to bring all properties
— commercial as well
as residential — under
the tax net so that the
municipal corpora-
tion’s income grows
and it can provide bet-
ter services to people.
In a review meeting,
the LG also directed the
Municipal Corporation
of Delhi (MCD) to make
all its services related to
property tax filing, mu-
tation and building plan
sanction among others
IT-enabled by July 31.
LG expressed con-
cern that 65 per cent of
property owners in the
city paid no tax and di-
rected that all proper-
ties within the city lim-
its — commercial as
well as residential — be
brought under the tax
net, according to a state-
ment from the LG office.
An MCD official said
that the directions of
the lieutenant governor
will be complied with.
The civic body is mak-
ing all possible efforts
to boost its revenue and
widen its tax net.
The LG’s direction
came amid plans of the
MCD to collect tax from
major commercial es-
tablishments located in
unauthorised colonies
in Delhi.
The LG reiterated his
resolve to turn the fi-
nancial condition of
the MCD from red to a
robust one so that the
civic body could serve
the people in a better
way

CM reviews Delhi Govt’s

The counting will
begin at 8 am on Sun-
day, Delhi Chief Elec-
toral Officer Ranbir
Singh said.
“We have made all
the arrangements for
the exercise. The
strong room is fully se-
cured with a three-tier
security cover. The
counting centre has
been set up at ITI
Pusa,” he told PTI.
“Postal ballots will
be counted first, and
only those ballots
which have been re-
ceived from service
voters till 8 am tomor-
row will be considered
for counting. After
that, the EVM votes
shall be counted,” he
said. A separate special
box will be there for
counting of VVPAT
slips, he said. Accord-
ing to officials, 43.67
per cent of the male
electorate and 43.86 per
cent of female voters
turned up for the June
23 bypoll. The percent-
age of third gender vot-
ers stood at 50 per cent.

Chief Minister Arvind
Kejriwal chaired a high-
level meeting to review
the Delhi government’s
shopping festival pro-
ject during which the
tourism department
presented a detailed
blueprint of the initia-
tive, an official state-
ment said on Saturday
.
The shopping festival
is an ambitious initia-
tive proposed during
the city government’s
Rozgaar Budget.
Preparations are be-
ing made to organise
the first of its kind
shopping festival on a
large scale in Delhi, the
statement said.
A detailed blueprint
of the project was pre-
sented by the Tourism
Department during the
meeting, it said.
During the meeting,
Kejriwal emphasized
that the festival should
keep the emotion and
culture of Delhi in fo-
cus to attract more
people from across
the country and the
world.
The feedback re-
ceived from various
market associations in
Delhi was also placed
before the chief minis-
ter at the meeting.
There was also a dis-
cussion on how the
government aims to
make this initiative a
reality and bring it
in front of the world
after conducting analy-
sis of various shopping
festivals organised
in other countries, the
statement said.
The festival is an initiative proposed during government’s Rozgaar Budget

It was decided in the
meeting that the shop-
ping festival would be
organised keeping in
mind four major areas.
The shopping festival
will promote arts and
culture, food and cui-
sines and entertainment
as well as shopping
discounts and prizes.
Thousands of people are
set to get employment

also increase because of
the festival, it added.

has issued a circular stat-
ing that Delhi Right of
Children to Free and
Compulsory Education
Rules 2022 has been
amended, in a step to-
wards bringing back the
detention policy at
schools. It will come into
force as soon as it is noti-
fied in the gazette. Fol-
lowing the gazette notifi-
cation, the government
will release the manner
and conditions a child
can be held back in his
current class.
“In exercise of the
powers conferred by Sec-
tion 38, read with sub-
section 3 of Section 16 of
RTE Act 2009, the lieu-
tenant governor, hereby,
makes the rule to amend
the Delhi Right of Chil-
dren to Free and Compul-
sory Education Rules
2011.”

