SHELTER PROFILE
Introduction:
SHELTER is a socially committed Non Governmental Organization.
Background:
Shelter is a non-government, voluntary and social welfare organization, established in January 2000, aims
to work for the advancement of the unprivileged people of Bangladesh. Shelter responses to people to
enhance their quality of life regardless of race, gender, ethnicity class, location, religion, cultural diversity
and social background. Shelter works with disadvantaged and unaware people struggling with poverty
and diseases to bring about positive change in their quality of life and to empower them by enhancing
their capacity through various programs. Its vision is of a poverty and hunger-free, healthy and
enlightened nation, free from environmental degradation and all forms of social injustice regarding age,
sex, religion or ethnicity in which people enjoy their rights to a life with dignity.
Shelter does not impose solution, but work with communities over many years to strengthen their
capacity to overcome their limitations. Our commitments are:
 constantly search for new ways to make the greatest impact with our resources,
 make the most of our skills and abilities by working at many levels – local, regional and national,
and
 Work to create a condition in which people actively participate in the development process.

Shelter’s vision is a society in Bangladesh, which is economically productive and equitable, socially just,
environmentally sound, and genuinely democratic and create social peace and harmony.

Shelter’s mission is to conduct and extensive, intensive, and participatory process of sustainable development
through empowerment of the poor people.

Objectives:
Shelter objectives are given below:
 Human capacity development through income-generating activities.
 Build knowledge based enlightened society by ensuring education for all.
 Empower the poor and helpless through establishing human rights and preventing human
trafficking at community and individual level.
 Create and promote awareness programmers in health such as child nutrition and
HIV/AIDS/STD, and ensure good mother and child health care system.
Governance of Shelter:
Executive Committee:
The Executive Committee of shelter consists of five (5) general council members whose responsibility is to
monitor the overall activities of the organization. Total 20 general member inculcation 5 EC member formed
SHELTER board. The EC meets once in every three months to review progress, future plans and develop
policy framework. They appoint the Chief Executive Officer. The CEO is responsible for overall operation
and accountable to board of directors.

Staffs/Professionals:
Executive Committee has been formed among 20 General Council members to oversee the management
of the project. Under the guidance of executive Committee and the executive Director and other
professional and service staff is responsible for implementing the existing project. The Executive
Committee meets once in every three months to review progress, prospectus future plans and develop
policy framework. The staff members are primarily responsible for implementation of the project under
the policy framework and we supervision of the Executive Committee. The organ gram of the

Accounting Procedure:
Audit:
Shelter has an independent department controlled by a coordinator to maintain transparent accounts
called Finance & Accounts department. This centrally controlled department controls and advices the
accounts of different projects. An Audit department works to maintain the transparency of accounts of
different programs. Each year each department is audited and the reports are submitted. The concerned
department takes necessary initiatives based on reports. Besides, in accordance to advice of the GoB
Organizations accounts are calendar yearly audited by external auditors Irshadulla Patwary & Co.
Chartered Accountants. The firm is NGOAB approve CA firm. CA farm is appointed in the AGM. They
work independently and audit, and submit financial & management report. Besides, in different projects
audit work is done as per donors’ desire.
Bank Account:
First all fund receive organization mother account and after transfer projects account. As par projects
financial guideline. But can’t transfer without NGOAB approve for foreign fund to the projects accounts.
Main Focuses:
Shelter is working for poverty elevation, women empowerment and SME development. To address these

At present Shelter have 4 divisional offices for ongoing projects in Dhaka, Habigonj, Sirajgonj,

