1) The document proposes a mobile app called secQ.me that allows users to share their whereabouts and duration of events with a "guardian angel" for safety monitoring. 2) If a scheduled event duration expires without confirmation of safety, or if an emergency is triggered, secQ.me will automatically update the user's location, notify friends/family, and track the user's status and location to shorten emergency response time. 3) The proposed solution aims to help vulnerable groups like women, children, and those traveling alone by providing assistance even if the person in danger cannot directly call for help.
