OETAB Mission Mission To assist the GoI in  building effective Iraqi-led security forces through advice and training support across the NDU  and all subordinate organizations to develop the officer education and training system in order to contribute to the development of a self-sufficient, sustainable and effective ISF. [OETAB Plan dated 15 Dec 09] Tasks Assist Iraqi National Defence University in the development of an  Iraqi-led self-sustaining  officer education and training system appropriate to the needs of the Iraqi Armed Forces. Provide  advice, mentoring and training support  across the NDU and all subordinate organizations to develop Iraqi training and training governance that are capable and self-sustaining. In cooperation with the Iraqi Armed Forces and MNSTC-I [USF-I], advise and support ISF in the  development and application of a comprehensive doctrine structure  that underpins all training and operations.

Editor's Notes

  1. Introduction The following brief is also intended to be used in the absence of Ch OETAB. Sir/Ma’am, welcome to ( Insert location of brief ) I’m ( Rank and Name of briefer ) and represent the Officer Training and Advisory Branch (OETAB) within the NATO Training Mission Iraq (NTM-I). The OETAB team is split between the International Zone, where we work with the National Defence University (NDU) delivering advice to its President staff Maj Gen Jasim. The remainder of the team is based at the Iraqi Military Academy Ar Rustimiya (IMAR). I intend to acquaint/reacquaint you with our work, highlighting key points along the way. I will: Review our task and structure. Look at the advantages for NATO of investing in Officer Education. Describe how we are deployed. Outline future options for the National Defence University And finally a brief look to the future – 2010/11
  2. Vision – Agreed in 2008 Not widely recognised or referenced by Iraqi senior leaders – however principles remain valid !
  3. As a team, OETAB are engaged in 7 key output areas which you can see here on the slide – those marked in red represent what you will see today . Working from your left to right the organisations we support and there comparitors are: Defence Strategic Studies Institute (DSSI). This roughly equates to RUSI or NESA in the US although, unlike RUSI or NESA, it is not independent. Rather it is an arm of the MOD to inform strategic thinking. National Defence College . NATO Defence College, Rome equivalent. National War College . Similar to the US Army War College at Carlisle, Pennsylvania. The Joint Staff and Command College . This equates to the UK’s old Staff College Course. Iraqi Military Academy Ar Rustamiyah (IMAR). This is officer cadet training and now cadet selection. Approximately 50% of the OETAB staff are deployed forward to AR. Doctrine Development . The Iraqi Doctrine Branch with DCOS (Trg’s) organisation is something akin to the doctrine element of TRADOC. Defence Language Institute . Which performs a similar function to a centralised military language centre. Clearly, the examples I’ve given are rough order comparisons, based on function as opposed to standard. KEY POINT: We are deployed across the board in a coherent manner sitting alongside and in support of Iraqi commanders/directors at every level.
  4. The long-term political and diplomatic benefits of supporting and developing the officer corps of one of the biggest armies in the Middle East should be SELF-EVIDENT . But it is worth noting: THE IRAQIS ARE WILLING PARTNERS – there is a strong legacy of the British Army/IT/US/Soviet overseas Training (1920s/30s and 70s/80s ) with many attending UK/European/Soviet establishments. Therefore the NATO presence is seen as a resumption of an existing relationship. A FRAGMENTED, BUT WORKING OET SYSTEM – therefore NATO has something to work with, rather that having to start from scratch and in this respect, it is very different from Afghanistan. Clear CAPABILITY SHORTFALLS , but not insurmountable i.e. the requirement is for books, libraries, photocopiers rather than major equipment buys – in an environment where NATO resources are finite, this provides an excellent option for the Alliance. Likewise, INCOHERENCIES IN THE CURRENT SYSTEM can be addressed through the application of best practice and know how with relatively few resources, i.e: Application of improved resource management. Systems Approach to Training. Training validation. All systems we have adopted and developed ourselves in recent years. Too often, we find Iraqis wedded to old doctrine and techniques learnt from a previous military era. Recently, we had an Iraqi officer extolling the virtues of the UK’s Staff Officers’ Handbook – dated 1967. The POLICY VOLATILITY/ WEAKNESSES are rectifiable through senior engagement the OETAB staff cover all the key staff officers within the NDU. Iraqi RESOURCE CONSTRAINTS whilst real, can also be overcome to a degree through better management of existing resources. We can squeeze more bang out of the Iraqi buck through better management. KEY POINT: Officer education is an area where NATO can continue to make a real impact with the limited resources at it disposal.

