Energy and Sustainability Consultant
The City of Santa Ana entered into a contract with Southern California Edison to hire a
consultant (Mariann Long and Associates) to complete the following projects:
• Oversaw and developed the City of Santa Ana greenhouse gas emissions inventory and
Climate Action Plan. Worked with the technical consultants, ICLEI and AECOM, to collect
data for baseline greenhouse gas inventory. Assisted in determining the emissions reduction
targets and measures for Climate Action Plan.
• Coordinated California Green Building and LEED Certification training for staff and
committee members.
• Prepared all reporting requirements as outlined in the SCE Energy Efficiency Strategic Plan
Implementation Contract between the City and SCE.
• Developed an Energy Action Plan for City of Santa Ana municipal operations. The purpose
was to identify energy efficiency projects to be implemented over a ten year period. The
projects outlined will save the City over 4 million kWh annually or 12% in energy use.

Emissions Management Plan – Lead a task force to develop a city wide Emissions
Management Plan which identifies and tracks greenhouse gas emissions, provides
recommendations on implementation strategies to reduce greenhouse gases, and promote
sustainability throughout the City.
Sustainability Information Management System - Spearheaded the development of a web-
based Sustainability Information Management System to comply with AB 32 and SB 375 and
allow staff to analyze GHG and other air emissions from consumption of electricity, natural gas,
water, transportation data, and solid waste.
Siemens Sustainable Community Award – Brought about Anaheim’s receipt of the 2009
Siemens Award received at the national meeting of the U.S Chamber of Commerce. Anaheim
earned high marks in the rating categories of overarching, green, and economic sustainability,
Anaheim was selected from 33 cities competing for the honor in midsize community category.

2. Stimulus Federal Funding – Recommended and submitted nine new projects for the Energy
Efficiency and Conservation Block Grant funding in the amount of $3.25 million that will reduce
energy use by 151 Gigawatt-hours over the lifetime of the projects.
Anaheim Center for New Energy Technologies – Assisted in the creation of AC-NET in
partnership with Cal State University, Fullerton. AC-NET provides a testing incubator for
emerging clean tech businesses to help demonstrate their viability. In April 2009, a Business
Plan Competition was held for new technologies. Private investors were invited and funds were
awarded to the top three technologies, which were tested on City-owned facilities. Students
participated in the selection process and were educated on the new businesses.
Top Sustainable Accomplishments - Over the period of 10 years (2000-2010), Anaheim
reduced energy use by 698 million kWh, enough energy savings to supply 22,600 typical
Anaheim homes for 10 years, and has reduced greenhouse gas emissions the equivalent of taking
19,800 cars off the road.
Created and developed the Top Sustainable Accomplishments brochure that went on to win four
awards. Other milestones discussed in the brochure include:
• Invested $52 million in the form of rebates, incentives, and education back into
the community to more than 26, 400 customers.
• Added 87 solar installations generating over 888,000 kWh per year.
• Tested numerous cutting edge technologies including thermal energy storage,
LED lights, plug-in hybrid vehicles, solar trash compactors, microturbine and
fuel cell.
Green Building Program – Program was designed to focus on minimizing the negative impact
of buildings on the environment and occupants. Implemented education and training programs,
expedited plan review process, waived plan check fees, and established a funding mechanism for
buildings acquiring US Green Building Council LEED certification. Hosted LEED educational
sessions for staff and building contractors/architects. City Hall received LEED Gold level
certification.
Green Power Program – Offered customers for the first time the ability to purchase renewable
power to add to the Utilities resource mix. City goal is to achieve 33% renewables by 2020.
Customers paid a premium for the green power.
National Action Plan for Energy Efficiency - Provided City Council the Memorandum of
Understanding pledging support of the State of California for the National Action Plan for
Energy Efficiency. The National Action Plan presents policy recommendations for creating a
sustainable national commitment to energy efficiency.

