NTP’s Vision is to Facilitate Trade and Data Exchange
between Players in the Global Trade Ecosystem
The NTP is a transformational platform ……Going forward,
we must work towards greater connectivity, especially with
our trading partners around the world. Our vision is for this
to be a truly global network, to enable the efficient flow
of goods and services, linked to a secure flow of financing,
facilitated by a swift exchange of data, so that all parties,
including regulatory and Customs authorities, can work
together to facilitate trade.

Example of Government to Government Digital Connectivity
& Benefits
Example 1: Electronic exchange of Preferential Certificate of Origin (PCO) and
Certificate of Non-Manipulation (CNM) between Singapore and China
Established under the China-Singapore FTA Upgrade negotiation concluded in Nov 2018
Allows for the electronic exchange of PCO and CNM between Singapore Customs and China’s General
Administration of Customs
Eliminates the need for hardcopy PCO or CNM to be dispatched overseas, enabling companies to enjoy savings in
cost and time

• Customs is working with Singapore Food Agency (SFA) and National Parks Board on the exchange of eSPS certificates
with Australia and New Zealand through the NTP under the Digital Economy Agreement with Australia
• The direct exchange between regulators ensures authenticity and facilitates agri-trade between Singapore, Australia
and New Zealand
• Traders enjoy a more efficient border clearance for their imports/exports as the e-Certificates are transmitted quickly
via digital channels (i.e. via the NTP)