New Delhi (PTI): Ten
people, all women, were
arrested after a clash
broke out between a
group of women protest-
ing the opening of a liq-
uor shop in south Delhi’s
Tigri area and the shop’s
staff, police said on Sat-
urday. The incident hap-
pened Thursday around
8.30 am before the shop
was opened. The quarrel
started with a protest
staged by a group of local
women, who were appar-
ently against the opening
of the liquor shop in the
area, police said.
Officials said that the
police was already
brought in at the spot, as
they had got to know
about the protest, besides
the female staff, who
were deployed by the
owner of the shop.
As their demonstra-
tion got heated, the pro-
testers got into a fight
with the women staff of
Head Constable Ranjeet,
the beat officer of the
area, got caught in the
fight and his uniform
was also torn by those in
the crowd, the officer
said. The situation in the
area was brought under
control and medical of
the injured staff was
conducted at AIIMS
Trauma Centre, the of-
ficer added.
A case under several sec-
tions, including 146 for
rioting, was filed against
the 10 offenders booked.
“Ten accused have
been arrested in this
case. The situation in the
area is under control and
staff in sufficient num-
ber has been deployed to
avoid further tension,”
said Benita Mary Jaiker,
Deputy Commissioner
of Police (South).
Air pollution exacerbate burden on workers’ health

effects of breathing haz-
ardous air on a regular
basis are more frequent-
ly felt by people who
work outside. Confirm-
ing this, a recent study
found that workplace
exposure to ambient air
pollution and extreme
weather events exacer-
bate the overall burden
on outdoor workers’
health in the country’s
national capital.
Breathing difficulties
or acute lung function
impairment, irregular
heartbeat and chest dis-
comfort, back, shoulder,
and joint pains, eye red-
ness and irritation, and
finally skin rashes,
headaches, and overall
weakness were assessed
for three occupational
groups working in New
Delhi — autorickshaw
drivers, sweepers, and
vendors — who were ex-
posed to poor air quality
and the effects of ex-
treme weather during
peak summer and win-
ter months.
The study, titled
“Health impact assess-
ment of Delhi’s outdoor
workers exposed to air
pollution and extreme
weather events: an inte-
grated epidemiology ap-
proach,” was carried
out by doctors, scien-
tists, and academicians
from a number of repu-
table national institutes
and used a detailed
questionnaire in con-
sultation with medical
experts to understand
their perceptions of the
health effects of air pol-
lution and extreme
weather events on out-
door workers, as well as
a pulmonary function
test for reassurance.

New Delhi: The life of a 26-year-old man was saved
by a Delhi Police ASI, who got him timely medical as-

said on Saturday. Police
arrested the accused, Irfan,
45, allegedly for drugging
and trying to rob the man, who was later identified as
one Thakur Das.
New Delhi (PTI): A 34-year-old Delhi Police consta-
ble allegedly died by suicide inside his office at Man-
dir Marg police station, police
said on Saturday. The deceased
constable has been identified
as Jaimal Singh. According to
police, the incident took place
on Friday while he was on duty. His body was found
hanging from the ceiling fan inside his office. Deputy
Commissioner of Police (DCP), New Delhi Amrutha
Guguloth said, “Legal proceedings u/s 174 CrPC have
been initiated.”

Delhi’s first transit-
oriented develop-
ment (TOD) project at
Karkardooma before
the scheduled dead-
line, a statement said.
He had gone to take
stock of the status
and progress of work
at the site of the pro-
ject in east Delhi, ac-
cording to the state-
ment issued by the
Raj Niwas.
The Lt Governor is-
sued specific direc-
tions to the DDA and
NBCC to complete the
project before the
scheduled deadline,
stick to uncompro-
mising structural
safety and take all
prospective steps to
fully integrate the up-
coming complex with
the neighborhood
and surroundings.
Work on this pro-
ject spread over 25.47
ha with a minimum
30 percent green area,
had started in Sep-
tember 2021 and is
expected to be fully
completed in Septem-
ber 2026, it said.
This ambitious
project that will
change the skyline of
the city and bring
about unprecedented
regeneration in the
east Delhi area start-
ed to fructify after
much delay, caused
due to the COVID-19
pandemic-induced
lockdowns, pollution-
related construction
bans and regulatory
clearances, the state-
ment said.

