Spring 2024 Issue Punitive and Productive Suffering
5154810510-SOI-E Competency Tutorial.pptx
1. A look at our processes (how we started and
where we are)
Defining/redefining the knowledge, skills, and
abilities needed for specific MOSs
Extracting competencies from these definitions
Defining each skill acquisition level narrative to
support its development and assessment
Aligning/developing T&R events to support the
development of each SAL within each
competency
PROCESS OVERVIEW
2. Description: Marines are skilled in the handling, operation, maintenance, and
engagement with the service rifle suite to include optics, associated SL-3 gear, and
aiming devices. Marines instinctively engage threats in a range of combat
environments. While engaging threats at varying distances, levels of protection, and
formations, Marines reduce threats in support of commander’s intent.

FOR EXAMPLE
3. We started with: The 03XX is a mature and competent Infantry
Marine that is versatile, self-reliant, physically fit, and a master of
their environment and all squad systems. The 03XX is proficient
in PILLARS within all warfighting domains (air, sea, land, cyber,
space) capable of immediate employment in the FMF as a
member of a fire team. The 03XX embodies the warrior ethos
and maneuver warfare mindset that is the hallmark of a Marine
THE PROCESS
4. We Progressed To: The basically trained infantry Marine is a technically
proficient, mentally and physically tough warrior who possesses the
necessary initiative and tenacity to develop tactical solutions given intent
based orders in order to successfully enable distributed and small unit
operations.

7. We Landed On: The Infantry Marine operates as a member of an infantry squad using
critical thinking, problem-solving, and decision making during movement/maneuver, while
providing security, denying enemy action, transitioning to new objectives, self-sustainment,
surviving in austere environments while conducting primary tasks, demonstrating an
embodiment of Marine Corps warrior ethos, an expeditionary mindset, and exhibition of
exemplary character to persist in any and all environments.

13. THE WAY AHEAD
(Competency): Employ the Service Rifle: Marines are skilled in the handling, operation, maintenance,
and engagement with the service rifle suite to include optics, associated SL-3 gear, and aiming devices.
Marines instinctively engage threats in a range of combat environments. While engaging threats at
varying distances, levels of protection, and formations, Marines reduce threats in support of
commander’s intent.
14. How this benefits T&R development
THE WAY AHEAD
Focus becomes the collective application of essential and critical skills
T&R Development is now focused on supporting a competency
T&R Development will be refined by meeting each SAL narrative negating
the development of extraneous events
Allows for a Marine to see their development along a training continuum
The training continuum provides a roadmap for continued development
and sustainment of skills from ELT to advanced training
