• The purpose of this program is provide instruction, practical application,
and validation against the Active Shooter threat as it applies to
USACAPOC (A), civilian, and military personnel of Lexington Reserve
Center.
• The Active Shooter threat is real with increasing frequency. This type of
attack only requires minutes for the shooter to engage available targets. It
is imperative that personnel be able to apply force protection measures
required to mitigate the loss of life when operating in this scenario. This
type of threat continues to be problematic in the Military and Civilian
sectors. For this reason, the Department of Defense mandated annual
training for all its personnel.

To ensure Soldiers within this Command and the Army Reserve
have the capability to present a stronger protective posture, and a
heightened awareness to building security against the insider
threat, and the Active Shooter. This program was developed to
provide instruction and validation of personnel response in an
emergency situation. This exercise will test the Command’s
emergency management systems and Crisis Action Command and
Control Procedures.
The desired end state is a complete understanding and application
of procedures, roles, positions, and functions required to protect,
and account for Army Reserve military and civilian personnel in an
emergency situation.

902nd
MI GP was notified via the Fayetteville, NC Police department that a
group of individuals under investigation who had appeared to be
Homegrown Muslim extremists turned out to be four Soldiers belonging
to the 82nd
Airborne Division. The 902nd
MI GP along with the 82nd
ABN
Criminal Investigation Division conducted a joint investigation based on
the information provided by the Fayetteville Police. Through surreptitious
investigation they discovered a plan to stage an attack against one of
several Army Reserve units within the Twin Cities area. The 407th
CA BN
was selected because of their support of U.S forces conducting
operations in the Horn of Africa (HOA). The 902nd
MI and CID apprehended
the Soldiers, as well as the contents of their barracks rooms. It was
discovered that the Soldiers were networked through a social media site
with several persons of interest in Somalia from the terrorist organization
Al-Shabaab . The individuals planned the attack and requested funding
and backing from local Somalian groups located in North Minneapolis.

•Once the contact transferred the funds via Pay Pal, two of the four Soldiers
traveled to Minneapolis, MN. The purpose of this trip was to meet with a
local Somalian groups who agreed to carry out the attack. One of the
Somalians worked for a company that had gained prior access to several
facilities while working on the Air Conditioning and Heating systems.
Through intensive interrogation and investigation, it was determined that
April 2015 was the month highly probable for the attack, however, the exact
date, time, and method was unable to be attained. The information was
further disseminated to the 378th
MI CO, Fort Snelling, 88th
RSC, Minnesota
Fusion center, FBI, and the Ramsey County Sherriff Department for
awareness and assistance in the investigation. The information was also
passed to the United States Army Reserve Command’s Antiterrorism section
for further disseminated to all Army Reserve Centers in the Minnesota area.

• This exercise is divided into five phases.
• During each of the five phases specific training objectives are
required to be accomplished prior to advancing to the next. If the
objectives are not accomplished, and the participants are not
completing the objectives satisfactorily, the controller will assist
with a (Pause Ex) in order to review the appropriate steps and
associated tasks. The controller should only stop the play to assist
the players with the way forward. Minuscule deviations of the
associated tasks will be corrected by enhancing the scenario and
increasing the difficulty via MESL insertion from the white cell

Phase I - Red
Initiates with gunfire from the shooters. Lock down procedures, internal
emergency notification, and activation of the emergency response system (call
911). Red Phase terminates when the shooters are neutralized and IEDs are
removed.
Phase II – Yellow
Initiates when Law Enforcement begins controlled evacuations and interviews of
the personnel involved in the incident. Yellow Phase terminates when all
personnel reach the assigned assembly area.
Phase III – Orange
Initiates when the last person reaches the assembly area. Which begins the
accountability and recovery phase. The 407th
CA BN will Initiate an Incident
Command Structure to manage emergency operations. This phase concludes
when all personnel are accounted for and a recovery / sustainment plan has been
developed
Phase IV – Blue
Initiates when the unit reports the PERSTAT, and recovery / sustainment plan to
the 308th
CA BDE. In addition, the 407th
CA BN ensures that a PERSTAT is
reported through all of the additional units Command chains as well. The 308th
CA BDE transmits to 353rd
CACOM and then to USACAPOC(A) G-3 / EOC. The unit
initiates sustainment / recovery operations. This phase concludes on receipt of
information by USACAPOC(A).
Phase V – Green
Initiated when the USACAPOC(A) G-3 / EOC receives the information, processes
the information internally based on SOP. Once the transmitted plan is approved,
the G-3 will call and advise acknowledgment and approval. The exercise
terminates when the G-3 approves the plan and transmits the information to the