has asked the Munici-
pal Corporation of Del-
hi (MCD) to make all its
services that require
public interface IT-ena-
bled and online by July
end, according to an of-
ficial statement issued
here on Saturday
.
The LG gave the di-
rections at a meeting on
Friday during which he
reviewed IT initiatives
being undertaken by
the civic body, the state-
ment issued by Raj Ni-
was said.
With the process of
registration of births
and deaths being fully
computerised by the
MCD, Saxena ordered
the linking of this data-
base to government de-
partments that provide
services related to food
security, pensions, ma-
ternity benefits and
other welfare schemes
to enable automatic up-
dating or deletion of
names upon birth or
death, it said.
He said all citizen-
centric services like
registration of births
and deaths, filing of
property tax, e-muta-
tion, building plan
sanction, layout approv-
al, issuing of licenses,
conversion and parking
charges, advertisement
and hoarding fees col-
lection, cremation and
burials and tracking of
garbage-carrying vehi-
cles, etc., were hitherto
being planned to be
computerised in a
“piece-meal manner”.
These services
should be brought on-
line on a common, ac-
cessible platform and
made fully IT-enabled
by July 31, the LG said.

tion of Shiv Sena MLAs
caught the party-led
Maharashtra govt off
guard and became the
talk of the town, these
legislators had accom-
plished the task of giv-
ing the slip to their se-
curity personnel in or-
der to head to Surat in
Gujarat and later to
Guwahati, where they
are camping at present.
While what unfolds
in the ongoing political
drama involving these
dissident MLAs led by
Sena minister Eknath
Shinde remains to be
seen, it is beyond doubt
that they succeeded in
throwing dust in the
eyes of their security
guards as well as party
workers in order to
keep their plan of es-
caping to the neigh-
bouring state a secret,
which has now given
rise to the talks of intel-
ligence failure.
A police official said
the legislators gave the
slip to their security of-
ficials and the police
personnel citing per-
sonal reasons so that
the govt machinery re-
mained clueless about
their plans.

rashtra’s ruling alli-
ance -- the MVA -- start-
ed battling its worst
crisis since coming into
existence in 2019 after
Shinde rebelled against
the party and herded
some MLAs, initially to
Gujarat and later to As-

erupted hours after
Legislative Council
polls held on June 20,
which saw the opposi-
tion BJP managing to
get its 5th candidate
elected. Shinde had
gone incommunicado
following the results.

