A stepwise process for developing causal chains is outlined, including identifying the chain components and further developing the chains with data. Examples of completed causal chains for different regions are also presented.

1) This training module covers developing the Transboundary Diagnostic Analysis (TDA), which involves determining the environmental and socio-economic impacts of priority transboundary problems.
2) Environmental impacts are effects on ecosystem integrity, while socio-economic impacts are changes in human welfare from environmental problems.
3) A two-step process is outlined for determining impacts: 1) Identifying impacts of each problem through a workshop, and 2) Qualitatively or quantitatively describing key impacts through available data and information.

- Финансируются проекты прежде всего в регионе Балтийского
моря и северо-западной России
- Сосредоточивается главным образом на малых и средних
проектах
- Обеспечивает финансирование капитала, заемы, заемы с
дотацией на проценты, условное финансирование, a в
некоторых случаях также и гранты.
3. СЕЛЬСКОЕ ХОЗЯЙСТВО – ОКРУЖАЮЩАЯ
СРЕДА
- Сeльскохозяйственный сектор является
значительным источником эмиссии загрязнений
(прежде всего удобрительных компонентов и
пестицидов)
- - Сброс удобрительных компонентов в Балтийское
море является одним из важнейших элементов
нагрузки окружающей среды
- - Во всех странах бассейна Балтийского моря
эмиссия загрязнений сельскохозяйственного
происхождения по-прежнему является проблемой.
4. - Опыт учит, что достижение значительного
уменьшения эмиссии загрязнений
сельскохозяйственного происхождения является
трудной и требующей много времени проблемой.
- Необходимо применить широкую гамму
мероприятий, вместе с разработкой методов хороших
практик, а также инвестициями в соответствующее
оборудование и технологию.
5. ДЕЙСТВИЯ NEFCO
- Oграниченное количество пилотажных и
демонстрационных проектов в секторах
сельскохозяйственной продукции и пищевой
промышленности.
- Опыт, полученный от законченной успехом
польской программы (участие NEFCO через грант
NEDF а также грант EC-Phare-LSIF управляемый
NEFCO)
6. - Проекты заемов в небольшом масштабе для Эстонии, Латвии
и Литвы подготовляются в сотрудничестве со Всемирным
банком, GEF и шведской программой BAAP.
- Обеспечение сельскохозяйственного кредита имеет
значение как несубсидированное финансирование. Дотации
покрывают только часть расходов
- Финансирование (как субсидии, так и заемы) должны
руководствоваться критериями устойчивости
сельскохозяйственной продукции.
- Эффективный мониторинг важен, для того чтобы обеспечить
устойчивый характер действий.