Programmatic Experience:
SHELTER is a grassroots level government registered NGO working from 2000 in Bangladesh and works in
different fields like as: Research, Consultant, Human Right, Gender, Woman impairments, Agricultures, Water &
Sanitation, Health, Non formal & adult Education, VGD, IGA, Baseline Survey, Social works from different
development sectors, under-funded and partnership with UNICEF, IOM, GIZ, JICA, WFP , Embassy of the
Federal Republic of Germany Dhaka , Government of Bangladesh, ITF UK, EVERGREEN UK, HOPE’87,
ATSEC Bangladesh and Vulnerable Group Development (VGD) 2 programs under Department of Women Affairs
(DWA)GOB and World Food Program (WFP) .
SHELTER’s major focus is Environmental and Climate Change programs. Working with ITF UK and SHELTER
Nursery. SHELTER provides Tree and Plantation to the School, Mosque and Madrasa, Garboards, Shosanghat and
poor people for donation and Road and Riverbank under partnership from GOB. SHELTER also provided NEEM
(Medicine) TREES all 77 Union perished, 6 Pouroshova and 8 Upozilla complexes with DC Hobigonj District
GOB. Also provide environment health & education. SHELTER started an ORGANIC AGRO project as organic
poultry, fishery, duckers, vegetable, agro forestry and cow firm project under SHELTER HOBIONJ PROJECT.
We’ve also work for HIV/AIDS & Women and Child trafficking programs under IOM & technical support from
ATSEC Bangladesh. SHELTERS have good experiences of Trafficking programs under PPVHT-B Project with
IOM partnership. SHELTER have own Nursery and product wood, medicine, fruits, flower and other species
plants. 3 luck 20 thousand product capacities Nursery Project from 2007 and continue under Hobigonj projects.
SHELTER also have own Training Center established in 2008. It’s providing skills development training IGA,
ICT, sewing, poultries, fishery and other livelihood, small business and income generating training. SHELTERS
now start a project of Green Initiative for Climate Restoration in Habigonj District under Theme -T5: Mitigation
and low carbon development. Program: P7- A forestation and reforestation program funded by Trust Fund GOB

organizations you arrange for the FK Norway feasibility study.
Norwegian public development body FK Norway is seeking organizations in Bangladesh to participate in
its ‘South-South’ or ‘Civil Society’ exchange programs. These exchanges focus on conducting mutual (bi-
directional) placements to take place between partner organizations within Asia and will be funded by FK
Norway, assuming that activities are based in private sector development, health or education and in the
case of a ‘Civil Society’ they may also be held in the fields of advocacy or entrepreneurship. Exchanges
are both mutual and bilateral and take place between countries in Asia including China, India, Myanmar,
Vietnam, Cambodia or Nepal and will last three years, consisting of one year segments.
FK Norway contributes to change through global exchange of young people and professionals. FK
Norway facilitates exchange between partnering institutions in Norway, Africa, Asia and Latin America.
Individuals and institutions share competence and experience across cultures.FK Norway is a tool for
Norwegian development cooperation, and is fully financed from the National Budget. Since 2001, more
than 5000 FK participants have been exchanged.

