Citizens Advice chose an agile development process to build a new content management system (CMS) and inform their digital strategy due to past disappointments with large IT projects. User testing throughout development helped shape the new CMS. Some benefits of the agile approach included early visibility into developments and the ability to change priorities and releases easily. However, it required significant time commitments and testing resources. User experience testing informed many aspects of the project from initial designs to beta testing. While exhausting, agile allowed for continuous iteration and reprioritization, encouraging more user testing. Lessons included getting the development velocity right and allowing for stabilization periods. Overall, agile produced a better final product through more client and user involvement in development

Measuring has become more and more important to the job of the information architect.
* We need to measure the KPI's of our projects to assure we meet our customers business objectives.
* We need to measure the usage of the site to assure it's effectiveness.
* We need to measure the users behaviour on the site so we can optimize the information architecture to meet their needs.
* We need to measure business parameters such as sales numbers, conversion rates, ... and compare them to the traffic analysis.
Measuring becomes essential to define what we do but also to define why we do it. We need to justify and document the effect our work has on the overall business. A new generation of tools allows us to integrate data from traffic analysis, CRM, ERP, with our traditional work of defining navigations, taxonomies, content organization, etc.
Most usability tests only include a small sample of users meanwhile there is data available on all of our visitors behaviours, we need to exploit this data and use it to define and refine the overall user experience of our online projects.

Citizens Advice’s advice website has seen traffic consistently
increase over the past five years. Last year was its most
successful ever with nearly 16 million unique visitors.
However it is built on a creaking,15-year-old CMS.
6. Vince Cable saves the day
In March 2013, Citizens Advice was awarded additional funding
to develop their online offering, some of which was allocated to a
new CMS, a refresh of our website design and the development
of a new digital strategy.

8. Agile project management
Following disappointing experiences in previous ICT projects, we
decided to develop the new CMS using Agile principles. This
decision was made before any CMS had been chosen. It was an
experiment and the first time it had been adopted at Citizens
Advice.
After a procurement exercise, the EPiServer CMS was chosen
with Sigma as the developer. One of the particularly convincing
arguments that Sigma had made was the emphasis they placed
on user experience and continual user testing within the
development cycle.

28,500 people work across the Citizens Advice service; nearly 6,500 are paid staff and over 22,200 are volunteers.
