The Holy Spirit: God's Power
The Holy Spirit, the Bible speaks of, not as an individual, but as a divine power. The Anchor Bible Dictionary, in the article on the Holy Spirit, describes it as "a manifestation of the existence of God and the power that is best understood by inspiration" (Vol. 3, Doubleday, New York, 1992 , p. 260).
The scriptures refer to the Holy Spirit as God's power (Zechariah 4: 6; Micah 3: 8). Paul told Timothy that it was "the spirit of ... power, of love and of good judgment" (2 Timothy 1: 7).
Luke 4:14 records that Jesus Christ began His ministry "by the power of the Spirit." Speaking of the Holy Spirit, which was to be given to his followers after his death, Jesus said to him, "You shall receive power when the Holy Spirit comes upon you ..." (Acts 1: 8).
Peter described "the Holy Spirit and the power of Jesus Christ, who went about doing good and healing the devil, because God was with him" (Acts 10:38). The Holy Spirit is the power by which Jesus Christ performed mighty miracles during His mortal ministry. The Holy Spirit is the active presence of God in the service of His servants.

In Jude 17-23 Jude shifts from piling up examples of false teachers from the Old Testament to a series of practical exhortations that flow from apostolic instruction. He preserves for us what may well have been part of the apostolic catechism for the first generation of Christ-followers. In these instructions Jude exhorts the believer to deal with 3 different groups of people: scoffers who are "devoid of the Spirit", believers who have come under the influence of scoffers and believers who are so entrenched in false teaching that they need rescue and pose some real spiritual risk for the rescuer.
