A CMATT is one of the training activity types that
EUTM Mali conducts. EUTM Mali CMATT’s are
comprised of a mixture of staff and unit training
courses. The Advisory Task Force (ATF) are in the
lead for staff training and the Education and Training
Task Force (ETTF) takes the lead for unit training
courses. The number of trainers and trainees on each
CMATT varies according to programs but the ATF
provides the Commanding Officer (CO) and the
Executive Officer (XO). Lieutenant Colonel Sack,
from the Austrian Army was in the lead for this
CMATT.
He has built a very considerable depth of
knowledge as a CMATT trainer and this was his ninth
CMATT. His deputy was Major Dominguez, from the
Spanish Army. This was Major Dominguez second
CMATT training activity in the mission area. The lead
into the actual CMATT starts months before the
training is delivered.
The Medical Instructors Course was
conducted at the Koulikoro Training
Camp (KTC). It took place over four
weeks and attended by several trainees
of the Malian Armed Forces (MaAF).
A Combat Shooting Instructors Course for
non-commissioned officers belonging to
several branches of the Malian Armed Forces
(MaAF) such as Army, Air Force, National
Guard and Gendarmerie was conducted at the
Koulikoro Training Camp (KTC).

A CMATT (Combined Mobile Advisory Training Team) is
one of the training activity types that EUTM Mali conducts.
EUTM Mali CMATT’s are comprised of a mixture of staff and
unit training courses. The Advisory Task Force (ATF) are in the
lead for staff training and the Education and Training Task
Force (ETTF) takes the lead for unit training courses. The
number of trainers and trainees on each CMATT varies
according to programs but the ATF provides the Commanding
Officer (CO) and the Executive Officer (XO). Lieutenant

between January 20th and 22nd, in a column of more than 40
vehicles, covering a distance of almost 700 km in three days.
During the period January 23rd to the 26th, onsite coordination
meetings took place with the 6th Military Region Commander, to
settle the final conditions to deliver the courses that the Region had
requested.
On 27th January, the first three courses started: Planning and
Conducting Operations (two weeks), Intelligence Analyst (three
weeks) and Administration/Information Tools (two weeks).
Trainees were drawn from the MaAF. There were 12 trainees on
the first course, 11 trainees on the Intelligence Analyst course and
22 trainees on the Administration/Information Tools course.
During the two-week Planning and Conducting Operations
training is delivered.
Consideration is given to
determining the conditions
under which training will be
conducted, training
courses, type of attendees,
dates, deployment details,
manning, logistics, and
accommodation. During the
preparation phase, detailed
planning is always done in
close cooperation with the
Malian Armed Forces
(MaAF) in order to allow
EUTM Mali to carry out the
training conducted in
response to MaAF needs.
This was the first occasion whereby
previously instructed Malian trainers
integrated a EUTM Mali training course as
Instructors (concept "train the trainers").
These Malian instructors have been
incorporated into a CMATT under the
coordination of the EUTM Mali.

2020. This CMATT employed 123 military personnel, including
ATF and ETTF Trainers, Force Protection, Medical Teams,
Communications and other supports.

This was the first occasion whereby previously instructed
Malian soldiers returned to a EUTM Mali training course and acted
as Instructors (concept "train the trainers"). These Malian
instructors have been incorporated into a CMATT under the
supervision of the EUTM Mali. The Administration course, served
to initiate the trainees in the management of the administrative
resources of an organization. This training was a first introduction
for many of the trainees to computer management tools.

