Responsibilities & Reporting Obligations:
o Responsible to oversee and supervise the implementation and the quality of works in the
construction of Bridges, Interchange and Elevated Roads as Passenger Access Route (PAR)
from Pile Driving, Foundations, Columns. Piers, Pier Head, Bottom Slab, Webs, Diaphragms,
Top Slab, Post Tensioning, Asphalt Overlays (SUPERPAVE and MARSHALL DESIGN),
Mechanically Stabilized Earth (MSE) walls, Abutments and Railings to turn-over..
o Obtain daily work schedule from QC Supervisor/Manager
Coordinate and perform inspection and test activities in accordance with relevant ITP,
ensuring that completed work is conformant to relevant specification and approved drawings
and ready for final inspection by Consultant.
o Conduct daily site inspection/walk through
o Monitor construction activities for compliance with civil/structural specification and drawings
o Ensure work is performed according to good construction practices
o Complete records specified by the Inspection & Test Plans and contract documents
o Identify, document and report on non-conforming items using SBG standard procedures and
assist with root cause analysis and corrective/preventive actions
o Perform on site material inspection upon receipt
o Receive, inspect and test concrete in coordination with Test Laboratory for sampling.

The project has the following main areas:

and Research facilities for Undergraduates
and Graduate Studies, Kindergarten for
employees' children, Auditorium Complex,
Prayer Area, Restaurants, Central Services Building including workshops, Sewage Treatment Plant
and Emergency Services Buildings, car park area.
Terms of Reference & Reporting Obligations:
 Oversee the implementation and administration of quality assurance while continuously
monitoring programs/procedures;
 Provide guidance and expertise in the utilization of various Inspection Technologies and
application of industry codes and company standards;
 Utilize skills to continuously define, develop, and review the project QA/QC program;
 Provide guidance on application of industry codes and company standards;
 Assist in the maintenance of documents which tracks all quality records, and any other
technical records as required to support reliability and integrity efforts
 Resolve day-to-day QA issues as they arise;
 Report on QA issues to QA/QC Manager;
 Promote quality awareness, continuous improvement to influence the overall success of the
project;
 Ensure sampling and testing for conformance of the materials to the Technical Specifications
are carried by the contractor;
 Document that the test methods by the contractor are acceptable, or not (qualify);
 Document Handling and Laying of equipments, material, and works by the contractor, and
report non-compliance or issue NCR and recommend corrective actions;
 Ensure proper sample takings and conformance testing are satisfactorily carried by the
contractor for all construction work.

(Covering 5 Provinces: Agusan Del Norte and Del Sur, Surigao Del Norte and
Del Sur and the Province of Dinagat Islands)
Project Features:
Across four phases, a total of Php 330.1 million in grants from WORLDBANK and local
counterparts were allocated to fund the community infrastructures and empowerment activities
of the Project.
In KALAHI-CIDSS, "sub-projects" or the infrastructures constructed served as a learning tool, a
vehicle, for communities to build local understanding of poverty conditions existing in the
community KALAHI-CIDSS was able to accomplished a sub-projects ranging from Bailey
Bridges, Roads, Water and Sanitation Systems, School buildings, and other basic service
facilities needed in the barangays.

Terms of Reference & Consultant’s Reporting Obligations
 Act as a resource person during technical training workshop on Sub-project Preparation, Bailey
Bridges, Hanging Bridges, Roads, Water Supply and Sanitation Technology Training,
Community Infrastructure, Community Procurement , Material Testing and Quality Control
Training;
 Conduct Environmental Safeguards Assessment and Sub-project Operation and Maintenance
planning to Area Engineers and Local Government Units (LGU);
 Act as Regional Consultant/Advisor on sub-project preparation, procurement, and
implementation. Conduct inventory on cost parameters per scope of work, current materials unit
price, local labor rates, local TA, service providers, contractors and suppliers. Also evaluate the
existing physical infrastructure in the municipality and LGU equipment functionality;
 Provide Regional Pricelist Data Base for goods and Unit Cost Parameters in every item of work;
 Establish listing of potential quarry sites as source of aggregates with corresponding material
testing results;
 Establish tools to ensure and expedite logistic activities to meet the project schedule/Timeline;
 Act as Regional Consultant/Advisor/Technical Working Group (TWG) member in the
evaluations of technical, financial & legal documents of the contractors/suppliers submitted
during the procurement activities;
 Handle all clarifications during technical evaluation, Post Qualification and recommend
resolutions to procurement related grievances;
 Review procurement documents of the sub-projects and recommend the issuance of No
Objection Letter (NOL) to the Project Manager based on the result of the evaluation and
facilitate the preparation of sub-project contracts, purchase orders, Notice of Award and Notice
to Commence Work of the Contractors;
 Review all sub-projects proposals from with detailed cost estimates/POW, technical
specifications, construction plans and environmental management plans with complete
supporting documents such as deed of donations, permit applications, Local Counterpart
Contribution certification & site validation report;
 Review Project Feasibility Study (FS) of sub-project identified by the community and
endorsed/recommend to DSWD Central office for funding;
 Coordinate with other lined agencies for to facilitate delivery of Local Counterpart Contribution
(LCC) mobilization;
 Check/Review outputs of service providers prior to finalization of program of work such as
survey results, designs of the structures, structural design analysis, hydraulic analysis,
economic analysis, construction methods, detailed engineering plans and specifications;
 Provides technical assistance on the general direction for overall management of KALAHI-
CIDSS procurement system;
 Provides technical assistance to the community on contract packaging, contract administration,
supervision and monitoring;
 Monitors performance of the project staff on procurement and physical status of the sub-
projects;
 Ensures that all community procurement transactions are done in accordance with the agreed
arrangement with the bank;
 Act as the Regional Procurement Officer in the field office;

