in North Cotabato. The construction of rice terraces in North Cotabato began in July last year, when DA
12 hired rock wall-making experts Randy Albano and Sylvano Dumanghat from Batad, Ifugao to train AgriPinoy Rice team and local farmers on building of rice terraces.Mentioned training resulted in
the transformation of an idle, rocky, steep slope in a remote sub-village in Barangay Datu
Ladayon in Arakan town into a picturesque rice terraces.Since July, thirteen rice paddies have been
constructed in the area, four of which have already produced palay for local farmers.According to a staff
of the Regional Agriculture and Fishery Division, since the start of the project three batches of 15 farmers
and agricultural technicians have already been trained in rock wall-making.Besides those coming
from Soccsksargen Region, trainees also included participants from Zamboanga Peninsula, Northern
Mindanao, Davao and CARAGA regions as well as from the Autonomous Region in Muslim
Mindanao.During his visit to the rice terraces location in Arakan in July, Secretary Alcala noted that
the rice terraces could not only be a source of income to farming communities in remote and hard-tocultivate areas but could also be a means to boost local tourism.

Arakan is known for its waterfalls, caves, cold and hot springs and the 500-hectare Forest Wild Life Park in
Barangay Salasang..Barangay Datu Ladayon is also being shaped as a model community for agricultural
development where most of the agricultural commodities are cultivated and raised by the community in a
learning farm established by Lingkod Saka Inc.Initial reports indicate that in South Cotabato, Lake Sebu
and Tboli towns are interested in the establishment of rice terraces in their place.Aside from being
important agricultural production areas, both municipalities are also prime eco-cultural tourism

Punjab mulls policy to address paddy straw burning issue

Punjab Chief Minister Parkash Singh Badal today said the state government will soon evolve an economically
viable and farmer-friendly policy to address the problem of paddy straw burning in the state. He stated this
while inaugurating a two-day Stakeholders' Consultative Conference on Policy for Utilisation and Management

of paddy straw in the state here. Badal said the state has an abundant stock of biomass, especially of paddy
straw, which can be optimally used for producing power in the state. It will not only protect environment from
pollution hazards but will also ensure remunerative returns to farmers on paddy straw by ensuring its optimum
utilisation for power generation as a renewable source of non-conventional energy, he added."A farmer
friendly-policy should be formulated for an effective management and disposal of paddy waste in a productive
manner to benefit farmers who are now left with no other option but to burn the paddy straw recklessly, which
not only poses a major health hazard due to environment pollution but also results in the loss of soil fertility,"
Badal said.
Stating that the paddy straw burning issue is a national problem, the Chief Minister said he would soon take up
the matter with the Prime Minister and the Union Ministers of New & Renewable Energy and Environment &
Forests to bail out the state by sanctioning a project to deal with this problem. He categorically said that the
state alone could not cope up with this problem, adding that the Union government should come forward to the
rescue of Punjab government so that this problem could be tackled on top priority in an efficacious and resultoriented manner. Likewise, he also desired that he would soon take up the issue of enhancing quantity of
blending ethanol produced from biomass in petrol from existing content of 5 per cent to at least 10 per cent. The
Chief Minister said the state government could not merely resort to punitive and legal options while tackling the
situation arising out of paddy straw burning, rather it would have to come out with concrete and sustainable
solution keeping in view the interests of all stakeholders.

Vietnam's rice output to dip in 2014

Vietnam is projected to produce 43.4 million tonnes of paddy, or unhusked rice, this year, down 1.6% from
2013 as it cuts the area sown to rice in favour of other cash crops including corn, a state-run newspaper said.A
lower rice output would not affect export sales of rice, which is the biggest cash earner among agricultural
products for Vietnam, the world's second-largest rice export nation after India.

Cote d’Ivoire to increase rice production to address food insecurity
ABIDJAN (Xinhua) -- Cote d’Ivoire authorities and experts are banking on rice production to address the
perennial challenge of food insecurity.Addressing the media on Sunday, Yacouba Dembele, the director general
of the National Office for Development of Rice Farming (ONDR), said the country will redouble efforts to
achieve sufficiency in rice production by the year 2016.“We plan to produce 1.9 million tons of rice, against 1.3
million tons in 2013 and 700,000 tons in 2010,” Dembele said.He said the country was on the right path in its
quest to reduce rice imports. “Between 2012 and 2013, rice imports reduced by 30 percent,” he said.For several