During the third week, the Management and Operations
course was held in a command post setting. This Command
Post exercise training combined both practical and theoretical
learning in order to develop the trainees' initiative. An
exercise scenario was created for a SÉVARÉ defense zone,
where the trainees were required to develop the different
activities of a command post using the capabilities provided
by the C2OPS system training. Trainees were exercised in
reacting to the different incidents that were injected by the
instructors.
Meanwhile, from February 3rd to the 13th simultaneous
training was run by ETTF trainers, a Mechanised/Motorised
Infrantry Training module for one Casspir Platoon (33 trainees)
and one KIA Platoon (32 trainees) respectively, which
provided them with the required knowledge to conduct
tactical movements as a platoon.
They were instructed on doing this, while maintaining area
security, conducting platoon level patrol operations,
maintaining safe and adequate weapon handling. Trainees
were further exercised in reacting to enemy contact and a
requirement to secure a defensive position at platoon. During
this specific training, they learned to conduct operations in IED
threat area and apply the basics of C-IED procedures and to
execute tactical recovery of a damaged vehicle.
On February 14th the closing ceremony was held
according to Malian protocol.
This was a moment of pride for all: the instructors seeing the
progress of the trainees, and the trainees who received their
certificates, bearing witness to their successful performance
during the period.
After the CMATT commenced, EUTM Mali received a request
to complete the preparation of two MaAF Companies, one National
Guard Company (94 trainees) and one Engineer Company (95
trainees). After establishing a training program, the CMATT team
completed the preparation of these additional subunits during the
period 17th to 21st February. These troops were in the final phase
of their training. It was however possible to introduce the training
audience to the challenges that exist and the skillsets that are
required in order to prevail in central Mali’s operational
environment.
Trust and cohesion were developed during this decentralised
training. They were forged through mutual learning and exchange
of experiences that will accompany the entire professional career
of each EUTM Mali military member who participated in this
CMATT. The CMATT helped to develop the military capabilities of
the 6th Military Region and provided key training opportunities.
More importantly, however, the CMATT provided EUTM Mali with
the opportunity to learn from the both the Malians trainees and
instructors. By deploying to their military barracks, utilising their
logistics and working alongside them in a ‘coaching’ role, the
EUTM Mali gained unrivalled insight and deeper understanding of
the MaAF mindset and fighting spirit.

MINISTER VISITS
EUTM MALI
ON 09 MARCH 2020
On Monday 09 March 2020, the Estonian
Minister of Defence, Jüri Luik, travelled to Mali to
meet the Estonian troops serving in the European
Union Training Mission (EUTM) Mali and to
conduct meetings with the main political and
diplomatic authorities of the country.
To meet and welcome him at the Koulikoro
Training Camp (KTC) was the EUTM MALI
Mission Force Commander (MF Cdr), Brigadier
General João Boga Ribeiro. Later he had an office
call with the MF Cdr where he received a national
briefing and an overview of the EUTM Mali
training and advisory tasks that take place in the
different mission locations.
The MF Cdr also used the opportunity to bring
the Estonian Minister of Defence up to speed on
the current situation and the challenges in Mali
and the Sahel region as a whole. The last leg of his
visit saw the Minister be with the EUTM Mali
Estonian Contingent present on the KTC.
From there he was involved in high-level
meetings with the President of the Republic of
Mali, Ibrahim Boubacar Keïta and with the
Ambassador of the European Union to Mali, Mr.
Bart Ouvry.
LEARNING TO
TREAT WOUNDED
IN COMBAT
MEDICAL INSTRUCTORS COURSE – 24/02/20
The Medical Instructors Course was conducted at the Koulikoro
Training Camp (KTC). It took place over four weeks and attended by
several trainees of the Malian Armed Forces (MaAF).
The aim of the course was to teach the principles of Tactical Combat
Casualty Care (TCCC), MARCHE Protocol and basic first aid.
The trainees learned TCCC is designed to treat battlefield casualties in
line with clinical guidance timelines. The MARCHE Protocol emphasis is on
arresting haemorrhage by using tourniquets and haemostatic dressings as
well as basic casualty management from point of injury to the evacuation
platform.
This was underpinned by learning instructional skills in order to allow
them to instruct their fellow soldiers on their return to unit.

EUTM MALI CELEBRATED ITS SEVENTH ANNIVERSARY ON 20 FEBRUARY 2020
EUTM Mali celebrated its seventh
anniversary on 20 February 2020. A
military ceremony celebrating the
anniversary took place at the Mission
Headquarters, with the presence of
Malian and international civilian and
military dignitaries.
The ceremony, simple but highly
meaningful, included a homage to the
fallen and speeches provided by the
Mission Force Commander (MF Cdr)
and European Union (EU)
Representative with the finale being
renditions of the National Anthems of
Mali and EU.
It was followed by a tour of a
dedicated photo exhibition depicting
the history of the Mission's presence in
Mali. During his speech, the MF Cdr
gave a brief overview of the seven
years of the Mission's presence in
Mali, also addressing what the EUTM
is currently undertaking and the
challenges ahead.
He praised the professionalism,
dedication and commitment of the 29
nations’ military and civilian
personnel who have served and who
are still serving in the Mission.
He stressed the sincere
appreciation and thanks to the
Malian Armed Forces and G5S Joint
Force for their support to EUTM’s
tasks, for their daily courage and
mission spirit.
He likewise strongly applauded
the Malian people for their
traditional hospitality to the
Mission in this last seven years.
EUTM Mali mission started in
2013.
However, the story began 24
December 2012 when the
President of the Republic of Mali
requested the High Representative
of the European Union for Foreign
Affairs and Security Policy, the
deployment of an EU military
training mission in Mali.
All these events led to the
adoption of the Council Decision of
13 January 2013, this creating the
European Union Training Mission
(EUTM) in Mali.
The first EUTM soldiers arrived
in Bamako on 8 February 2013.
Finally, on 20 February 2013,
the mission started in Bamako.