supporters that he

minutes and left the
place, he added. Anoth-

New Delhi (PTI): The
government has extend-
ed the time for levy of
GST compensation cess
by nearly four years till
March 31, 2026.
As per the Goods and
Services Tax (Period of
Levy and Collection of
Cess) Rules, 2022, noti-
fied by the finance min-
istry, the compensation
cess will continue to be
levied from July 1, 2022
to March 31, 2026.
The levy of cess was
to end on June 30 but the
GST Council, chaired
by Union Finance Min-
ister Nirmala Sithara-
man and comprising
state FMs, decided to
extend it till March 2026
to repay the loans taken
in the last two fiscal
years to make up for the
shortfall in their reve-
nue collection.
After the 45th GST
Council meeting in Luc-
know in September last
year, Sitharaman had
said the regime of pay-
ing compensation to
states for revenue short-
fall resulting from sub-
suming their taxes such
as VAT in the uniform
national tax GST, will
end in June 2022.
However, the compen-
sation cess, levied on
luxury and demerit
goods, will continue to
be collected till March
2026 to repay the bor-
rowings that were done
in 2020-21 and 2021-22 to
compensate states for
GST revenue loss.
In order to meet the
resource gap of states
due to short release of
compensation, the Cen-
tre has borrowed and
released Rs 1.1 lakh
crore in 2020-21 and Rs
1.59 lakh crore in 2021-22
as back-to-back loan to
meet a part of the short-
fall in cess collection.
TheCentrehasrepaid
Rs 7,500 crore as interest
cost for the borrowing
in 2021-22 and Rs 14,000
crore is to be paid this
fiscalyear.From2023-24,
therepaymentof princi-
pal amount will start
which will continue till
March 2026.
Goods and Services
Tax (GST) was intro-
duced in the country
with effect from July 1,
2017 and states were as-
sured of compensation
for the loss of any rev-
enue arising on ac-
count of implementa-
tion of GST for a period
of five years.
Though states’ pro-
tected revenue has been
growing at 14 per cent
compounded growth
rate, the cess collection
did not increase in the
same proportion and
COVID-19 further in-
creased the gap between
protected revenue and
the actual revenue re-
ceipt including reduc-
tion in cess collection.
Mumbai (PTI): Net
profits of manufactur-
ing companies surged
by 50.2 per cent during
2021-22, the input cost
pressures notwith-
standing, the Reserve
Bank of India has said.
Net profit also in-
creased for the infor-
mation technology (IT)
companies, whereas
the non-IT services
sector continued to re-
cord losses at the ag-
gregate level, it said.
The data on the per-
formance of the pri-
vate corporate sector
during 2021-22 drawn
from abridged finan-
cial results of 3,166
listed non-government
non-financial (NGNF)
companies.
Operating profit
margins remained
healthy for all the
three sectors. Net prof-
it margins remained
stable for manufactur-
ing and IT companies,
whereas it remained in
the negative terrain
for non-IT services
companies.
The data further
showed that private
corporate sales and
profitability recorded
healthy growth in dur-
ing 2021-22 as the ef-
fects of the Covid-19
pandemic subsided
and economic activi-
ties recovered, espe-
cially in the second
half of the year.
“Sales of 1,865 listed
private manufacturing
companies witnessed
broad based recovery
and expanded by 36.7
per cent during 2021-22
as compared with a
contraction of 2.8 per
cent in the preceding
year; both volume and
price components con-
tributed to the higher
growth and it was also
aided by favourable
base effects,” it said.
IT companies also
improved their perfor-
mance and their sales
growth accelerated to
19.8 per cent from 4.4
per cent in the previ-
ous year.
Sales in non-IT ser-
vices sector made a
broad based recovery
in 2021-22, registering
27.2 per cent annual ex-
pansion as against 14.6
per cent decline in the
previous year.
New Delhi (PTI): Tata
Power Solar Systems on
Saturday said it has
commissioned India’s
largest floating solar
power project of 101.6
Megawatt Peak (MWp)
in Kerala backwaters.
The project is in-
stalled on a 350-acre wa-
ter body in Kayamku-
lam, Kerala, a company
statement said.
The installation was
completed within the
stipulated period, de-
spite the arduous chal-
lenges of variable water
depths, high sea tides,
and severe water salinity
concerns, it stated.
Tata Power Solar is a
wholly-owned subsidi-
ary of Tata Power.
This project is the
first in the Floating So-
lar Photovoltaic (FSPV)
through power pur-
chase agreement cate-
gory, the company said.
“The commissioning
of India’s first and larg-
est floating solar project
is an innovative and in-
cremental step toward
meeting India’s sustain-
able energy goals,” said
Praveer Sinha, CEO,
and MD, Tata Power.
A power purchase
agreement has been
signedwithaPSUclient,
wherein the entire pow-
er generated from this
plant will be used by
Kerela State Electricity
Board (KSEB). Interest-
ingly, all the solar mod-
ules used in this plant
were safely transported,
unloaded, and stored on
a limited parcel of land
for about 35 days by Tata
Power Solar, it said.
New Delhi (PTI): The
new car safety assess-
ment programme,
Bharat NCAP, which
proposesamechanism
of awarding ‘Star Rat-
ings’ to automobiles
based upon their per-
formance in crash
tests, will be rolled out
from April 1, 2023, an
official statement said
on Saturday
.
According to the
statement, Bharat
NCAP is applicable on
type approved motor
vehicles of category M1
(motor vehicles used
for the carriage of pas-
sengers, comprising
eight seats, in addition
to driver’s seat) with
gross vehicle weight
less than 3.5 tonnes,
manufactured or im-
ported in the country.
The standard is
aligned with global
benchmarks and it is
beyond minimum regu-
latory requirements, it
said. The statement
said Bharat NCAP rat-
ing will provide con-
sumers an indication
of the level of protec-
tion offered to occu-
pants by evaluating the
vehicle in the areas of
adult occupant protec-
tion, child occupant
protection and safety
assist technologies.
New Delhi (PTI): Debt-
ridden Future Enter-
prises Ltd (FEL) has
defaulted on interest
payment of Rs 4.10
crore for its non-con-
vertible debentures.
The due date for pay-
ment was June 24, 2022,
FEL said in a regulato-
ry filing.
“The Company is un-
able to service its obliga-
tions in respect of the
interest on Non-Convert-
ible Debentures was due
on June 24, 2022,” it said.
This is the fourth de-
fault in June by the
Kishore Biyani-led Fu-
ture group firm.
Earlier this week,
FEL defaulted twice on
interest payments of Rs
85.71 lakh and Rs 6.07
croreforitsnon-convert-
ible debentures. FEL
had made another de-
fault on the payment of
interest of Rs 1.41 crore,
earlier this month.
The latest default is
on the interest of secu-
rities issued for a sum
of Rs 40 crore.
FEL has defaulted on
interest payment for
the period between
June 24, 2021, to June 23,
2022, it said.
The debentures are
secured and have a cou-
pon rate of 10.25 per cent
per annum. In April,
FEL had informed the
exchanges about a de-
fault of Rs 2,835.65 crore
towards its consortium
of banks. Its due date
was March 31, 2022.

