It is important to understand the current state and identify improvement opportunities. Step 2 is to design the program by defining the corporate mission/vision, business strategy, HR philosophy and total rewards philosophy statement. Step 3 is to develop the specific program elements by determining objectives, eligibility, goals, funding, plan structure and action steps.