 Review and finalized sub-project plans, detailed estimates and program of works prepared by
the LGU engineers or community contracted engineers/service providers;
 Gives technical advice to communities and municipal LGU in the preparation of engineering
plans, detailed estimates, program of works, and other document related to sub-project
implementation;
 Conducts pre-construction conference and site validation attended by community
representatives, LGU engineers and all other sub-project co-implementers;
 Reviews all requests for fund release (RFR), claims of payment and periodic progress reports
submitted by proponent communities;
 Monitor and supervise the implementation of sub-projects and prepares monthly
accomplishment reports;
 Monitor the compliance of the community on the Environmental Management Plan (EMP);
 Participates in final inspection of completed sub-projects with community representatives, COA
engineers, LGU engineers and other sub-project implementers;
 Conducts ex-post reviews and monitors the operation and maintenance of completed sub-
projects;
 Conducts training to community volunteers (infrastructure, project development workshop,
procurement, and operation & maintenance);
 Conduct environmental impact assessment of infrastructure projects;
 Review procurement documents (bidding for goods & works, shopping for goods & works)
 Conducts procurement monitoring and provide technical assistance to the community.

Project Features:
A grant from the Government of the Kingdom of Belgium as support to the Comprehensive Agrarian
Reform Program (CARP) of the Philippines. Belgian Fund under Philippine Administration (BFPA)
focusing on all components with much emphasis on important ‘infra’ budgets (Rural Infrastructure
(RIS), Education-Infra, Public Health infra). The sub-projects includes Rural Infrastructure (Farm to
Market Roads, Footbridge, Dams, Irrigation canals and etc.) , Water Supply & Sanitation, Education
and Public Health.

Terms of Reference & Reporting Obligations:
 Check, review and Evaluate Project Proposals, engineering plans, drawings, specifications, bill
of quantities, detailed estimates and program of works submitted by LGU for BIARSP funding;
 Establish procedures and mechanism to be used in all Infra Project implementation to ensure
its timely completion in accordance to approved plans, projects specifications and of quality
standards;
 Conduct inspection and supervision on all Infrastructure Projects and identify problem areas
and provide support to Provincial Engineering Office (PEO) and Municipal Engineering Office
(MEO) in the overall coordination, management, monitoring of all implemented projects;
 Check and evaluate periodically all project activities to ensure proper execution and delivery of
local counterpart particularly manpower (labor)
 Assist in accomplishing the requirements, documents, and other matters specified in the
Memorandums of Agreement pertaining to all Direct Administration Projects and Projects
under Financial Cooperation;
 Conduct field inspections of project construction and assures that works are carried according
to approved program of work and contract specifications and initiate/recommend measures
and actions to resolve problems encountered if any, and keep the Belgian Integrated Agrarian
Reform Support Programme Management Office (BIARSP-PMO VII) informed by any means
of communications;
 Review analyze and evaluate periodic or monthly Progress Reports of sub-projects
implementation and assist in consolidation of data/information of all completed projects in
preparation for the Project Completion Report to be submitted to the Belgian Integrated
Agrarian Reform Support Programme Management Office (BIARSP-PMO VII) through
Department of Agrarian Reform (DAR-Bohol) Infra Coordinator;
 Assist the recruitment and hiring of technical, qualified skilled and unskilled laborers needed for
the construction, repair, rehabilitation and/or extension works of all Infra Projects under
contract of services and job order scheme in coordination with the Provincial Engineering
Office (PEO) and Municipal Engineering Office (MEO) and check the payment of services for
hired personnel at the salary rates prevailing in the Local Government Units (LGUs);
 Attend Regular monthly board meeting presided by the Governor of the Province and
programme recipient Mayors as members of the board to update project status in every
municipalities;
 Prepares and submits monthly report to Belgian Integrated Agrarian Reform Support
Programme Management Office;
 Do other tasks prescribe by the DAR Infra specialist, Programme Manager, Belgian Chief
Technical Adviser and Belgian Technical counterpart aside from being stipulated in the
contract.

  • 4. Project Features: The contract value of SR.8,312,576,661. (US$ 2,216,687,109.60). The project is divided into 11 zones which cover a built-up area of approx 1,000,951 sq.m with 70 separate structures / packages. The project has the following main areas: University Campus that includes Teaching and Research facilities for Undergraduates and Graduate Studies, Kindergarten for employees' children, Auditorium Complex, Prayer Area, Restaurants, Central Services Building including workshops, Sewage Treatment Plant and Emergency Services Buildings, car park area. Terms of Reference & Reporting Obligations:  Oversee the implementation and administration of quality assurance while continuously monitoring programs/procedures;  Provide guidance and expertise in the utilization of various Inspection Technologies and application of industry codes and company standards;  Utilize skills to continuously define, develop, and review the project QA/QC program;  Provide guidance on application of industry codes and company standards;  Assist in the maintenance of documents which tracks all quality records, and any other technical records as required to support reliability and integrity efforts  Resolve day-to-day QA issues as they arise;  Report on QA issues to QA/QC Manager;  Promote quality awareness, continuous improvement to influence the overall success of the project;  Ensure sampling and testing for conformance of the materials to the Technical Specifications are carried by the contractor;  Document that the test methods by the contractor are acceptable, or not (qualify);  Document Handling and Laying of equipments, material, and works by the contractor, and report non-compliance or issue NCR and recommend corrective actions;  Ensure proper sample takings and conformance testing are satisfactorily carried by the contractor for all construction work.  Submit Daily Activities Report to QA/QC Manager;  Attended the QA/QC Monthly meeting.