New Delhi (PTI):
The government on
Saturday said the
country’s domestic
raw coking coal out-
put may touch 140
million tonnes (MT)
by 2030 from the pre-
sent 51.7 MT.
Coking coal is an
essential raw mate-
rial for the produc-
tion of iron and steel.
“With...T rans-
formative measures
taken by Ministry of
Coal under ‘At-
manirbhar Bharat’
initiative of PM, do-
mestic raw coking
coal production is
likely to reach 140
MT by 2030,” the coal
ministry said in a
statement.
To further in-
crease the output of
raw coking coal, the
Centre has auctioned
10 coking coal blocks
to the private sector,
with a peak rated ca-
pacity (PRC) of 22.5
MT during the last
two years. Most of
these blocks are ex-
pected to start pro-
duction by 2025.
The ministry has
also identified four
coking coal blocks
and the Central Mine
Planning and Design
Institute (CMPDI)
will also finalise geo-
logical reserves (GR)
for 4 to 6 new coking
coal blocks in the
next two months, the
statement said.
These blocks may
be offered in subse-
quent rounds of sale
for the private sector
to further step up do-
mestic raw coking
coal supply in the
country. Coal India
Ltd (CIL), which ac-
counts for over 80 per
cent of domestic coal
output, has planned
to increase raw cok-
ing coal production
from existing mines
up to 26 MT and iden-
tified nine new
mines with peak rat-
ed capacity of about
20 MT by FY25.

Govt plans easy visa norms, boosting medical infra in 17 cities

New Delhi (PTI): The
govt has drawn up a plan
to augment the medical
infrastructures of 17 cit-
ies, which see an inflow
of a lot of overseas pa-
tients for treatment and
wellness therapies, in a
bid to boost medical
travel as part of its ‘Heal
in India’ initiative.
Besides, the health
ministry is working on
easing medical visa
norms and other re-
quirements for patients
and their companions
from 44 countries identi-
fied based on the num-
ber of patients visiting
India, and the quality
and cost of medical
treatment there, official
sources told PTI.
These are predomi-
nantly African, Latin
American countries and
also members of the
SAARC and Gulf Coop-
eration Council group-
ings, they said.
Through ‘Heal In In-
dia’, the government
aims at positioning the
country as a global hub
for medical and wellness
tourism, and a destina-
tion of choice for quality
healthcare services.
The Union Health
Ministry is collaborat-
ing with Tourism,
Ayush, Civil Aviation
ministries, hospitals
and other stakeholders
to build a roadmap to
connect overseas pa-
tients with healthcare
facilities in India to
boost medical travel.
As part of executing
the initiative, a nodal
agency — Medical Value
Travel Council — co-
chaired by the health
and tourism ministries
has been formed to cre-
ate an institutional
framework for stream-
lined integration of all
stakeholders, official
sources said. According
to estimates, the medical
tourism market which
was valued at USD 6 bil-
lion in 2020 fiscal is ex-
pected to more than dou-
ble and reach USD 13
billion by 2026.
Thirty-seven hospi-
tals including 30 in the
private sector across 17
cities in 12 states have
been identified for pro-
moting medical value
travel, a source said.
The cities that will be
targeted in phase one of
the initiative are New
Delhi, Pune,
Ahmedabad, Gurugram,
Bangaluru, Amritsar,
Kochi, Coimbatore,
Mumbai, Kolkata, Gun-
tur, Alappuzha, Guwa-
hati, Chennai, Chandi-
garh, Vellore and Hy-
derabad.
“Based on target
countries, more lan-
guage interpreters can
be provided at airports
and hospitals. One-stop
centres may be set up at
the identified airports
for queries related to
medical travel, trans-
port, boarding and lodg-
ing among others,” the
official source said.
The health ministry,
in collaboration with the
National Health Author-
ity, is also working on
developing a portal as a
one-stop shop for servic-
es provided by medical
travel facilitators and
hospitals with an inter-
face for foreign patients.
Also the cost of treatment in
India is two to three times
lesser than in most countries.
Medical treatment in India
is 65 to 80 per cent cheaper
than in the USA. Also, India
offers Ayurveda, yoga and
naturopathy, Unani, Siddha
and homoeopathy,” the
source explained.

