmanship of Sayeda Rehana Imam,
National Commissioner, Bangladesh Girl
Guides Association. Professor Mohammad
Abu Bakkar Siddique, Chairman of Secondary
and Higher Secondary Education Board,
Dhaka, and Mr. Dewan Mohammad Hanzala,
Chief Engineer, Directorate of Education
Engineering, Ministry of Education, graced the
occasion as Special Guest. Ms. Rowshan
Islam, Dhaka City Regional Commissioner,
initiated the program with her inaugural
speech, while Prof. Dr, Yasmeen Ahmed,
BGGA Deputy National Commissioner
(Program) showered the vote of thanks.
Sayeda Rehana Imam, National
Commissioner, Bangladesh Girl Guides
Association, offered the presidential speech as
usual.
World Thinking Day program featured with
message reading from BGGA National
Commissioner, promise and commitment
renewal and thinking day contribution, apart
from a colourful musical soiree. Yellow Birds,
Guides, Rangers, Guiders etc., representing
different educational institutions performed
music, dance and drama commensurate to
World Thinking Day Theme noted above.
About 1,000 Guide Members comprising
Yellow Birds, Guides, Rangers, Guiders as
well as BGGA National Executive Committee
Members actively participated in the program.
WTD Post cards to APR Committee
The APR Committee and World Board Chair,
Nicola Grinstead received World Thinking Day
postcards from Girl Guides Association of
Malaysia National Headquarters Open Unit
and Seri Hartamas Secondary School Girl
Guides Unit. The postcards were done by the
girls during their World Thinking Day
#Connect10Million activity.
In one of the postcards, girls asked the APR
Committee what made them join Guiding.

Low Lih Jeng, Chair (Singapore) – “My mother
put me into Brownies because I had no
siblings and she decided that I needed sisters
to play with. After all these years, I am still
finding many sisters all around the world who
have taught me so much and shown me that
Girl Guides and Girl Scouts are truly one
family.”
Melanie Bennett, Vice Chair (New Zealand) –
“I joined Brownies as lots of my friends were
Brownies and my mother had been a Guide. I
enjoyed myself so much that I went through
Guides and Rangers before becoming a
Leader. I now have my eldest son in Scouting
and my niece in Brownies.”
Marybelle Marinas, Member (Philippines) –
“For me, I was introduced to Girl Scouting by
my mother who was a Girl Scout Executive of
our province and I stayed on because the Girl

Scouting programme has moulded me into the
person I am today: independent, self-reliant,
good self-esteem and an able leader.”
Dr. Minori Yuda, Member (Japan) – “I joined
Girl Scouting because my mother was
interested in Girl Scouting and she wanted me
to join so that I can participate in many unique
activities including international experiences.”
Dr. Lucy Tan-atichat (Thailand) – “I joined Girl
Guiding as a translator for the documents from
vernacular to English and vice versa from
which I learned what a precious movement it is
– the Girl Guiding materials are a treasure
trove to me so I am now addicted to the
cause.”
Pinky I-Ling Lin, Member (Taiwan) – “My
mother started Girl Scouts as a Brownie and it
made her an independent, happy and
passionate woman devoting herself to the
society. She continued to be in Girl Scouts till
today. She put me into Girl Scouts since I was
a toddler because she believes Girl Scouts will
give me fantastic opportunities that other place
cannot give me which Girl Scouts did. It has
also brought me so much beautiful memories
as I grown up, and it made me who I am
today.”
International Women’s Day Celebration
On 6 March, 2016 Ministry of Women and
Child Affairs arranged a program of Human
Chain at the National Press Club,
Shegunbagicha Dhaka on the occasion of
International Women Day 2016. In this Human
Chain Rowshon Islam, the Regional
Commissioner of Capital Region, along with
10 Rangers of Bangladesh Girl Guides
Association took part in it.
Another rally was arranged by National Girl
Child Advocacy Forum on 9 March 2016 to
celebrate International Women Day 2016.The
rally started from TSC of Dhaka University and
ended at Shishu Academy. In this program
Meher Afroz Chumky M.P. the Honourable
State Minister of Ministry of Women and
Child Affairs was present. From Bangladesh
Girl Guides Association 30 Guides, Rangers,
Guiders and other official staffs were present
in the rally .The program was ended by
discussion, cultural events and conferment of
honour were given to those self established
women who uplifted themselves to the top
level in the society by the Honourable State
Minister .
On 14 March, a discussion meeting was
arranged by Bangladesh Girl Guides
Association at the National Head Quarter
(Guide House) on the occasion of 8th March
International Women Day 2016. The program
was chaired by the National Commissioner,
Syeda Rehana Imam. In the program the key
deliberator was Monira Rahman, Executive
Director of Innovation for Wellbeing
Foundation, Mental Health Dhaka,
Bangladesh. In the program welcome address
was delivered by Deputy National
Commissioner (Program) Professor Dr.
Yeasmin Ahmed and lastly thanks giving was
delivered by the Deputy National
Commissioner (Admin.) Mahfia Parvin. Along
with National Executive Committee members,
District Commissioner of Capital Region,
Rangers and Office Staffs were present in the
programs which rise to almost 80 in number.

