UNDP has supported democratic development and empowerment in Afghanistan through several programs:
1) It helped establish a constitution commission and register over 10 million voters, enabling 8 million to participate in the country's first presidential election.
2) It supports the Afghan Independent Human Rights Commission which has processed over 1,800 human rights abuse cases.
3) UNDP played a key role in Afghanistan's transition to democracy following the fall of the Taliban, including paying civil servant salaries in the early days and helping establish interim authorities.
