In response, the District has implemented a water allocation and conservation program that assigns individual water budgets, implements watering restrictions and prohibitions, offers rebates for water-efficient devices, and conducts outreach campaigns to encourage customers to reduce water use. Direct urban water use has been reduced by hundreds of acre-feet per month between 2013-2015 through these conservation efforts. The District is working with a consulting firm to complete its 2015 Urban Water Management Plan to address the ongoing drought conditions.

Nathan tells David a parable about a rich man taking a poor man's lamb that causes David to condemn the man's actions, not realizing it describes his own sins. Nathan then directly tells David "You are the man!" and outlines how God had blessed David but he betrayed God. David repents, and while forgiven, his sins still have consequences including the death of his child with Bathsheba. The story teaches that God's word exposes sin, we are often blind to our own faults, and repentance is needed for forgiveness, but sins still have effects.
The global challenge of achieving citizenship for all
Dr Simon Duffy, at the Manawanui International Conference on self-direction, argues that we can work together to advance citizenship for all. He outlines the place that self-directed support has had in advancing citizenship, but also warns of the danger of consumerism. He explores the growing threats to citizenship from scapegoating and meritocracy. He launched an international membership cooperative - Citizen Network.
Liberalism and freedom
Early liberals viewed freedom as political freedom and individual liberty. They believed individuals should be free from restrictions unless they harm others. Classical liberals saw freedom as negative freedom from government intervention. Modern liberals view freedom as positive freedom, where the state creates conditions for individuals to fulfill their potential and pursue self-development. Overall, liberals emphasize both individual rights and freedoms as well as an enabling role for the state in providing social and economic conditions for positive freedom.
