Germany has large ruminant livestock sectors for dairy and cattle. The new CAP brings changes like increased decoupling of payments, support for young farmers and redistribution to smaller farms. It also requires greening practices. For livestock sectors, societal acceptance of production practices will be important for sustainability. After the milk quota ends in 2015, dairy production may consolidate, while cattle demand is increasing in Germany. The economic importance of direct payments will decrease over time, requiring farms to rely less on subsidies.
Auctioning of emission allowances under the EU ETSLeonardo ENERGY
The European Union’s Emissions Trading Scheme (EU ETS) is designed to reduce greenhouse gas emissions in Europe in a cost-effective manner. It is based on the cap-and-trade approach where a carbon market is created on which emission allowances are auctioned. Although today auctioning does not cover the totality of the emission allowances in the EU, it represents the main allocation principle.
To create the carbon market and allow auctioning to happen, the European legislators have put in place a system classically involving an auction platform, a monitoring, reporting and verification system, as well as rules regarding transparency and market abuse.
This system results in a carbon price which is key to the current structure of the EU climate and energy policy and is a matter of interest for a series of stakeholders.
The course will look into the structure and functioning of auctioning under the EU ETS and bring some practical perspectives based on experience before reflecting on the expected evolution of the system.
The European parliament resolution dated the 4th February 2009, “2050: The future begins today – Recommendations for the EU’s future integrated policy on climate change”, set out detailed targets to reduce greenhouse gas emissions by 25-40% by 2020 and by 80% by 2080. The report includes biofuels as one of the key technologies for research and development to help to achieve this aim.

De Europese Rekenkamer onderzoekt momenteel de uitzonderlijke maatregelen die de EU heeft getroffen om de verstoringen op de zuivelmarkt tussen 2014 en 2017 tegen te gaan. De controleurs gaan na of deze maatregelen, waarmee ongeveer 740 miljoen EUR uit de EU-begroting gemoeid is, goed waren opgezet en of deze de effecten van de verstoringen
voldoende beperkten. Ook bekijken de controleurs of de Europese Commissie en de lidstaten nu beter zijn voorbereid op toekomstige verstoringen van de melkmarkt.

Human health was affected and this lead to quite some stringent measures to guarantee the prevention of transmission from goats to humans. Maaike Gonggrijp, for her MSc work, made an interesting quantitative value chain analysis. For the Livestock Production and Health group of the South African Veterinary Assocation, I used that work to present in the small ruminant session.