INCREASING WEAPONS HANDLING
EFFICIENCY
COMBAT SHOOTING INSTRUCTORS COURSE – 06/03/20
EUTM Mali conducted a Combat Shooting Instructors
Course for non-commissioned officers belonging to several
branches of the Malian Armed Forces (MaAF) such as Army,
Air Force, National Guard and Gendarmerie at the Koulikoro
Training Camp (KTC).
The course took place between the 10th and 28th February
2020. The trainers from the Education and Training Task Force
(ETTF) of EUTM Mali provided the Malian trainees with the
knowledge and skills to successfully train soldiers in correct
and safe weapon handling.
Thus, the course had as learning objectives: to provide
trainees with rudimentary knowledge to deliver basic weapon
handling and shooting training utilising the correct
pedagogical approach and to ensure uniformity in the content
and procedures adopted when delivering shooting training.
Furthermore, the course also intended to ensure trainees
attain a standard of knowledge of their weapons to enable
them to conduct training effectively and safely, to provide
the knowledge and the methods for the participants to be
able to train other soldiers and to enable participants to lead
a course on the shooting range.
The trainees displayed great motivation during the fast-
paced training that increased in intensity as the course
progressed. EUTM Mali’s objective is always to assist our
MaAF colleagues to meet their operational needs through
close co-operation in advising, training and education.
BETWEEN STREETS AND BUILDINGS
MOUT INSTRUCTORS COURSE – 26/02/20
The MOUT (Military Operations on Urbanized Terrain)
Instructors Course conducted at the Koulikoro Training
Camp (KTC), took place over four weeks and attended by
several trainees of the Malian Armed Forces (MaAF).
The aim of the course was to teach the principles of all
military actions that are planned and conducted in a complex
terrain where man-made construction affects the tactical
options available to the commander.
The trainees learnt the basics tactics, techniques, and
procedures associated with fighting in built up areas.
This was underpinned by learning instructional skills in
order to allow them to instruct their fellow soldiers on their
return to unit.

REACTING TO IMPROVISED
EXPLOSIVE DEVICES
Basic Military Search Instructors Course - 09/03/20
EUTM Mali conducted a Basic Military Search
Instructors Course for non-commissioned officers
belonging to the National Guard at the Koulikoro
Training Camp (KTC). The course took place between
the 3rd February and 6th March 2020 and aimed to
enable the trainees to impart knowledge and deliver
training that consist of the tactics, techniques and
procedures required to counter the Improvised
Explosive Device (IED) threat, through the
implementation of basic military search skills.
The trainers from the Education and Training Task
Force (ETTF) of EUTM Mali verified the trainees’ skills
in the areas of weapons handling, individual and
squad movement, reaction to enemy fire, map
reading and radio communication. They also
explained International Humanitarian Law (IHL) to the
trainees, enabling them to incorporate it into their
training and operations in the future and provided
them with instruction in the areas of mine awareness
and mine threat. However, the main objectives of this
course were to teach the trainees how to conduct
personnel and vehicle searches at checkpoints, how
to react correctly if IED components are found and to
develop the trainees’ leadership and pedagogy skills
through classroom learning and practical sessions.
EUTM Mali continues to respond to the operational
needs of the Malian Armed Forces (MaAF) through
the provision of training support and training and
advice on command and control, the logistics chain
and human resources. Support is also given through
training on International Humanitarian Law,
protection of civilians and human rights.

HYBRID PV PLANT ON THE KOULIKORO
TRAINING CAMP - 15/03/20
According to European
Union (EU) Military Concept on
Environmental Protection and
Energy Efficiency, the EU and its
Member States promote
investment in energy efficient
and sustainable low carbon
technologies.
For the sake of consistency,
but even more due to added
value for the military, this
approach should be maintained
to the extent possible during EU-
led military operation.
Therefore, the EU and the
Troop Contributing Nations
(TCNs) share a collective
responsibility for the protection
of the environment of the Host
Nations (HNs).
The designated Operation
Commander (Op Cdr) or
Mission Force Commander (MF
Cdr) may negotiate
Environmental Protection (EP)
arrangements within the
framework of the SOFA (Status of
Forces Agreement) or any
arrangement related to Host
Nation Support.
EUTM Mali is aware of this
subject and consequently
collaborates in EP Policies and
Sustainable Energy Efficiency.
Thus, EUTM Mali has finished
an 81,4kWp Hybrid PV plant on
the Koulikoro Training Camp
(KTC) within 4 months in order to
convert the energy of sunlight
into electrical energy.