The key deliberator discussed the topic “Open
the window of Mind”. On the basis of her
discussion all the members presented in the
program took part in open discussion session.
Besides this, members of BGGA expressed
their determination on the main slogan of
International Women Day 20016.
GSJ ‘Myanmar Friendship Project’
On 28-31 December 2015, the third
international camp between Girl Scouts of
Japan and Myanmar Girl Guides held in
Yangon, Myanmar. This is a part of 'Myanmar
Friendship Project' of Girl Scouts of Japan as
a link country of Myanmar Girl Guides. From
Japan, 26 Ranger Girl Scouts and 17
Leaders/Trainers visited Myanmar and
enjoyed various activities with 64 Myanmar
Girl Guides and 27 Adult members together.
The programme focused on improving the Girl
Guiding knowledge and camp skill for
Myanmar Girl Guides as well as cultural
exchange and building friendship. Japanese
Girl Scouts prepared for the programme and to
teach skills for peers through pre-trainings.
Japanese Girl Scouts and Myanmar Girl
Guides cooperated to plan and provide
hygiene instruction for children living in
villages. The participants built strong
friendship and experienced international
sisterhood overcoming the linguistic barrier.
“The schedule was very tough. But, Myanmar
Girl Guides and Japanese Girl Scouts
cooperated and supported each other, and
fulfil all programmes. I realized that we are
sisters though we are from other country.”

GIFT FOR CHANGE (Sangam event)
My Experience: AMRITPAL KAUR, GUIDE

“THE MOST VALUABLE THING THAT I
LEARNT IN SANGAM IS HOW TO RESPECT
FREEDOM.”
An event named GIFT FOR CHANGE,
designed by WAGGGS, was held at Sangam
World Centre, Pune, Maharasthra from March
31, 2016 to April 04, 2016 to discover the
change one wants to be in the world. The 42
participants, belonging to the different
countries, have participated in this event. From
India we were 09 girls named Anupriya(Bihar),
Sapna(Bihar), Akakasha Priya (Bihar) Beant
Kaur (Punjab), Sandeep Kaur (Punjab),
Sarbjeet Kaur(Punjab), Swati(U.P.), Seema
(U.P.) and me participated in this event. The
programme included the activities like
exploring the colours, customs and excitement
of Indian life, discovering the city of Pune,
learning about you, learning about Sangam
and WAGGGS and Experiencing International
Girl Guiding and Girl Scouting.
The first day we saluted the flags of the all
nations and the World Guide flag. We were
divided into patrols by the volunteers working
in Sangam. Then we explored Sangam. We
explored Fullae Nagar and visited the temples
at evening. We visited the home of an old
Volunteer of Sangam. She was about 65 years
of age. She gave us a traditional welcome. At
evening, we had a warm welcome having a
touch of Indian tradition. The spirit behind the
welcome ceremony filled me with extreme
peace. The next morning, A yoga class was
organised. After Flag, we had our breakfast.
During Breakfast, I got surprised when I found
a friendship badge in my handkerchief bag By
Northern Ireland. For “Be a Change”
programme, we were introduced to 17 SDGs.
Again we had opportunity to explore Pune
market. We also had dinner outside Pune. We
helped our foreign participants to buy the
things and my patrol duty was to create a good
environment for all. During dinner it was my
turn to do that. I sang a Hindi rhyme with
actions for all. All copied me and were very
happy. I got praised for my loud voice. The
next day, we climb the water-tomb. For the
community work we were given three options
named Visit to SWACH, The Mural Painting
and to spend a positive time with children for 2
April and for 3 April, they designed Leave Your
Mark at Sangam, Visit to Maher and Exploring
Pune. I chose SWACH as I am very interested
in recycling and Leaving your mark at Sangam
as I was feeling satisfied at Sangam
respectively. We could choose our one
according to our taste. At SWACH we sorted
the clothes according to males, females and
children. We experienced their work how they
recycle the plastic bottles into a filament used
in 3D printers. It was so interesting. At
Sangam I left my mark by decorating the log
book of Sangam. We had FREE BEING ME
party. We made our collage to share our feel
for Sangam. I gifted all guests with colourful
Bindis and shared with all what a bindi does
reflect.

