Estas diretrizes consolidadas apresentam algumas recomendações novas e já bem fundamentadas sobre cuidados pós-natais de rotina para mulheres e neonatos que recebem cuidados no pós-parto em unidades de saúde ou na comunidade, independentemente dos recursos disponíveis.
É fornecido um conjunto abrangente de recomendações para cuidados durante o período puerperal, com ênfase nos cuidados essenciais que todas as mulheres e recém-nascidos devem receber, e com a devida atenção à qualidade dos cuidados; isto é, a entrega e a experiência do cuidado recebido. Overall life span (LS) was 1671.7±1721.6 days and cumulative 5YS reached 62.4%, 10 years – 50.4%, 20 years – 44.6%. 94 LCP lived more than 5 years without cancer (LS=2958.6±1723.6 days), 22 – more than 10 years (LS=5571±1841.8 days). 67 LCP died because of LC (LS=471.9±344 days). The U.S. cash market was mostly quiet today with sellers holding out for better prices, hoping that fresh
demand to show up and drive prices higher, however most buyer remain reluctant to pay up. Meanwhile, the
cost of loading out warehouse receipts for some buyers is currently less than most offers from farmers, and as a
result, there were 8 warehouse receipts canceled overnight leaving only 187 on the exchange (17,017 tons).
As of today, old crop offers could still be found around $15.55 fob farm (about $343 per ton) although most
farmers are looking to net $16.11 per cwt fob farm (about $355 per ton) or higher. Bids from larger mills were
unchanged today to around $14.85 per cwt (about $327 per ton) while bids for exporters could still be seen near
$15.55 per cwt (about $343 per ton), both for February through March delivery, although smaller mills were
still reported to be bidding as high as $16.00-$16.25 per cwt (about $359 per ton) for prompt delivery although
no trades were reported.

global rice trade will receive a boost in 2014 due to higher shipments to Far East Asia (mainly China, Indonesia,
the Philippines, South Korea, Bangladesh, Japan, and Malaysia). Rice exports to Far East Asia are forecast to
increase around 15% y/y to about 11.5 million tons in 2014, up from around 11 million tons in the previous
year.
IGC says, China is expected to buy around 2.6 million tons in 2014 (up from 2.5 million in 2013) and double
the prior five-year average of 1.3 million tons. Indonesia’s rice imports are forecast to increase by 500,000 tons
or about 71% to around 1.2 million tons in 2014 mainly due to government efforts to build rice reserves. In the
Philippines, rice imports are projected to reach around 1.6 million tons in 2014, up about 128% from around
700,000 tons of rice imports last year.Among exporters, India is likely to be the top rice exporter again in 2014,
but shipments are expected to decline to around 9.3 million tons, down about 10% from an estimated 10.4
million tons in 2013 mainly due to the introduction of the National Food Security Act. Vietnam’s rice exports in
2014 are expected to recover to around 7.3 million tons in 2014, up about 9% from around 6.7 million tons in
2013.
Thailand’s rice exports are expected to recover by more than 20% y/y in 2014 to around 8.2 million tons,
compared to around 6.7 million tons in 2013. Pakistan’s rice exports are unlikely to change from 2013 levels of
around 3.2 million tons, while U.S. rice exports are expected to increase by around 200,000 tons y/y to around
3.4 million tons, IGC says.
Global rice production is expected to reach around 470 million tons in 2014, slightly more than the previous
year’s 469.4 million tons, while global rice consumption in 2014 is forecast at 471.4 million tons, up about 1%
from an estimated 467 million tons in 2013. Ending stocks in 2014 are expected to reach around 107.9 million
tons, down about 1.5% from beginning stocks of around 109.5 million tons.