said, “No, I’m not upset.

(coalition) government,

merely said, “I don’t

According to the
document tabled two
days ahead of the pres-
entation of the state
budget in the House,
“Today, Punjab is in an
economic morass and
debt trap.”
“The previous gov-
ernments, instead of
applying necessary cor-
rectives, continued to
slip into fiscal profliga-
cy, as evident from un-
checked increase in un-
productive revenue ex-
penditure, freebies and
unmerited subsidies,
virtual collapse in the
capital and social sector
investments vital for fu-
ture growth and non-
realisation of its poten-
tial tax and non-tax rev-
enues,” it said.
“The White Paper on
the state finances is an
attempt to simplify the
complex issues/prob-
lems being faced by the
Punjab government in
the field of finance,
which has become
grave over time due to
imprudence of govern-
ments of the past,” said
the 73-page document.
It said the current ef-
fective outstanding
debt of Punjab stands
at Rs 2.63 lakh crore,
which is 45.88 per cent
of the SGDP.
“The current debt in-
dicators of the state are
probably the worst in
the country, pushing it
deeper into a debt
trap,” it said.

New Delhi (PTI): The
Delhi government on
Saturday asked vehicle
owners to obtain valid
pollution under con-
trol certificate (PUCC)
to avoid penal actions,
including disqualifica-
tion of their driving
licence for three
months, in a move to
control pollution in the
national capital.
In a public notice,
the Transport depart-
ment said it will issue
challans to those vehi-
cles whose PUCC has
expired. The challan
will be issued under
section 190(2) of the
Motor Vehicles Act,
1988, which states that
failure to possess
PUCC may lead to im-
prisonment up to three
months or fine up to Rs
10000 or both.
“They will also be
disqualified to hold
their licence for three
months,” it read.
The notice said that
all those registered ve-
hicle owners whose ve-
hicles are more than a
year old from the date of
registration should get
their vehicles checked
and obtain a valid PUCC
to avoid fine.
In a bid to curb ve-
hicular pollution, the
Delhi government has
decided to ban the en-
try of medium and
heavy goods vehicles to
the national capital
from October to Febru-
ary, officials had said.
Vehicles carrying
raw vegetables, fruits,
grains, milk and such
essential commodities
will, however, be al-
lowed, they said.
On June 15, the Delhi
government had writ-
ten to its neighbouring
states, including Hary-
ana and Uttar Pradesh,
urging them to allow
only BS VI-compliant
buses to enter the na-
tional capital from Oc-
tober 1 in order to help
control air pollution in
the city.

70s, ‘the bell-bottoms’ seems to
have made a comeback in the
fashion scene of late.
The fashion world is a cyclical
amalgamation of old styles into
new interpretations. Sometimes

Bell bottoms started making
appearances in the early nine-
teenth century as part of the U.S.
Navy’s uniform. Fast-forward to

