Existing site and location
Oak Cottage is situated to the North of the centre of Ecchinswell.
The village of Ecchinswell is situated north-west of Kingsclere in Berkshire, and was
designated as a conservation area in 1990 due to its special architectural and historic
interest.

According to the Conservation Area Appraisal for Ecchinswell i
‘the village has evolved as a linear settlement with irregular and loosely formed clusters of
buildings’. The main road runs from approximately from north to south with the southern
part of the village considered to be the more historical centre, while the northern part
developed around Ecchinswell House and Malthouse Farm.
With twelve listed properties within 500mof Oak Cottageii
the historic significance of this
location is clearly evident.
Oak Cottages’ nearest neighbour to the north is the early C19 Ecchinswell House and to
the south is the Church of St Lawrence which was rebuilt in 1886 by Bodley & Garner just
to the north of an earlier church. iii

In the fields to the west of Oak Cottage a Neolithic rubbing stone which was possibly used
for shaping stone axes, was found and is now with the Hampshire Museum Service. iv

First designated as a grade II listed building on the 18th
May 1984, Oak Cottage is
centrally positioned within a good sized landscaped garden which includes mature trees
and hedges, the house and garden are situated opposite open land and some distance
away from immediate neighbours.
The central front door and chimney are balanced on either side by original ground floor
and first floor fenestration, the boarded timber outshots at both the northern and southern
flanks adds to the overall feel of symmetry to the front elevation.

The back of the building displays a more diverse style which may indicate how the house
has developed over time.

Both the ‘National Heritage List for England’ and the ‘Conservation Area Appraisal for
Ecchinswell’ highlight the significance of Oak Cottage within the rural settlement with the
following descriptions:
National Heritage List for England Listing NGR: SU5020160468: v
‘Early C17, mid C19. Near-symmetrical front (west) of one-storey and attic, 2
windows, with outshots at each side. Half-hipped thatched roof, with tiled surrounds
to dormers, which have ornamental steep bargeboards, half-timbered gables, brick
cheeks, and cills projected on brackets at eaves level. Central shafted stack.
Exposed timber-frame bricknogged; boarded walling to the outshots. Casements.
Boarded door in solid frame; the rear elevation has a single-storeyed timber-framed
extension in the centre, and a small dormer set high. Within the south side outshot,
the old south wall has brickwork in its lower part, of English bond, with a plinth’.
Conservation Area Appraisal for Ecchinswell: vi
‘It has a near symmetrical front of one-storey and attic and dates from the early
17th and mid 19th centuries. A timber-framed building with brick nogging and
some brickwork to other walls, it has a half hipped thatched roof with a dominant
central chimney stack. There are two boarded outshots at either end, a distinctive
feature common to several early buildings in Ecchinswell. Its immediate streetscape
contribution is of a picturesque cottage in an intimate setting framed by trees’.
Existing Dwelling
Originally two cottages, now combined into a single dwelling, Oak Cottage is a two
storey thatched dwelling with single storey thatched extension to the South and North ends
of it's North-South axis, providing a kitchen adjacent to the dining room and a study
adjacent to the sitting room. With a modern wc added to the East (rear) elevation.
Accommodation comprises of three bedrooms on the first and attic floors, and two
bathrooms above a sitting room and a dining room. This accommodation is arranged
around a large central masonry chimney with fires to both principle ground floor rooms.
A narrow winding stair with a split landing provides access from the ground floor to the
first floor. This stair is uncomfortable to use in its current layout.
Daylight is limited in the bedrooms due to the size and height of the existing windows.

Design Proposal
Alterations are intended to the existing house to improve the natural lighting and make the
staircase safer. For bedroom 2 the former will be achieved by enlarging the existing
windows on the East elevation under a new eyebrow dormer to the existing thatched roof,
whilst also introducing a new high level window under the thatch on the South elevation.
For bedrooms 3 and four this will be achieved with the introduction of new windows on
the North elevation.
Re-configuring of the existing staircase to meet current building regulations will make the
staircase safer. With a fire door proving an alternative escape route in the event of fire.
It is proposed to replace the modern single storey rear extension with a two storey
extension in materials matching and sympathetic to the existing house. This modest
extension will provide additional accommodation to a modern standard without major
alteration to the fabric of the existing structure. Allowing the original house to be
conserved and rejuvenated, whilst providing suitable accommodation for a property of this
size.
Vehicular and Pedestrian Access
Parking provision of 3.25 car spaces for a 4 bedroom house is provided by two spaces in
the existing garage and two spaces adjacent to the house on the existing driveway.
Conclusion
The proposal forming this planning application has been carefully considered and
assessed, taking into account all relevant factors. The proposal is in keeping with the
locality and the current trend for development.