  • 2. Introduction: SHELTER is a socially committed Non Governmental Organization. Background: Shelter is a non-government, voluntary and social welfare organization, established in January 2000, aims to work for the advancement of the unprivileged people of Bangladesh. Shelter responses to people to enhance their quality of life regardless of race, gender, ethnicity class, location, religion, cultural diversity and social background. Shelter works with disadvantaged and unaware people struggling with poverty and diseases to bring about positive change in their quality of life and to empower them by enhancing their capacity through various programs. Its vision is of a poverty and hunger-free, healthy and enlightened nation, free from environmental degradation and all forms of social injustice regarding age, sex, religion or ethnicity in which people enjoy their rights to a life with dignity. Shelter does not impose solution, but work with communities over many years to strengthen their capacity to overcome their limitations. Our commitments are:  constantly search for new ways to make the greatest impact with our resources,  make the most of our skills and abilities by working at many levels – local, regional and national, and  Work to create a condition in which people actively participate in the development process. Mission: Shelter’s mission is to conduct and extensive, intensive, and participatory process of sustainable development through empowerment of the poor people. Goal: Poverty free society Objectives: Shelter objectives are given below:  Human capacity development through income-generating activities.  Build knowledge based enlightened society by ensuring education for all.  Empower the poor and helpless through establishing human rights and preventing human trafficking at community and individual level.  Create and promote awareness programmers in health such as child nutrition and HIV/AIDS/STD, and ensure good mother and child health care system. Governance of Shelter: Executive Committee: The Executive Committee of shelter consists of five (5) general council members whose responsibility is to monitor the overall activities of the organization. Total 20 general member inculcation 5 EC member formed SHELTER board. The EC meets once in every three months to review progress, future plans and develop policy framework. Under the guidance of executive Committee and the executive Director and other professional and service staff is responsible for implementing the existing project. The staff members are primarily responsible for implementation of the project under the policy framework and we supervision of the Executive Committee. This centrally controlled department controls and advices the accounts of different projects. An Audit department works to maintain the transparency of accounts of different programs. Each year each department is audited and the reports are submitted. The concerned department takes necessary initiatives based on reports. Besides, in accordance to advice of the GoB Organizations accounts are calendar yearly audited by external auditors Irshadulla Patwary & Co. Chartered Accountants. The firm is NGOAB approve CA firm. CA farm is appointed in the AGM. They work independently and audit, and submit financial & management report. Besides, in different projects audit work is done as per donors’ desire. Programmatic Experience: SHELTER is a grassroots level government registered NGO working from 2000 in Bangladesh and works in different fields like as: Research, Consultant, Human Right, Gender, Woman impairments, Agricultures, Water & Sanitation, Health, Non formal & adult Education, VGD, IGA, Baseline Survey, Social works from different development sectors, under-funded and partnership with UNICEF, IOM, GIZ, JICA, WFP , Embassy of the Federal Republic of Germany Dhaka , Government of Bangladesh, ITF UK, EVERGREEN UK, HOPE’87, ATSEC Bangladesh and Vulnerable Group Development (VGD) 2 programs under Department of Women Affairs (DWA)GOB and World Food Program (WFP) . SHELTER’s major focus is Environmental and Climate Change programs. Working with ITF UK and SHELTER Nursery. SHELTER provides Tree and Plantation to the School, Mosque and Madrasa, Garboards, Shosanghat and poor people for donation and Road and Riverbank under partnership from GOB. SHELTER also provided NEEM (Medicine) TREES all 77 Union perished, 6 Pouroshova and 8 Upozilla complexes with DC Hobigonj District GOB. Also provide environment health & education. SHELTER started an ORGANIC AGRO project as organic poultry, fishery, duckers, vegetable, agro forestry and cow firm project under SHELTER HOBIONJ PROJECT. We’ve also work for HIV/AIDS & Women and Child trafficking programs under IOM & technical support from ATSEC Bangladesh. SHELTERS have good experiences of Trafficking programs under PPVHT-B Project with IOM partnership. SHELTER have own Nursery and product wood, medicine, fruits, flower and other species plants. 3 luck 20 thousand product capacities Nursery Project from 2007 and continue under Hobigonj projects. SHELTER also have own Training Center established in 2008. It’s providing skills development training IGA, ICT, sewing, poultries, fishery and other livelihood, small business and income generating training. SHELTERS now start a project of Green Initiative for Climate Restoration in Habigonj District under Theme -T5: Mitigation and low carbon development. Program: P7- A forestation and reforestation program funded by Trust Fund GOB Name, Activity and Pictures of the Deferments Projects 01. Mother and Child Health Care Project: Start 2004 Provide primary Health care services and distributed Family Planning commodities. Beneficiaries were about 9400 mothers and children, and 8230 Street Children and old (Male & Female) people. 02. HIV/AIDS and Women trafficking Program: Technical support by ATSEC Bangladesh. Project area: Hobigonj, Moluvibazer & Sylhet District Awareness through folk song. This program benefited about 125,000 tribal mothers and children who work as tea garden labor along the Indian border.