April, we explore Indian culture. All
were in Indian traditional dresses. We had
Marathi dinner. After dinner, all were getting

ready for swimming. I never wore a swim-suit
and also never did swimming. The people
around me were very helpful. They helped me
to overcome my shyness and they taught me
how to swim. I was feeling blessed. They help
us all Indian girls to swim. The next morning
was the day of separation. The closing
ceremony was being held. We got our
certificates, Sangam- badge from Sangam
team. When we were leaving Sangam, the
whole guest-service team was singing and
blessing us a safe journey. It was too
emotional. We are very thankful to Sangam
Team. To conclude I can say:
“Sangam helps me to experience
No doubt, we have differ colours,
but we have same culture that is HUMANITY”
I am thankful to the Officials of National
Headquarters, State Headquarters, District
Headquarters, my Department Head, my
School authorities and my Parents who were
directly or indirectly helped, to provide me this
Golden opportunity to participate in this
memorable event.
Two Japanese Young Leaders attended the
WAGGGS Girl Guide/Girl Scout Experience
Forum 2015 in Oman
Two Japanese Young Leaders attended the
WAGGGS' Girl Guide and Girl Scout
Experience Forum 2015 held in Oman on 28
November to 2 December 2015. They were
inspired with the idea and opinion presented
by participants from other MOs and deepened
their thoughts.
“Through the discussions in the forum, I
noticed that every MO has been developing its
own programme and/or structure to meet the
needs of Girl Guides/Girl Scouts which are
changing as time goes by. This forum gave me
a valuable opportunity to learn and share the
success stories and contents which will make
the Girl Guiding/Girl Scouting better directly
from representative of each MO. I would like to
share the knowledge which I gained in this
forum to members of Girl Scouts of Japan as
many as possible to shape the better future.”

“At the Forum, I learnt that there are many
MOs which tackle with the issue on decrease
of Membership, and each association is
challenging in many ways. I also understood
we are all committed to the challenge,
because we believe Girl Guide/Girl Scout
experiences we had are worth for all girls and
women. And, all participants gathered for the
Forum on behalf of each MO. I admired their
enthusiasm and inspired a lot. Girl Scouting is
worldwide movement. It is extraordinary that
people who have different nationality, race,
and background are working together toward
the same goal. We have been continuing the
cooperation for more than 100 years. I realized
the power of all people who involved Girl
Scouting to date through the Forum. It was
also a good opportunity to review Japan
through the activity with participants from
various countries. I sincerely appreciate
receiving this opportunity to attend the Forum.
I would like to contribute this experience to Girl
Scouts of Japan.”

