WGS: Recommendations to the Brussels Plenary
1. Recommendation on Participant's Responsibility to Respond to the Annual Statistical
Analysis
It is recommended that all Participants respond in a timely fashion to the annual analysis
report prepared by the Working Group on Statistics.
2. Update of Administrative Decision on Public Transparency
The following administrative decision was adopted atthe 2006 Gaborone Plenary:
The Working Group on Statistics should provide annual aggregated data on exports, imports,
production and KP certificate counts of submitted statistical data to the Chair of the Kimberley
Process forpublication on the public section of the Kimberley Process web site in order to
make these data available for analysis by interested parties. These aggregated data will be
provided on an annual basis, six months after the end of the calendar year. Public release of
these annual aggregated data will be initiated for the reference year 2004.
Itis recommended that the following amendment to that administrative decision be adopted:
Proposed Amendment to the above Administrative Decision Reflecting the Inclusion of
Sub-Annual Data in the Public Release
In addition, the Working Group on Statistics will make available quarterly aggregated
data on exports, imports and KP certificate counts and semi-annual data on production
for each Participant in the KPCS to the Chair of the Kimberley Process for public
release in order to make these data available for analysis by interested parties. These
data will be released annually roughly six months after the end of the calendar year and
will be made available for reference year 2004 and all subsequent years.
3. Recommendation on Minimum Period of Validity
Itis recommended that each Participant take the appropriate measures to ensure that the
minimum period of validity of its Kimberley Process Certificates is chosen to minimize the
impact of expired certificates on the bilateral trade in rough diamonds.
4. Recommendation on the Inclusion of Democratic Republic of Congo in the Working
Group on Statistics
Itis recommended that Plenary agree that the Democratic Republic of Congo become a
member of the Working Group on Statistics.
5. Recommendation on the Inclusion of the United Arab Emirates in the Working Group
onStatistics
Itis recommended that Plenary agree that the United Arab Emirates become a member of the
Working Group on Statistics.