30,000 tons of rice from Uruguay.
Italy Considers New Bill for Rice Labeling

A new bill is under review for updating the labeling system for Italy’s rice. The bill could be approved by
Italian Parliament within the month of February following a recent meeting in Milan, at Ente Nazionale Risi,
the National agency for rice.Local sources say the existing bill needs to be updated since it dates back to 1958,
but an agreement has not yet been reached within the Italian rice industry.
The struggle, local sources say, rages between millers on one side, and seed breeders and one of the national
agricultural associations that include also rice growers on the other. In the middle, two of the other agricultural
unions, Cia and Coldiretti, are trying to reconcile the different positions. The old bill requires millers to label
packaging with the selling name designated for each variety: these names are fixed by the Parliament. However,
the list for labeling has not been updated regularly, and as a result, there are varieties being used on labels which
are not even grown at this time. A draft of the bill proposes two different lists of names: 1) traditional varieties,
consisting of about 8, including the most popular/familiar with customers, and 2) international rice names, such
as long, round, medium, to be voluntarily accompanied by the name of the variety.
Millers want to follow this path, but a part of the growers and seed breeders fear that this could reduce quality
and destroy Italian tradition since they say the move away from the current system will reduce the need for
certified seeds.A version of the bill, now suspended, has even been inserted in a draft of the Legge di stabilità,
one of the most important economical bills of the Italian State, but is still being discussed.

Bangladesh Rice Farmers Concerned Over Increasing Production Costs

Rice farmers in Bangladesh are worried their returns may shrink in this year due to rising production costs and
higher supplies.Rice farmers in Bangladesh say they received an average of around Tk 1,450 (around $190) per
ton against their investment of around Tk 1,500 (around $196) per ton in the last Boro (main crop, November May) season. This year, farmers fear returns could drop further due to high production costs which could push
Boro crop production costs by at least 20-30% this year.
According to the country's Department of Agriculture Extension (DAE), fertilizer costs have gone up around
25% from Tk 16,000 (around $200) per ton to about Tk 20,000 - Tk 22,000 (around $250 - $280) per ton due to

6. uncertainties in supplies in the last two months. Labor cost, which increased during the Aman season (May –
December), is still high and the farmers are concerned about paying higher costs both during the plantation
period and the harvesting period. Seeds costs stand at around Tk 360 per 10 kilograms (around $470 per ton),
which is about 44% higher than last year’s price of Tk 250 per 10 kilograms (about $327 per ton), and farmers
have to pay 30-40% more for the irrigation pumps owners.Meanwhile supplies are likely to increase this year.
According to the DAE, the 2014 Boro production target stood at 18.9 million tons from an area of 4.8 million
hectares, but the Boro transplantation is running much faster than usual. About 50% of the transplantation target
of Boro paddy is complete so far this season when only 40% was covered during the same period last year. The
DAE says that 420,000 hectares of seedbeds have been prepared against the target of 400,000
hectares.Bangladesh economists say the government should procure at least 1.5 million tons of rice in this
season to ensure that farmers are not affected by low prices and high production costs. According to local
sources, the government procured about 800,000 tons of Boro rice in 2013 against a target of around one
million tons.

Cambodia shipped 21,536 tons of rice in January 2014, according to data from the Secretariat of One Window
Service of Rice Export Formality (SOWS-REF). This is slightly behind last year’s average rice export shipment
pace of about 31,000 tons per month when Cambodia shipped 378,856 tons of rice in all of 2013; however, as

7. data from 2012 and 2013 show, Cambodia’s rice exports in January are lower than the year’s average and
shipments typically rise as the calendar year progresses.
Nearly half of the rice shipped in January was Jasmine rice and the five biggest destinations were France, the
Netherlands, Poland, Malaysia, and Gabon. Interestingly, Thailand did not make the list of top 32 destinations,
suggesting export flows to Thailand have slowed amid news the Thai rice mortgage scheme will end at the end
of February 2014. In 2013, Thailand was the sixth highest destination market for Cambodian rice, importing
about 23,550 tons of rice via official channels, in addition to unknown amounts of rice and paddy via unofficial
cross border channels.

