This document discusses Svalner's "Simplicity" tool to help companies obtain Authorized Economic Operator (AEO) certification from EU customs authorities. The tool includes:
1) Templates for all required customs procedures and routines.
2) An Access database called ATIVA-Dokument to manage documents through the certification process.
3) An AEO Process Tool in HTML format that structures the certification process chronologically and links to relevant templates.
The tools are intended to streamline the documentation process for AEO certification by providing templates and organizing information.
2. What is AEO?
Authorised Economic Operator, AEO, is a joint EU certification
program, designed to increase the trade security in the world as
well as to harmonize the customs related operations within the
EU and make them more efficient.
To receive AEO status your company’s whole business flow
require a quality assessment, i.e. customs procedures and all
thereto related business should be quality assessed.
3. Why should you apply?
• The AEO status serves as a mark of good quality and security
for you and your business partners. It also gives you access to
certain simplifications, which in turn will make your goods flows
faster and more secure.
• Advantages;
• lower risk that your flow of goods in and out of the EU will be stopped
for examination
• more efficient logistics from production to the end customer
• possibility to request a specific place for customs checks
• facilitations in the form of a reduced number of data that you need to
provide in the summary declarations that were introduced 1 July 2009
• easier access to authorizations and permits
• a specially appointed customs support, serving as your initial point of
contact with Customs
4. Review by the Customs Authority
Legislation that came into place on the 1st of January 2009 has
led to stricter requirements for permission to use simplified
procedures.
The Swedish customs authorities have commenced a review of
companies with existing permissions for simplified procedure.
The customs authorities requests the companies to provide them
with information so they can assess whether the company fulfills
the enhanced requirements necessary to retain permission to
use simplified procedures.
For those companies that are certified AEO the criteria need not
be examined again.
By becoming AEO certified you need not to worry about existing
permissions to use simplified procedures.
5. The AEO Certification Process
An AEO certification is basically a process where your company
shows the Customs Authority (Sw. Tullverket) that your company
has adequate procedures in place to carry out its business
activities from a customs perspective.
It is essential that your company’s procedures describe the way
you actually work, that they are well documented and well known
within the organization.
When the documentation of your company’s procedures is
complete, the application and the supplementary annex is sent to
the Customs Authority.
Thereafter a certification visit is made by the Customs Authority
where your company’s documented procedures are audited.

The most important part of the AEO certification process is
making sure that your company has all the relevant
procedures and routines in place and that these are
sufficiently documented.

12. AEO Process Tool
For facilitating the AEO certification process – Svalner has
developed a processing tool that enables systematic and
chronological structuring of the typical AEO process.
The AEO Process Tool is published in HTML-format and;
• comprehends an introductory and chronological description of the AEO-
process with links to relevant documents/templates at each point in the
process for the purpose of structuring and systematizing the AEO-
certification material properly.
• The tool serves as a good support for evaluating and identifying gaps
regarding the required material during the AEO Certification Process.
14. Costs
SEK 40,000 (€4,100) for ATIVA-Dokument (Access
database and templates), SEK 10,000 (€1,026) in yearly
license costs for 3 users.
The AEO Process Tool SEK 40 000 (€4,100) (process tool