• PHASE 1 (Red Phase) (Active Shooter Team) (ASTM1)
– Active Shooter (ASTM1) will enter through a main door on the South
side of the building. On entry the shooters will head to left hallway
and engage all available targets.
– Active Shooter (ASTM1) will continue to move North to the left and
engage targets as available.
– Lexington Reserve Center personnel initiate Active Shooter (AS) lock
down measures and Emergency Internal Notification (EIN).
– Following Emergency Internal Notification (EIN), personnel will
activate the Emergency Response System (911) (Simulated /
Controlled).
– Ramsey County Sherriff Department Communications will dispatch
Police, Fire, and EMS. On arrival RSD conducts movement to contact
procedures, initiates the preliminary IC structure. Once the shooter is
neutralized, Red Phase terminates.

– Active Shooter Teams will place two IEDs and one VBIED in three
common areas through out the LRC campus area.
– One IED will be detonated and cause mass casualties. The remaining
explosive devices will be identified and properly dealt with
– Service Members will use medical training to assist with injured
personnel.
– Following Emergency Internal Notification (EIN), personnel will
activate the Emergency Response System (911) (Simulated /
Controlled).

• PHASE 2-A (Yellow Phase)
– Following the neutralization of the Active Shooters and all bombs are
removed. RCSD conducts a controlled evacuation by clearing the
building room by room.
– RCSD will issue instructions to personnel and conduct a brief inquiry
of the situation. Once the investigative inquiry is complete,
personnel will report to the predetermined Assembly Area (AA).
Assembly Area accountability is directed in the building Emergency
Action Plan (EAP).
– Objective: To validate personnel utilized lock down procedures as
instructed, and understands that in the Active Shooter scenario the
evacuation is completely controlled by Law Enforcement.

• PHASE 2-B (Yellow Phase)
– RCSD clears the building.
– When clear Local FD executes their missions.
– EMS has 20+ casualties with varied degrees of severity.
– FSXP MED SEC and all BN 68Ws will assist with local medical services
within the Troche Area to conduct medical support of the injured
personnel.
– In this phase LRC personnel report to the AA for accountability.
– Objective: Personnel are must comprehend that they are not released
until the Police complete the interview phase of the investigation.
– Once released by the Police personnel are not permitted to leave the
area, all personnel must report directly to the Assembly Area for
accountability.
– This phase terminates following the arrival of all personnel to the
Assembly Area.

• PHASE 3 (Orange Phase)
– On arrival to the Assembly Area, the 407th
Civil Affairs Battalion will
establish and direct a unit level Incident Command Post (ICP).
– During this phase, formal unit level emergency operations begin.
Emergency operations will encompass the following:
• Incident evaluation (Including required sustainability equipment)
• Personnel accountability ( including a multi-unit PERSTAT)
• Building / Unit equipment status (including unit sensitive items)
– Objective: To set up a unit level Incident Command structure, account
for LRC personnel, assess equipment, and building status
– This phase terminates when:
– All personnel and equipment are accounted.
– After all equipment required for incident sustainability is in operation.

– The unit level Incident Command Post will finalize personnel
accountability, building, and equipment status. A recovery plan will be
produced which the Incident Commander will review. On approval the
Incident Commander will report a complete personnel, equipment, and
building status report and recovery plan to G-3, 353th
CA CMD and to the
88th
RSC’s Division of Emergency Services. Additionally, the Incident
Commander will ensure each unit establishes contact with their next
echelon. The Incident Commander will wait for approval prior to
executing the recovery plan. Additionally, the Incident Commander will
assist the 88th
RSC with requirements as necessary.
– Objective: This validates the units capability to do the following:
– Accounts for personnel, equipment, and develops a recovery plan.
– Reports accurate information to the next echelon.
– This phase terminates when a recovery plan is received.

– USACAPOC(A) EOC will transmit the unit’s information to the
USARC EOC (Notional). This will end the exercise.
– Objective: To exercise unit reporting to the next higher command.

In addition, the 407th CA BN ensures that a PERSTAT is reported through all of the additional units Command chains as well. The 308th CA BDE transmits to 353rd CACOM and then to USACAPOC(A) G-3 / EOC. The unit initiates sustainment / recovery operations. This phase concludes on receipt of information by USACAPOC(A). Phase V – Green Initiated when the USACAPOC(A) G-3 / EOC receives the information, processes the information internally based on SOP.