FAO Aromatic Rice Price Index Declines 1.5% Month-on-Month in January 2014

The FAO rice price sub-index for aromatic rice in January 2014 stood at 263 points, down 4 points or about
1.5% from 271 points in December 2013.According to the FAO, average export prices of Thailand fragrant rice
stood at around $1,146 per ton in January 2014, down about 1.5% from around $1,163 per ton in December
2013. Average Pakistan basmati rice export price declined to $1,396 per ton in January 2014, down about 1%
from $1,411 per ton in December 2013.
The Indica high quality sub-index declined by 2 points to 212 in January 2014, down from 214 points in
December 2013, and the Indica low quality sub-index declined to 198 points in January 2014, down about 4%
from 206 points in December 2013. The Japonica sub-index remained at December 2013 level of 226
points.Average rice export price of Vietnam 5% rice in January 2014 stood at around $401 per ton, down 5.4%
from $424 per ton in December 2013, while Thailand 5% rice prices declined by $2 to $449 per ton in January
2014,down from $451 per ton in December 2013. Thailand rice export prices for other varieties also declined in
January 2014. Thailand Parboiled 100% rice export prices declined by $3 to $459 per ton in January 2014 from
$466 in December 2013, and white 100% B Second grade rice export prices declined by $4 to $455 per ton in
January 2014 from $459 in December 2013. India 25% export prices declined by about 2.4% to $373 per ton in
January 2014 from $382 in December 2013.Overall rice price index in January 2014 stood at 223 points, down
by 2 points from 235 points in December 2013.

$15.315 per cwt (about $338 per ton) as of 8:00am Chicago time. The other grains are seen lower this morning
ahead of floor trading in Chicago: soybeans are currently seen about 0.2% lower, wheat was paused about 0.6%

8. lower, and corn is noted about 0.4% lower.U.S. stock index futures signaled a lower open on Wednesday, as
Wall Street considered the ADP employment report, which comes ahead of the government's nonfarm payrolls
report, out on Friday. Automatic Data Processing published its January report on private sector employment,
with 175,000 jobs created during the month.
Economists polled by Reuters had forecast 180,000 jobs were created during the month, down from 238,000 in
December. The ISM non-manufacturing index, which tracks monthly changes in the services sector, will be
released at 10:00 a.m. Analysts surveyed by Reuters predict activity crept up to 53.5 in January, from 53.0. Any
reading above 50 indicates expansion. After an exceptionally weak start to February, Wall Street closed higher
on Tuesday helped by some encouraging earnings and a steadier tone in emerging market currencies. The uptick
in the U.S. helped boost European and Asian shares early on Wednesday. U.S. stock index futures are currently
trading about 0.2% lower, gold is currently trading about 1.2% higher, crude oil is seen trading about 0.8%
higher, and the U.S. dollar is currently trading marginally lower at 8:00am Chicago time.

Thailand Rice Farmers Want Extension of Debt-Moratorium, Demand Rice

Thailand rice farmers have urged the Caretaker government to extend the debt-moratorium, which it offered in
2011 when the great flood hit all regions of the country, by another three years, according to a local
daily.Chairman of the Thai Farmers Association said that he and co-leaders of rice grower's groups nationwide
will submit a letter to the Caretaker government and the Bank of Agriculture and Agricultural Cooperatives
(BAAC) requesting a further debt moratorium. An extended debt moratorium would offer alternative means of
protecting farmers from further financial burdens, he added.Rice farmers are also demand that the government
should sell rice from its stockpiles even at lower prices to generate money to pay them.
Farmer groups protesting on highways say they know that the government does not have money to pay them
and also has limited powers to raise further funds, but must protest to let the government understand that
farmers do not have money to invest in the next crop. They also warned that if the stock pile of nearly 18
million tons of rice is not cleared, the prices for next crop would be seriously impacted. One of the farmer
groups’ leader urged the BAAC to allow farmers to borrow against their pledging contracts as promised and
said the BAAC could deduct their dues once the money is transferred.The caretaker government is planning to
sell around 400,000 tons of different grades of rice in an auction this week at a median price based on the global
rice price. The government sold around one million tons of rice in January 2014, of which around 860,000 tons
were sold to private players who had export orders and another 110,000 tons were sold through the Agricultural
Futures Exchange of Thailand. However, the recent cancellation of a contract to sell 1.2 million tons to China
has dealt a blow to the Caretaker government plans to raise funds to pay farmers.

