Air Quality Assessment

The federal Clean Air Act was one of the first major environmental laws
that impacted industry in an effort to reduce smog and air pollution in
general. Pursuant to the federal Air Quality Act of 1967, State
governments enacted similar legislation that led to the establishment of air
quality control regions and local Air Districts. Chambers Group has
provided air quality impact assessments for over a decade measuring new
project impacts against local Air District standards.
In 2006, Governor Schwarzenegger signed the Global Warming Solutions
Act (AB 32) into law, which mandated regulations on how the state of
California will address global climate change impacts. The State Attorney General's Office is already
asking that individual projects be analyzed for impacts on global warming as part of the CEQA process.


Chambers Group air quality specialists were among the first to help southern California
municipalities with a method of inventory for Greenhouse Gas (GHG) emissions, creation of GHG
reduction plans and development of appropriate mitigation measures for GHG emission reduction
strategies.


Air quality and noise are somewhat related in that the cause of pollution can come from similar sources;
traffic and machinery/equipment use. Chambers’ staff use current atmospheric dispersion and noise
models such as California Line Source Dispersion Model (CALINE-4), Industrial Source Complex Short
Term (ISCST3) Model and Federal Highway Administration (FHWA) Traffic Noise Model (TNM) to
make assessments of impacts from proposed new projects. Similarly, FHWA and Regional Transportation
Plan (RTP) guidelines are followed during the process.
In California, Senate Bill 375 expands GHG reduction strategies for automobiles and light duty trucks to
coordinate with larger regional land use planning efforts toward “sustainable communities.” And
Chambers Group air quality staff have followed this legislation, have assisted local Council of
Governments and Transportation Planning Associations in directing their efforts, and plans to continue to
assist in that effort.

Project Examples:

South Coast AQMD – Performed studies for AQMD to characterize air quality impacts from average
large construction site activities in LA, Orange, Riverside and San Bernardino counties.
OCTA SR-91 Eastbound Additional Lane – Performed air quality and noise CEQA/NEPA analyses
under Caltrans Districts 8 & 12 review including PM10 and PM2.5 studies and FHWA TNM noise
modeling for sensitive residential receptors.
GHG Emission Inventory and GHG Reduction Plan – Prepared city-wide GHG emissions inventory
by land use type for Pasadena base year 1990 including direct mobile sources, stationary sources, and area
sources and indirect emissions from equipment use energy. Reduction plan followed using existing and
new city conservation programs.
Metropolitan Water District of Southern California – Performed air quality analysis of impacts from
construction of a 7-foot diameter feeder pipeline from Anaheim to Placentia.
Chemoil Terminal Tank Farm Expansion – Performed peer review of applicant technical air quality
studies for CEQA impacts.
Redhill Grade Separation, City of Tustin – Performed CEQA/NEPA air quality impact analysis for
construction and operation of the OCTA-SCRRA railway crossing project for the physical vertical
separation of road and railway alignments.
Industrial Complex, County of Riverside – Performed a CEQA air impact analysis of the proposed
construction/operation of a 358,000 sq. ft. facility.
Electrical Substation, City of Moreno Valley Public Works – Performed air quality CEQA impact
study for the construction of a new electrical substation and switchyard.

Chambers Group has provided air quality impact assessments for over a decade measuring new project impacts against local Air District standards. In 2006, Governor Schwarzenegger signed the Global Warming Solutions Act (AB 32) into law, which mandated regulations on how the state of California will address global climate change impacts. The State Attorney General's Office is already asking that individual projects be analyzed for impacts on global warming as part of the CEQA process. Chambers Group air quality specialists were among the first to help southern California municipalities with a method of inventory for Greenhouse Gas (GHG) emissions, creation of GHG reduction plans and development of appropriate mitigation measures for GHG emission reduction strategies. Air quality and noise are somewhat related in that the cause of pollution can come from similar sources; traffic and machinery/equipment use. Chambers’ staff use current atmospheric dispersion and noise models such as California Line Source Dispersion Model (CALINE-4), Industrial Source Complex Short Term (ISCST3) Model and Federal Highway Administration (FHWA) Traffic Noise Model (TNM) to make assessments of impacts from proposed new projects. Similarly, FHWA and Regional Transportation Plan (RTP) guidelines are followed during the process. In California, Senate Bill 375 expands GHG reduction strategies for automobiles and light duty trucks to coordinate with larger regional land use planning efforts toward “sustainable communities.” And Chambers Group air quality staff have followed this legislation, have assisted local Council of Governments and Transportation Planning Associations in directing their efforts, and plans to continue to assist in that effort. OCTA SR-91 Eastbound Additional Lane – Performed air quality and noise CEQA/NEPA analyses under Caltrans Districts 8 & 12 review including PM10 and PM2.5 studies and FHWA TNM noise modeling for sensitive residential receptors. GHG Emission Inventory and GHG Reduction Plan – Prepared city-wide GHG emissions inventory by land use type for Pasadena base year 1990 including direct mobile sources, stationary sources, and area sources and indirect emissions from equipment use energy. Reduction plan followed using existing and new city conservation programs. Metropolitan Water District of Southern California – Performed air quality analysis of impacts from construction of a 7-foot diameter feeder pipeline from Anaheim to Placentia. Chemoil Terminal Tank Farm Expansion – Performed peer review of applicant technical air quality studies for CEQA impacts. Redhill Grade Separation, City of Tustin – Performed CEQA/NEPA air quality impact analysis for construction and operation of the OCTA-SCRRA railway crossing project for the physical vertical separation of road and railway alignments. Industrial Complex, County of Riverside – Performed a CEQA air impact analysis of the proposed construction/operation of a 358,000 sq. ft. facility.