Existing site and property
Historically the lower end of Romsey Road was known as St James’s Street as it is shown
on both the 1871 and 1880 maps of Winchester. It is thought that this elevated area to
the west of the city walls became popular due to the arrival of the railway station in the
locality in 1840 and is included in the Winchester conservation area.
The corner of Romsey Road and Upper High Street is dominated by the Mid C19
Westgate Hotel which is flanked on its Northern side by a terrace consisting of numbers 3
and 4 Upper High Street and on its Western side by a terrace consisting of numbers
2,4,6,8 and 10 Romsey Road.
According to P Yeates, Time Gentlemen Please: The Story of Winchester’s Pubs, Breweries
and Hotels past and present (Winchester: Sarsen Press, 2007), p.79. The Westgate Hotel
was originally a private house which was converted in 1894 by the brewer Eldridge Pope
into a public house and hotel.
The Westgate Hotel stands out from its adjoining terraces due to its extra storey, ionic
pilasters, window pediments and its painted rendered façade. In 1974 this group of
buildings was grade II listed due to its important position (NGR SU4775829603). i

No. 4 Romsey Road is a five storey, mixed use
property with a hairdressing establishment currently
using the ground floor and basement as a salon, with
an apartment above on the first, second and attic
floors.
Externally the yellow brick mid-terraced property
shares dentils, frieze and flat arches with its
neighbours; the adjacent Westgate Hotel and No.6
Romsey Road, however the original fenestration to the
first and second floors has been replaced some time
ago with aluminium windows.
Adjacent to the modern timber shop front is the
original arched entrance which currently leads to the
flats above.
The adjoining Terraces; Nos. 6, 8 and 10 Romsey Road also have shop fronts to their
façade, although possibly due to a difficult location some appear to be run down, with
Nos. 6 and 8 having remained vacant for some time.
Directly opposite the terrace is a listed, flint and bath stone, Elizabethan style building
used by Hampshire County Council and known as their Castle Avenue Offices.
At ground floor level, the back wall of the property abuts ‘Wessex Court’, a yellow brick
residential apartment block to the rear, which was built in 2001.

Design Proposal
Due to the current economic
climate and the associated
downturn in the requirement for
shops, several commercial
buildings nearby both in Romsey
Road and Upper High Street, have
applied and been granted change
of use to residential, and this is
what the owner of No4 Romsey
Road is proposing.ii
The proposed plan is to rejuvenate
the existing apartment which spans
the upper three floors. With a
modest flat roof to replace the tile
and polycarbonate roof which has
reached the end of its lifespan.
The salon to be converted into a new apartment retaining the original structure and
reinstating good quality wooden fenestration to the front of the property in keeping with
the eight pane sliding sash windows of both adjacent properties. The only change would
be the lifting of the roof above the stairwell to give more practical accommodation for a
family bathroom.
Vehicular and Pedestrian Access
Vehicular and Pedestrian access will remain unaltered.
Conclusion
The proposal forming this planning application has been carefully considered and
assessed, taking into account all relevant factors. The proposal is in keeping with the
locality and the current trend for development.

centrepiece. Mid C19. Westgate Hotel. Rendered. Curved frontage. Three storeys and attic, two windows on first
floor, six on second floor. Three pairs of giant Ionic pilasters. The first floor sashes have paired pilaster surrounds
and pedimented heads. Dentil frieze with attic storey above. Simple classical public house frontage on ground.

Externally the yellow brick mid-terraced property shares dentils, frieze and flat arches with its neighbours; the adjacent Westgate Hotel and No.6 Romsey Road, however the original fenestration to the first and second floors has been replaced some time ago with aluminium windows. Adjacent to the modern timber shop front is the original arched entrance which currently leads to the flats above. The adjoining Terraces; Nos. 6, 8 and 10 Romsey Road also have shop fronts to their façade, although possibly due to a difficult location some appear to be run down, with Nos. 6 and 8 having remained vacant for some time. Directly opposite the terrace is a listed, flint and bath stone, Elizabethan style building used by Hampshire County Council and known as their Castle Avenue Offices. At ground floor level, the back wall of the property abuts ‘Wessex Court’, a yellow brick residential apartment block to the rear, which was built in 2001. With a modest flat roof to replace the tile and polycarbonate roof which has reached the end of its lifespan. The salon to be converted into a new apartment retaining the original structure and reinstating good quality wooden fenestration to the front of the property in keeping with the eight pane sliding sash windows of both adjacent properties. The only change would be the lifting of the roof above the stairwell to give more practical accommodation for a family bathroom. Vehicular and Pedestrian Access Vehicular and Pedestrian access will remain unaltered. Conclusion The proposal forming this planning application has been carefully considered and assessed, taking into account all relevant factors. The proposal is in keeping with the locality and the current trend for development.