IMAR is located 13 km SE of the city centre & has been associated with officer training since 1924 All Basic Officer Commissioning Course to be centralised (from IMAN / IMAZ & IMAQ) at IMAR from 15 Jan 10 300 (-) candidates selected for BOCC 101 (OCS saw 1199 candidates being interviewed over a 3 week period) to downselect to 275. NOW a 3 year Bachelors earning cse BUT some difficulties being experienced in achieving academic accreditation & establishing an appropriate syllabus & POI Current issues: BSc – will it be BOCC 102 Officer Cadet selection for BOCC 102 Resources for Training – US equipment and Iraqi Ammo. Expanded ELT in line with COM direction.
  6. BRIT TEAM Await US Tactics instructor (Aug) Single nation to single role is a good model.
  7. Joint Command and Staff Course Last Course : No 4 Graduated 25 Jan 10 – 96 students (89 Army/3 AF/2Navy + 2 x civilians). Current Cse : No 5, due to started in Feb (66-90 students). Next Cse : No 6, due to start 1 Jun (60-70 students) Also the Bn and Bde Comd Course (6 months duration). Not mandatory to attend, although we understand that political direction has now been issued to make it a mandatory course for all Bn/Bde Comds. (Students 8+8). If this is correct this is a very positive step for this key element of the Iraqi officer corps. Key Point: So progress. Key Points : Opening of JSC Accommodation (build funded by US, furnished by NTM-I) JSC Restructuring to incorporate Navy and Airforce (students and Instructors) – not as controversial as first thought. Delivery of T3 for JSC Instructors – SIC + difficult but on track, with reach back to Military Science College in Turin.
  8. Mixed team headed by Paolo Caratori (Fm Turin) Mix of UK and It and Albanian officers.
  9. War College As set out in the Military Service and Pension Law - Rank ranged Brigadier-Colonel. Gateway Course prepares senior leaders for Divisional COS appointments and similar. Potentially 30 military students and 10 senior civilians. We have assisted the course development through IDC/T3 and we are also lucky in having a number of instructors who have trained overseas, with two attending War College at Carlisle. They use a version of the Carlilse syllabus Comdt Ziad just returned from US. War College Issues : Selection process – interfered with – Old Army – selection delayed – VCOS has given direction – going throgh the process again (waiting for Ziad assessment) Start date. Rank of attendees. Deployment of War College Training Team to assist with Instructor Training (An excellent example of REACHBACK) . BEST EXAMPLE of PROGRESS TOWARDS ESTABLISHING AND ENDURING RELATIONSHIP
  10. National Defence College Senior level course. 1* for 2* 1x year duration – currently 19 students only 1 military. Likely to be MSc accredited shortly. Located in Baghdad, it’s ideally placed to reap the benefits of the current environment by securing senior military and civilian policy makers. Ambassadors, international organisation staff now speaking at seminars and events. Issues: Crisis Mgt exercise – assistance from team from NDC Rome (Dr Florence Gaub and Col Sandy Gubtil (USMC). Visit to Italy including JFC Naples depart Fri – 21 Jun.
  11. Iraqi doctrine NOT WHAT TO THINK, BUT HOW TO THINK! The Iraqi doctrine cell sits DCOS (T). Lacks resources, leadership and therefore authority. Doctrine inconsistent and badly taught. Key Issue: COM initiative.
  12. Defence Languages Institute Based in Phoenix Base, but taught across the country. TOTAL INCOHEARANCE Issue: COM initiative – will brief separately
  13. Defence Strategic Studies Institute A sad slide and to be honest, a sad story . The Iraqis have not grasped this nettle. You can bring a horse to water, but can’t make it drink. Now sits in the IMoD (Directorate of Policy and Resources – in suspended animation Issue: Don’t know the future until after the election. Not optimistic, but could fit (back into) some form of doctrine construct. Current Danish advisor gaped until Aug. Switch to DOCTRINE (ME), whilst retaining responsibility for DSSI.
