Rice farmers in Africa still face many challenges according to an AATF study, including the use of saved seeds which leads to low yields, lack of machinery, and low fertilizer use. Climate change is also causing some farms to be abandoned due to salt accumulation. The study found that yields in Nigeria, Ghana, Uganda, and other African countries remain extremely low compared to Asia due partly to abiotic and biotic stresses. Cambodian rice exports increased 41% in the first half of 2020 with China remaining the largest buyer.

according to
preliminary
estimates by the USDA Post in Bangkok.Thailand lost its top rice exporter status in 2012, when the country’s
rice exports stood at around 6.9 million tons, down about 35% from around 10.6 million tons exported in the
previous year.
Traders said rice exports declined mainly because of artificially high prices (about 40-50% higher than market
prices) due to the government rice mortgage program which began in October 2011. The government soon
became the largest buyer of rice in the country and government rice stocks are estimated at around 12.8 million
tons at the end of 2013, up about 130% from around 5.6 million tons in 2011.Lack of funds forced the
government to rethink its rice policy and the National Rice Committee recently decided to discontinue the rice
mortgage program after the first phase ends in February 2014.
However, political turmoil, corruption and lack of funds are growing challenges for the rice sector in Thailand.
Only about 45.8% of voters participated in the elections held on February 2, 2014, and protesters -- which
included thousands of rice farmers upset with delayed payments under the rice mortgage program -- prevented
polling in some parts of the country. The Election Commission may order a re-election within 180 days, which
means that rice farmers and exports may continue to suffer for another six months.Meanwhile, the caretaker
Trade Minister says that the ongoing probe by the National Anti-Corruption Commission (NACC) into the rice
mortgage program may lead to cancellation of a government-to-government deal to export one million tons of
rice to China.

Argentina Rice Lowest Offer in Iraq Rice Tender for 30,000 Tons

Argentine rice was offered lowest in the international tender from Iraq to buy at least 30,000 tons. The tender
closed on February 2, 2014, and offers must remain valid until February 6, 2014.According to trade sources,
Argentine rice was offered lowest at $703.80 per ton cif free out (ciffo), Uruguayan rice was offered lowest at
$713 per ton ciffo and U.S. rice was offered lowest at $725.60 per ton ciffo. No purchase has yet been made in
the tender.

Namibia Focuses on Full-Scale Rice Production

Traditional rice importer Namibia is planning to get into full-scale rice production soon to improve food
security of the country, according to local sources.An agricultural research technician in the Ministry of
Agriculture, Water and Forestry (MAWF) told sources that the completion of modern infrastructure at the
Kalimbeza National Rice Project near Katima Mulilo will allow Namibia to increase its rice production and
boost the country's food security.The MAWF technician says that harvest of three varieties of rice - as part of
trial farming under the Kalimbeza National Rice project - will end by February 2014.
The MAWF is targeting 75 tons of rice from 30 hectares, which is equivalent to an average of 2.5 tons per
hectare under the project. Two short rice varieties, Irga and Angola, are expected to reach the local market by
March 2014 and a long variety Supa is expected to reach by May 2014. If this goes off as planned, the Ministry
will extend the production to around 220 hectares, MAWF says.The project also aims at completing the
warehouse, which includes a storeroom, a processing plant, a research laboratory, a milling machine, and the
office complex. The partnership between University of Namibia (Unam) and universities in rice expertise such
as Nagoya in Japan and Gadja Mada in Indonesia is expected to equip Namibians with the necessary skills and
competencies to increase rice production in the country.

India Denies Export of Subsidized Grains at WTO

The Indian government has denied the charges by some countries including the U.S. and Pakistan that India
exports subsidized rice and wheat grains, according to local sources.In a meeting of the WTO's Committee on
Agriculture on January 29, 2014, the U.S., Pakistan and Canada had questioned India whether its grain exports
followed the World Trade Organization (WTO) rules. While Pakistan questioned India's rice export figures and