3. Green Connection - Established the Green Connection in 2006 and was adopted by City
Council to accommodate nine principles of environmental soundness and sustainability. The
Green Connection emphasizes the protection of our natural resources through the practices of
green buildings, alternative fuel vehicles, graywater and renewables.
Tiger Woods Learning Center – Contributed to the development of a 35,000 sq. ft. education
facility focused on teaching children the benefits of energy efficiency, with a first-of-its-kind
glass solar curtain wall that has solar cells integrated into high-efficiency glass.
Energy Field – In 2004, determined the best location for the “Energy Field” and received
approvals for Edison’s right-a-way while purchasing the existing nursery on site. Assisted with
the development of the Energy Field - a model project to educate and showcase energy and water
saving technologies along with ability to generate and store solar power. Energy Field was three
acres of under-utilized, vacant land adjacent to residential neighborhoods and a transmission line
belonging to another utility. Today, it is a unique facility that has become a model for
showcasing solar powered generation of electricity, demonstrating California friendly water-
saving technologies and landscaping, and a testing of a state-of-the-art energy storage technology
in partnership with iCeL Systems.
Latino Utility Coalition - Created the Latino Utility Coalition in 2003 to better understand
Anaheim’s diverse and growing Latino community. Made up of community members to educate
the utility on critical issues facing the Latino community in Anaheim. As a result,
communications and utility programs were improved to address their concerns.
Zero Emission Vehicle Plan – Developed the plan that marked the debut of the Anaheim
Resort Transit (ART) system. Involved in the fleet selection of 27 clean-fuel vehicles (10
electric buses, up to 15 propane buses, and 2 electric trams), which services the 1,100-acre
Anaheim Resort™. In addition, received a grant of $103,000 from South Coast Air Quality
Management District for installation of 20 electric vehicle chargers and the purchase of 15
electric vehicles to test for fleet use.
Solar System Installation – Planned the installation of one of the largest solar systems in
California at the rooftop of the Convention Center. The 102 kW solar system produces 158,000
kWh per year, enough energy for 27 homes. An interactive solar display in the Convention
Center lobby includes a touch screen computer showing the amount of energy the solar system is
producing with the associated environmental benefits. The project received recognition and
funding from Department of Energy and the American Public Power Association.
Demand Response Program – In response to 2001’s power shortage, created a demand
response program to ask customers to reduce power load during power shortages. By using
emergency generators and load shedding programs, Anaheim customers were able to avoid
rotating power outages. Anaheim avoided 15 of the 16 hours of rotating outages by
implementing a series of innovative demand response programs. Anaheim received the APPA’s
Energy Innovator Award of 2002 for the Demand Response Programs.

4. Efficiency Menu for Schools Program – Designed and implemented school program which
received national recognition from APPA for supporting 62 Anaheim schools by completing
energy and water audits, and saving 15 million gallons of water. Received awards from
American Public Power Association and California Municipal Utilities Association.
Energy Efficiency Program – To comply with AB 1890, developed and oversaw 37 new
customer programs in four specified areas: energy efficiency; low-income services; renewables;
and research, design and demonstration.
California Municipal Utilities Association – Member of the statewide leadership committee
that developed AB 1890 Public Benefit Program Guidebook. The Guidebook was instrumental in
assisting publicly -owned utilities in selecting and implementing Public Benefit Programs that
will provide added benefits to their community and the electric utility.

Chaired the Southern California Public Power Authority, Public Benefit Committee.
Chaired the California Municipal Utilities Association Energy Efficiency Committee for two
years.
Received two Awards of Excellence from CMUA and APPA for the first water and energy door
to door residential water/energy audits.
Received the American Public Power Energy Innovator Award for creating TREE Program
(Trees as Resource for Energy Efficiency).
Implemented the air-conditioning load control program, commercial lighting program, TREE
Program, and heat-pump incentive program.
Developed and oversaw the Water Shortage Ordinance and proceedings.
Played a major role in the Arroyo Seco Earth Festival where thousands of visitors came to learn
about their environment on Earth Day.
