Dr. Glynn Tonsor - The Economics of BiosecurityJohn Blue
This document discusses considerations for domestic biosecurity adoption and regionalization related to imports. It notes that private adoption is based on individual costs and benefits, and may not fully capture broader impacts. Regionalization could increase smuggling incentives when price differences are large due to inelastic supply or demand or few trade partners. A thought exercise shows how banning imports from one region could double price spreads and incentivize smuggling. The document questions how smuggling risks should factor into regionalization assessments and size of regions. It stresses the need to consider global food demand in regionalization discussions.
The document discusses appropriate holiday greetings without causing offense. It advises against solely using "Merry Christmas" or "Happy Holidays" and recommends being more creative with well-wishes that focus on health, happiness, prosperity and joy in the new year. Examples of more original greetings are provided that reference peace, hope, gifts of happiness and best wishes for the family.

The REBA (Rapid Entire Body Assessment) is a tool used to evaluate ergonomic risks and postural loads associated with job tasks. It involves scoring different body regions on a worksheet based on observed postures, forces, and movements. Scores are then combined to generate an overall risk level. The evaluator observes workers, selects important postures to evaluate, and assigns scores for regions like the back, shoulders, and legs. Implementing changes to reduce risks, like a new work method, can lower the final REBA score and risk of musculoskeletal disorders.
This document discusses design considerations for electrostatic precipitators (ESPs) used in paper mills. Some key points:
- ESP casings for recovery boilers are preferred to be made of reinforced concrete to withstand highly corrosive flue gases containing sulfur compounds.
- Collecting electrodes are made of corrosion-resistant steel 1.5mm thick while emitting electrodes use austenitic stainless steel.
- Flat-bottom hoppers are used rather than pyramidal or trapezoidal types. Dust falls directly onto the casing floor which serves as the hopper.

The document discusses transfer pricing issues that arise in mergers and acquisitions (M&A) in Vietnam. Specifically, it notes that if the agreed transfer price in an acquisition is less than the book value of the seller's equity, the licensing authority may refuse to approve the acquisition. It also discusses unclear tax regulations regarding capital gains tax on offshore acquisitions. This lack of clarity creates uncertain financial obligations for investors and can impact deal timelines. The document recommends harmonizing interpretations of transfer pricing and clarifying regulatory frameworks on tax liabilities from M&A transactions in Vietnam.