6. asked how basmati and non-basmati were graded, the U.S. and Canada asked whether India contracted price for
wheat exports was lower than the floor price and lower than the U.S. and Canada wheat export prices.However,
India has denied such claims.
Government sources say India was not exporting subsidized grains and is complying with all international
norms. They added that India will send its response with supporting data in the next few weeks.The
development comes less than two months after the WTO's ninth ministerial conference in Bali, Indonesia,
where India succeeded in renegotiating the agreement related to food subsidies. Developed countries led by the
U.S. had opposed renegotiating the agreement on agriculture subsidies nearly two decades ago as there were
concerns that international markets may be flooded with subsidized grains. However, getting that deal was
important for India keeping in view its cost of building stocks for food security. According to the deal, there
would not be legal action on the developing countries for breaching farm subsidy limits, which were fixed at
10% of total produce, on items covered under the country's food security programs.Trade experts expect India
to breach the WTO prescribed subsidy limits once it fully implements its Food Security Program. Experts say
that developed countries may target India’s future grain exports and may even seek damages or restriction on
shipments because India got the deal without the support of the developed countries.

Indonesia Agriculture Professor Urges Philippines to Redefine Self Sufficiency in

Former Indonesian Agriculture Minister and Professor, Dr. Sjarifudin Baharsjah, has urged the Philippines to
redefine its self sufficiency in rice policy and consider availability of natural resources and poverty levels in the
country.Citing the Indonesian experience, Dr. Sjarifudin Baharsjah says the rice self-sufficiency policy of the
Philippine government should continue as it improves the economy of the country, but warns that the policy
might lead to dire consequences if not designed properly. He says Indonesia achieved rice self-sufficiency
through Green Revolution technology with the support of the government, but the Indonesian experience shows
how government policy along with opening of the domestic market leads to poverty and unemployment in rural
areas.
Dr. Sjarifudin Baharsjah says the Philippine government has to redefine their program addressing the
“agriculture economic involution” of the rural areas as most of the country's population lives in rural areas. He
adds that a self-sufficiency program should be based on the actual availability of natural resources and the best
possible agricultural practices being adopted. Such a program would ensure production of enough food for the
country, higher farm income, welfare of farmers and contribute in national development.Dr. Baharsjah was
recently awarded with the 2013 Dioscoro L Umali Award in Agricultural Development. The Umali Award is a
collaboration between the Southeast Asian Regional Center for Graduate Study and Research in Agriculture
(SEARCA), the National Academy of Science and Technology (NAST) of the Philippines, and the Dioscoro L.
Umali Foundation (DLUF).

Philippines NBI to Reinvestigate 2010 Rice Smuggling Reports

The National Bureau of Investigation (NBI) in the Philippines has formed a task force to reinvestigate reports of
alleged rice smuggling in the country in 2010, in accordance to Justice Secretary Leila de Lima’s order to
reopen the probe, according to local sources.The task force includes the NBI's anti-graft division and its
regional office in Metro Manila. According to local sources, the task force held its first conference on January
30, 2014 in which some officials of the National Food Authority were questioned.
The probe assumes significance because several consumer groups have questioned both the government’s and
the NFA's role in the rice smuggling in the country. Recently, a consumer group alleged that the NFA issued
import permits to rice traders linked to smuggling activities, while another group alleged of the Agriculture

8. Secretary’s involvement in the illegal activities in rice smuggling.The Commission of Audit (COA) has already
begun a fraud audit of the NFA, and is auditing the transactions of the NFA in the last seven years. According
to the COA Chairman, the audit found "some badges of fraud" in the NFA transactions. However, the
Department of Agriculture (DA) has denied allegations of collusion with rice smugglers.

Improving Hybrid Rice Grain Quality, Yield is Vital for U.S. Louisiana State Rice
Producers, Says LSU AgCenter Director

Improving grain quality and yield of hybrid rice is the major challenge for rice producers in Louisiana state, in
the U.S., in 2014, according to the Louisiana State University AgCenter Research Station Director.The LSU
AgCenter Director told local sources that improving both grain quality and yield of rice hybrids is important for
the Louisiana state rice producers as the state produced a record 8.15 tons of rice per hectare in 2013 and this
year the rice acreage is expected to increase further. He says that though hybrids have a significant yield
advantage over the pure line varieties, hybrids have lower whole grain yields after milling and more chalk in the
milled rice kernel.
The AgCenter scientists are therefore working to enhance the yield of these hybrid varieties while improving
the grain quality and appearance, he adds.The LSU AgCenter Director also said that this year more emphasis
would be given to growing medium type grain in the state as it is attracting a premium compared to long grain
types. He said the Louisiana rice is exported to many countries and expressed confidence that up to 70% of the
Louisiana rice crop can enter the export market in the next few years. He emphasized that the state’s rice
growers could partner with China, which has been boosting its rice imports in recent years, and it could be an
excellent market for Louisiana produced rice in the coming years. He also added that more young people are
taking up rice farming in recent years and it is a good sign for the state’s rice industry.