months, several strategies for the development of rice farming have succeeded in Cote d’Ivoire and it is hoped
the good results will help address the need for food sufficiency and end food insecurity in the country.The
government, through ONDR, came up with a national strategy to develop rice farming between 2012 and 2020.
Its objective is to ensure sufficient rice production across the national territory by 2016.Rice constitutes the
most consumed cereals in the country, especially in the western region where it is considered as the staple food
for the population.To enhance rice farming in western Cote d’Ivoire, the West Africa Development Bank
(WADB) has funded several projects aimed at promoting local rice farming.According to WADB’s head of
mission in Cote d’Ivoire Lossou Gale Djibom, the projects to consolidate peace and social cohesion will see a
total of 3,000 hectares placed under rice farming.To achieve its objective of producing sufficient rice, Cote
d’Ivoire is counting on the support of its friendly nations such as China, which is a model in rice production
across the world.
During his recent visit to Cote d’Ivoire, China’s Deputy Trade Minister Li Jinzao announced his country will set
up in Yamoussoukro a pilot agricultural center that will specialize in rice production.Long before the visit by
the deputy minister, China had already provided technical and material support worth 3 million U.S. dollars to
Cote d’Ivoire’s program to improve rice production.Cote d’Ivoire produces 600,000 tons of rice every year, yet
the country consumes 1.5 million tons. This forces the government to import more rice to cover the
deficit.Analysts believe Cote d’Ivoire will be able to achieve its objective in rice farming, given the strong
mobilization of the government and private partners.

India's Basmati rice export to Iran reaches record high

India’s agriculture and processed food exports to Iran have more than doubled both in value and quantity terms,
in the last one year, mainly on account of an exceptional surge in Basmati rice exports. Consequently, this year
India’s export of Basmati rice export to Iran could be highest conceivable past.In value terms, India’s Basmati
rice exports to Iran increased by 137%, or nearly three folds, while in terms of quantity it increased by 77%,
between April and September 2013 and 2014, data from Agricultural and Processed Food Products Export
Development Authority (APEDA) show.“This year there has been a great surge in Basmati rice exports to Iran.
While the quality of rice exported from India has improved, there could be other reasons for the rise in exports.
It might be the reason that the Iranian government wants to stock up their inventory of rice,” said R Sundaresan,
Executive Director, All India Rice Exporters Association.After U.S. sanctions against Iran, India’ export to Iran
had suffered a setback. However, with Iran being a key oil supplier to India, both countries reached a new
payment mechanism in 2012. Under the method, 45% of India’ crude payments were made in rupees through
UCO Bank.

The rupee resources were being used for making payments for Indian export. Thus, with Iran unable to procure
food grains from other countries, India’s rice export has witnessed a surge in volume.About 85% of India’s
agriculture and processed food exports to Iran are on account of Basmati rice, which was affected after the U.S.
sanctions.Between April and September 2013, India’s total food exports to Iran was valued at Rs 7104 crore,
against Rs 3043 crore in the same period last year, a rise of nearly 133%, according to Apeda. In terms of
quantity, the amount of exports increased by almost 104% between April and September this year over the same
period last year.However, India’s brisk export to Iran may be checked by the recent deal of six major countries
(U.S., France, Germany, Britain, China and Russia) and Iran to ease Iran’s nuclear plans in lieu of temporary
relief over sanctions.

Rice price won't increase due to overstocks
The Ministry of Trade and Industry has relaxed the ban on importation of rice through the country’s
borders.The decision was taken after the Ministry considered a petition received from Ghana-Ivory Coast Rice
Importers to enable them clear the commodity.A statement signed by Nana Akrasi Sarpong, Acting Director of
Communication and Public Affairs at the Ministry and copied to Ghana News Agency on Thursday said, the
lifting of the ban would assist importers who have made financial commitments or advance payment for rice
from their suppliers abroad.The statement said in view of this, a stakeholders meeting between officials of
Ghana Revenue Authority (GRA), Rice Importers and officials from the Ministry have been schedule for
Tuesday, January 7.It said the meeting is expected to comprehensively review the importation of rice through
the Ivory Coast border and assess whether the importers pay the requisite duties or not.The Ministry therefore
implore officials of GRA to ensure that, the required taxes are paid to enable the Government realise the needed
revenue for national development.

BAAC can pay farmers

The state-owned Bank for Agriculture and Agricultural Cooperatives (BAAC) has cash in hand totalling 16
billion baht to fund the troubled rice-pledging scheme until next Friday, says a source.For rice farmers who
have yet to get paid, they must wait until the end of this month when the Finance Ministry seeks loans to the
state-owned bank, the bank source said.Under the ministry's plan, the Public Debt Management Office (PDMO)
is required to reinstate a plan to sell 13-billion-baht bonds, which was recently called off after failing to get a
cheap coupon rate. The proceeds would be used to pay farmers who have pledged rice for the main crop.From
Oct 1, when the main crop began, to Dec 18 last year, 8.4 million tonnes of paddy was pledged under the
scheme.
The main crop runs until Feb 28 this year.The source said the BAAC will likely receive another 10 billion baht
this month to pay farmer. The amount will come from rice sales supervised by the Commerce Ministry.Several
farmers who pledged paddy from the current main crop are facing late payments as funding is limited, while the
bank refused to use its own liquidity to finance the programme in advance without the National Rice Policy
Committee's approval to widen the 500-billion-baht outstanding spending limit. So far, the BAAC has already
paid around 40 billion baht to farmers, while tens of billions of baht remains unpaid.The rice-pledging scheme,
a major populist policy of the Pheu Thai-led government, has been heavily criticised for massive losses because
the pledging prices is around 40-50% higher than market prices.