PGGA District Guides Camps
Pakistan Girl Guides Association Punjab
organized District Guide Camps at Lahore and
Okara. 550 Guides from 27 Secondary
Schools participated in these camps. Guides
learned to make gadgets and shelters during
the camp. The theme of the camps was Stop
the Violence against girls. Guides participated
in tableaus, poster making, poems, handicraft
and outdoor cooking competitions.
Helen Storrow Seminar 2016:
Girl Guides and Girl Scouts from around the
world recently joined together for the Helen
Storrow Seminar 2016 at Our Chalet. This
seminar is an event which is designed to teach
young women about leadership and
environmental issues. The activities ranged
from tracking water and electrical usage during
their stay to zip lining at the local Adventure
Park to building igloos in the snow.
This year there were 23 participants with six of
these being from Asia Pacific region (pictured
below along with our volunteers from AP
region).
Girl Scouts of the Philippines honours 698
Chief Girl Scout Medallists
698 Filipino Girl Scouts received the Chief Girl
Scout (CGS) Medal Award at a Presentation
Ceremony on 27 November 2015, at the
Philippine International Convention Centre,
Pasay City.
Sabrina Ongkiko, a teacher in Culiat
Elementary School, Quezon City and a
National Youth Commission (NYC) awardees,
was the Guest of Honour and Speaker.
Ms. Ongkiko presented the CGS medals and
certificates to the girls and the pins to the
Awardees’ mothers, along with Girl Scouts of
the Philippines National President Susan R.
Locsin; First National Vice President Dr.
Cristina L. Yuson, and National Executive
Director Ma. Dolores T. Santiago.
The award is every Girl Scout’s personal
achievement, as she performs her role in
nation building through perseverance and
dedication.
Miss Timmy Cruz, singer, actress, and
songwriter rendered the doxology.

song number by Programme Committee
member Dr. Maria Trinia Asuncion, Cadet Girl

Chief Girl Scout Medallist Erika Jane Aspera
from Batangas Council delivered the response
on behalf of all the Awardees.
Prepared to Learn, Prepared to Lead
It was both an honour and a privilege for the
Girl Scouts of the Philippines (GSP) to host
the Asia Pacific Region (APR) Workshop on
Educational Programme and Adult Training,
Learning, and Development held on 7 to 13
December 2015, at Ating Tahanan National
Program and Training Center, Baguio City.
Forty-seven (47) delegates from nine Member
Organizations of the Asia Pacific Region
participated in the international training event.
The seven-day workshop aimed to support
both volunteers and professional staff in
understanding the two new WAGGGS policies
and in going through the process of
Educational Programme development and
implementation, as well as providing an
opportunity to understand and consider how a
well-developed Adult Training, Learning, and
Development Framework is essential in
helping adult leaders and trainers effectively
perform their roles.
Sessions included topics on the Girl Guide &
Girl Scout Experience and its three Pillars; The
Girl Effect: From Actions to Impact; Make it
REAL (Relevant, Exciting, Accessible, and
Learner-led); Interaction with Filipino Girl
Scouts from Baguio Council; Baguio City Tour;
Filipino Night; Singing and Swapping Night;
and Action Planning on the frameworks of
Educational Programme and Adult Training,
Learning, and Development.

Our Chalet World Centre
An Australian and a Cambodian at Our
Chalet:
Volunteer Bek Hoath from Melbourne,
Australia has spent the last month
volunteering at Our Chalet. In Bek’s own
words: “I love to travel, bake, ski, dance ballet
(although I’m only a beginner), try new things,
meet new people and challenge myself to do
things outside of my comfort zone! I am
excited to learn more about Swiss life and
seeing a Swiss spring and summer. I most
look forward to all the new experiences I will
have and all the new people from different
cultures that I will meet. Bring on the
adventure!”
Volunteer Chenda Yen from Cambodia has
also spent the last month volunteering at Our
Chalet. In Chenda’s words: “Before coming to
Our Chalet I have had some experience
working and travelling within the other World
Centres. I was a Sangam Volunteer at
Sangam and a Juliette Low Seminar
participant at Our Cabana. I am very excited to
take on this great opportunity at Our Chalet
and work with different cultures and guests
who come to discover the chalet. This is my
first time seeing snow, which is a challenge
but I am very excited to try skiing and other
activities as I love the outdoors. I am also
looking forward to learning about the Swiss
culture and making new friends.”
Bek and Chenda are having a great time here