Awaiting Iraqi Tender Results

The U.S. cash market was uneventful today as sleet covered parts of the U.S. mid-south inhibiting the
movement of rice. The market is currently waiting for the results from the latest Iraqi tender and early reports
indicate that the U.S. was more than $20 per ton greater than the cheapest South American Offer. Analysts
expect that we should have the final results by Friday.
New crop offers could still be found today around $13.33-$14.44 per cwt fob farm (about $294-$318 per ton)
depending on where they are located while most bids were said to be near $13.00-$13.33 per cwt fob farm
(about $287-$294 per ton).As for old crop, offers could still be found as low as $15.55 fob farm (about $343 per
ton) although most farmers have now set their sights on $16.11 per cwt fob farm (about $355 per ton) or higher.
Bids from larger mills decreased again today to around $14.80 per cwt (about $326 per ton) while bids for
exporters could still be found around $15.50 per cwt (about $342 per ton), both for February through March
delivery, however there were no trades reported today.

U.S. Senate Passes Five-Year Farm Bill, Finally

Monday evening the U.S. Senate passed the new five-year Farm Bill 72-22 after two years of debate and
revision. The Congressional Budget Office (CBO) is expected to release an updated budget forecast
Tuesday. In early March, the government will set crop insurance premiums for Midwest corn states for the
2014 crop year, and CBO will update the budget at that time.

11. Zanzibar Farmers Disappointed with ‘New Rice For Africa’ Seed

The acting minister for Agriculture and Natural Resources reports that rice farmers in Zanzibar aren’t pleased
with the NERICA (New Rice for Africa) seed rice they’ve been asked to plant. For the last four years Zanzibar
farmers have been encouraged to grow NERICA rice, which is a hybrid of high-yielding Asian rice and diseaseresistant African rice. The Agriculture minister rejected claims that the rice struggles to grow in Zanzibari soil
and said farmers don’t like it because “it does not have a pleasant aroma.”Zanzibar is trying to achieve food
self-sufficiency but currently grows only 16% of the 80,000 tons of rice consumed there annually. The
government and organizations such as Feed the Future are trying to increase irrigation from 700 hectares in the
country to 8,500 hectares by 2017.

IRRI to Launch New Crop Plating Resource Tool – ORYZA3000

Farmers from Indonesia, the Philippines, Thailand, and Vietnam will soon have a new resource to help them
plan crop plantings. Scientists working with the International Rice Research Institute (IRRI) in the Philippines
are refining the current computer program (ORYZA2000), which provides information such as rice yield
estimates for a given planting period based on data such as temperature, wind speed, and precipitation.
Japanese researchers have worked to speed up the ORYZA2000 program and better account for monsoons and
climate change. The result is a new program called ORYZA3000. It’s creators say the biggest challenge now
facing the effectiveness of ORYZA3000 is the availability of meteorological data and data collection from the
rice fields.IRRI has made ORYZA2000 source code available in the public domain so that anyone can use it
and adapt it. The source code for ORYZA3000 will not be made public.

Another Thailand Election Expected after Protests Disrupted Voting; Mortgage
Scheme to End this Month

Thai citizens were looking forward to some resolution this week as they head to the polls for national elections,
but unfortunately the Election Commission has said that election results are inconclusive. In 11% of electoral
districts, protests disrupted the democratic process to the point of preventing a final tally. The protests were
violent this weekend, with seven people injured on Saturday, the day before elections, when rival factions
entered into a gun battle in Bangkok. Many protestors are showing their displeasure with the current Prime
Minister, Yingluck Shinawatra.