9. Indonesia State Audit Board to Investigate Non-Specialty Vietnam Rice Imports

Indonesia's State Audit Board (BPK) says it will investigate the controversial import of about 16,000 tons of
non-specialty rice from Vietnam last year from all perspectives, according to local sources.The BPK audit team
will investigate the matter from three angles - whether or not the 16,000 tons of rice were imported legally;
whether or not the rice import led to state losses; and whether or not the regulations of the trade and agriculture
ministries were correlated, according to a BPK member. Although the Trade Ministry stated that it issued the
import permit based on a recommendation from the Agriculture Ministry, the BPK member says that the
Agriculture Ministry denied issuing any such recommendation.
Indonesia's Trade Minister, who resigned from his position on January 31 citing interest to take part in the
Democratic Party presidential convention, said the issue of imports was politicized and he was ready to face
BPK questioning. “There are many aspects in the rice importation case that are political, one of which was
connected to my resignation as a trade minister,” he stated.The Trade Minister resigned last week, after the
country's Chief Economic Minister ordered the Trade Ministry and the Agriculture Ministry to investigate the
alleged abuse of rice import permits. The Chief Economic Minister clarified that only Bulog is permitted to
import non-specialty rice and the government had never issued a permit for individuals to import rice. Since the
Vietnamese rice complied with all standing procedures and rules, the Chief Economic Minister said the import
permits could have been abused. The BPK may also investigate the case from this angle.

Thailand Rice Pledging Scheme a Boon for Myanmar Rice Smugglers?

Thailand's rice pledging scheme has benefited smugglers from the neighboring Myanmar, according to local
sources.The rice pledging scheme has proved very costly to Thailand's tax payers, but is attractive to the rice
smugglers in Myanmar’s border town, Myawaddy. Smugglers there are taking advantage of the substantially
higher grain prices in Thailand. According to local sources, while the smugglers get about $520 for per ton for
rice in Myawaddy, they get around $920 per ton in Thailand.
Rice smugglers from Myawaddy reportedly bring loads of rice, which they describe as chicken feed, in boats
through the Moei River that separates Myawaddy in Myanmar from the neighboring Thai town of Mae Sot. The
smuggled rice is entering the Thailand town with the knowledge of Myanmar soldiers, sources say. Local
Myanmar smugglers are not afraid of being caught and they give a share of their earnings to the army officials
as bribe.It is estimated that nearly 750,000 tons of rice was smuggled into Thailand last year. Thailand

Philippines Government to Shift Focus from Rice Self-Sufficiency to High-Value

The Philippines government is planning to shift its focus from rice self-sufficiency to encourage farmers to
grow alternative, high-value crops, according to local sources.The Cabinet has taken the decision to increase
productivity of the entire agricultural sector and there would be no singular focus to increase productivity of
rice lands alone, according to the Communications Secretary. He says, “By itself, the rice self-sufficiency target
is a worthy objective, but it cannot also by itself increase the productivity of the entire agricultural sector.” The
Chairperson of the Senate Committee on Agriculture and Food supports the government's decision and says
planting of alternative, high-value crops would boost agricultural production and eventually increase the income
of farmers.

11. The Cabinet decision is likely to invite severe criticism as the country is grappling with the issue of rice
smuggling and imports over one million tons of rice yearly. Already a farmers' group has cautioned the
government that shifting the focus from rice self-sufficiency policy would lead to heavy rice importation and
smuggling. Some opposition party members say a shift in the rice self-sufficiency policy would be
counterproductive and would work towards restoring the National Food Administration’s (NFA) monopoly on
the country's importation of rice.In response, the Communications Secretary clarified that the government was
not abandoning the rice sufficiency policy but was only shifting the focus towards high-value crops. He also
said that the government would set up courts for tax evasion and smuggling cases.
Earlier this week, the Indonesian Agricultural Professor Dr. Sjarifudin Baharsjah urged the Philippines
government to continue the rice-sufficiency policy but redefine it by considering the availability of natural
resources and poverty levels in the country. The Philippines government missed its target of rice selfsufficiency by 3% in 2013 after typhoon Santi devastated Central Luzon during the harvest season last year.The
USDA estimates rice production in the Philippines to reach around 11.64 million tons in the MY 2013-14, about
2% more than 11.43 million tons in the MY 2012-13. The USDA estimates the country to import about 1.2
million tons of rice in MY 2013-14, around 14% less than 1.4 million tons in the MY 2012-13.

Laos Second Rice Crop behind Target

Laos wrapped up its main (wet season) rice crop in December and in January planted its second (dry season)
rice crop. However the current crop is behind schedule and acreage may be lower than last year due to farmers
planting alternative crops - watermelons, beans, eggplants, tomatoes, and chilies, according to the state-run
newspaper Vientiane Times, in hope of higher returns compared to rice. Budget problems have left many
irrigation systems in poor condition after destructive floods last year, according to local sources.
The Ministry of Agriculture and Forestry in Laos reports farmers have only planted about 44,100 hectares of
rice so far this season, down from a target of 126,000 hectares. Annual rice acreage in Laos is about 870,000
hectares, according to the USDA. Laos produced about 3.5 million tons of paddy in 2013, according to FAO;
the USDA estimates Laos’s 2013 paddy production much lower at about 2.4 million tons in 2013.

