There are threefactors needed for the commission of a crime: Motive – which drives a criminal person to act; Opportunity – favorable conditions, a combination of favorable circumstances or situations that enable individual to commit a crime; and, Instrumentality – instruments used in the commission of the crime. Though Motive and Instrumentality are not always checked, both the police as well as the community can work hand in hand by denying the Opportunity for an individual to commit a crime.
- 66. Crime incidents remainat a manageable level. This is due to an intensified conduct of routine mobile and foot patrol operations, police visibility in crime prone areas, implementation of operation “Kapkap“, and “Sita”, Anti-Pickpocket and Anti-Vagrancy operations.