INCREASING THE INTENSITY
EUTM MALI SHAPED THE TRAINING TO THE OPERATIONAL NEEDS OF THE MALIAN ARMED FORCES THROUGH
THE PROVISION OF TRAINING SUPPORT – 29/02/20
The European Union Training Mission (EUTM) Mali planned, organized and conducted a Company level pre-deployment
training (PDT) from 26th January until 21th February 2020. On 26th January, a military convoy was organised to transport the
soldiers from Bamako to Koulikoro Training Camp (KTC) with approximately 170 soldiers. EUTM Mali shaped the training to the
operational needs of the Malian Armed Forces (MaAF) through the provision of training support. The aim was to provide an organic
MaAF Infantry Company with the necessary preparation and tactics, techniques, and procedures (TTP’s) required deploying on
operations, as well as providing support weapons crews with specialist training in their relevant weapon systems. The PDT of the
new Training Company began on 27th January.
The Training Company was instructed for four weeks by 27 trainers of the Education and Training Task Force (ETTF). During
the first week, they provided the Malian trainees with the requisite skills and knowledge in individual military training, which
consisted of tactical combat casualty care, weapon handling and movement, C-IED, search skills, topography and signals. In week
2, The Training Company was divided into four groups for the specialist/specific training. The commanders were trained in military
decision-making process and in command and leadership. The vehicle crews were instructed in combat driving and 4x4
maintenance. The infantry platoons practiced procedures regarding patrolling, ambush, counter-ambush, offence and defence.
Lastly, the support weapons crews were trained in the handling and maintenance of heavy machine guns of different calibers. In
the third week, the training entered in a new phase. The trainees practiced patrolling, offensive operations, defensive operations,
convoy, escort, counter-ambush, support weapons and base defence collectively as a Company during a field training exercise.
Finally, during the fourth week, the Training Company was deployed tactically to Kalifabougou shooting range for a live firing
exercise in order to provide specialized training and continue strengthening Company’s own training capabilities.
The trainees displayed great motivation during the fast-paced training that increased in intensity as the course progressed. On
February 21st, the closing ceremony took place in KTC. This was a moment of pride for all: the instructors seeing the progress of
the trainees, who received a certificate that testified that they had passed the training successfully. EUTM Mali continues to respond
to the operational needs of the MaAF through the provision of training support for the benefit of the MaAF and training and advice
on command and control, logistical chain and human resources, as well as training on International Humanitarian Law, protection
of civilians and human rights.

A COMMON DOCTRINE
1ST DOCTRINE COURSE - 03/03/20
EUTM Mali through its Advisory Task Force (ATF) Doctrine and Education Cell planned and conducted the 1st Doctrine Course
jointly with the Centre Interarmées des Doctrines (CID) Director between the 24th and the 28th of February 2020. The course was
performed in the Direction d’Écoles Militaires (DEM) facilities.
Three Doctrine and Education Officers delivered the course and the Malian Armed Forces (MaAF) instructors were the CID
Director, the Representative of the Direction de la Sécurité Militaire (DSM) and the Representative of the DEM. 12 MaAF Officers
belonging to several departments such as Doctrine, Air Force, Military Security, Military Schools, Army General Staff, Engineers,
Logistics, Transmissions and Telecommunications and the National Guard, attended the course.
The main goal of the Doctrine Course was to complete the knowledge of the MaAF Officers about the doctrinal process. Thus,
the course had as learning objectives: encourage Officers to develop doctrinal documents and how to research doctrinal topics,
to know where open source foreign doctrinal documents can be found and how to adapt them to the Malian reality and lastly,
understand the importance of the DEM role in teaching doctrine.
Furthermore, the course also included elements to highlight the importance of knowing a document’s security level, to develop
the analytical and critical thinking skills of MaAF Officers using approved doctrinal documents and to understand the importance
of the Lessons Learnt Process. Finally, the MaAF Officers were able to improve their knowledge about CID’s mission, the definition
of doctrine, role and production of doctrinal documents, as well as key definitions regarding current doctrine.