12. driving the market in their favor. Technically the short term trend continues to call for lower prices, as
confirmed by the negative slope of the faster moving 20-day and 50-day moving averages.
However, the market was unable to break below yesterday’s session low of $15.285 per cwt (about $337 per
ton), a sign that a near-term low may have been put in place on Monday at $15.250 per cwt (about $336 per
ton). A crossing below this level would be seen as a further bearish development and would indicate that prices
should move to test multi-week lows near $15.200 per cwt (about $335 per ton). Today’s losses were also likely
limited by a mostly firmer grain complex; soybeans closed about 0.2% higher at $13.1625 per bushel; wheat
finished about 0.5% higher at $5.8750 per bushel; and corn finished the day about 0.3% higher at $4.4325 per
bushel.U.S. stocks turned mixed on Wednesday as a better-than-expected report on the service sector helped
neutralize data that had companies adding slightly fewer employees to their payrolls than anticipated in January.
Private employers added 175,000 jobs in January, slightly below the gain of 180,000 estimated by analysts.
December's increase in jobs was revised lower to 227,000 from an initial 238,000. The report comes two days
before the government's nonfarm payroll report, a gauge that includes public and private-sector employment.
The Institute for Supply Management's non-manufacturing index for January came in at 54.0, showing
expansion at a more rapid rate in January.
Erasing losses that had it down 104 points early on, the Dow Jones Industrial Average was lately mildly higher,
up 0.1%. The S&P 500 was little changed, with telecommunications hardest hit and technology faring best
among its 10 major sectors. The Nasdaq lost 0.3%. The Federal Reserve Bank of Philadelphia President said
Wednesday he anticipates the U.S. economy will expand 3% this year as the unemployment rate declines to

trading about 0.5% higher, crude oil is seen trading about 0.2% higher, and the U.S. dollar is seen trading about
0.1% lower at about 1:00pm Chicago time.Tuesday, there were 606 contracts traded, down from 2,035
contracts traded on Monday. Open interest – the number of contracts outstanding – on Tuesday increased by 92
contracts to 8,121.

The Federal Government of Nigeria has the best rice production policy in the country's history, according to the
former Minister of Justice and Attorney General of the Federation, Michael Aondoakaa.Aondoakaa, who is also
the Secretary of the Rice Processors Association of Nigeria (RIPAN), says the successes recorded in the
country's rice production sector are unprecedented. The government's policies are articulate and well-defined,
and the government's Agricultural Transformation Agenda (ATA) helped increase the number of integrated
mills in Nigeria from one to 15 through the Growth Enhancement Support (GES) scheme, he says.

to the country's economy. Some of the government’s policies like hiking import duties to discourage rice
imports were criticized as they led to rice smuggling through land borders.
According to the USDA, Nigeria’s rice imports in the MY 2013-14 are estimated to reach around 3 million tons,
up about 3.4% from about 2.9 million tons in the MY 2012-13. This is mainly because the projected increase in
rice production in the MY 2013-14 falls short of consumption requirement. According to the USDA, Nigeria’s
rice production in 2013-14 is expected to reach around 2.7 million tons, up about 12.5% from previous year's
production of about 2.4 million tons. However, rice consumption in Nigeria is projected to increase to around 6
million tons in 2013-14, up about 11% from around 5.4 million tons in the previous year.

14. Myanmar Ships 6,000 Ton Rice to Japan, Targets Higher Exports

Myanmar’s Agribusiness Public Corporation (MAPCO) has announced that it will export 6,000 tons of rice to
Japan in May. The rice has already been awarded in a tender and is the second shipment for Japan from
Myanmar. Myanmar is trying to grow higher quality rice in efforts to export more to Japan, China, and Africa.
They are also exporting rice to the EU due to favorable tariffs and regulations.Last year, MAPCO exported
5,000 tons of high-quality rice to Japan, and that was the first time Myanmar exported to Japan in 45 years.