Bring city’s commercial & residential properties under tax net: LG to MCD Saxena asks Delhi’s civic body to bring all properties under tax net so that the municipal corporation’s income grows and it can provide better services to people New Delhi (PTI): Delhi Lt Governor VK Saxena has asked civic officials to bring all properties — commercial as well as residential — under the tax net so that the municipal corpora- tion’s income grows and it can provide bet- ter services to people. In a review meeting, the LG also directed the Municipal Corporation of Delhi (MCD) to make all its services related to property tax filing, mu- tation and building plan sanction among others IT-enabled by July 31. LG expressed con- cern that 65 per cent of property owners in the city paid no tax and di- rected that all proper- ties within the city lim- its — commercial as well as residential — be brought under the tax net, according to a state- ment from the LG office. An MCD official said that the directions of the lieutenant governor will be complied with. The civic body is mak- ing all possible efforts to boost its revenue and widen its tax net. The LG’s direction came amid plans of the MCD to collect tax from major commercial es- tablishments located in unauthorised colonies in Delhi. The LG reiterated his resolve to turn the fi- nancial condition of the MCD from red to a robust one so that the civic body could serve the people in a better way . The counting will begin at 8 am on Sun- day, Delhi Chief Elec- toral Officer Ranbir Singh said. “We have made all the arrangements for the exercise. The strong room is fully se- cured with a three-tier security cover. The counting centre has been set up at ITI Pusa,” he told PTI. “Postal ballots will be counted first, and only those ballots which have been re- ceived from service voters till 8 am tomor- row will be considered for counting. After that, the EVM votes shall be counted,” he said. A separate special box will be there for counting of VVPAT slips, he said. Accord- ing to officials, 43.67 per cent of the male electorate and 43.86 per cent of female voters turned up for the June 23 bypoll. New Delhi (Agencies): Chief Minister Arvind Kejriwal chaired a high- level meeting to review the Delhi government’s shopping festival pro- ject during which the tourism department presented a detailed blueprint of the initia- tive, an official state- ment said on Saturday . The shopping festival is an ambitious initia- tive proposed during the city government’s Rozgaar Budget. Preparations are be- ing made to organise the first of its kind shopping festival on a large scale in Delhi, the statement said. A detailed blueprint of the project was pre- sented by the Tourism Department during the meeting, it said. During the meeting, Kejriwal emphasized that the festival should keep the emotion and culture of Delhi in fo- cus to attract more people from across the country and the world. The feedback re- ceived from various market associations in Delhi was also placed before the chief minis- ter at the meeting. There was also a dis- cussion on how the government aims to make this initiative a reality and bring it in front of the world after conducting analy- sis of various shopping festivals organised in other countries, the statement said. The festival is an initiative proposed during government’s Rozgaar Budget ART AND CULTURE It was decided in the meeting that the shop- ping festival would be organised keeping in mind four major areas. The shopping festival will promote arts and culture, food and cui- sines and entertainment as well as shopping discounts and prizes. Thousands of people are set to get employment and the revenue of the Delhi government will also increase because of the festival, it added. The incident hap- pened Thursday around 8.30 am before the shop was opened. The quarrel started with a protest staged by a group of local women, who were appar- ently against the opening of the liquor shop in the area, police said. Officials said that the police was already brought in at the spot, as they had got to know about the protest, besides the female staff, who were deployed by the owner of the shop. As their demonstra- tion got heated, the pro- testers got into a fight with the women staff of Head Constable Ranjeet, the beat officer of the area, got caught in the fight and his uniform was also torn by those in the crowd, the officer said. The situation in the area was brought under control and medical of the injured staff was conducted at AIIMS Trauma Centre, the of- ficer added. A case under several sec- tions, including 146 for rioting, was filed against the 10 offenders booked. “Ten accused have been arrested in this case. The situation in the area is under control and staff in sufficient num- ber has been deployed to avoid further tension,” said Benita Mary Jaiker, Deputy Commissioner of Police (South). With the process of registration of births and deaths being fully computerised by the MCD, Saxena ordered the linking of this data- base to government de- partments that provide services related to food security, pensions, ma- ternity benefits and other welfare schemes to enable automatic up- dating or deletion of names upon birth or death, it said. He said all citizen- centric services like registration of births and deaths, filing of property tax, e-muta- tion, building plan sanction, layout approv- al, issuing of licenses, conversion and parking charges, advertisement and hoarding fees col- lection, cremation and burials and tracking of garbage-carrying vehi- cles, etc., were hitherto being planned to be computerised in a “piece-meal manner”. These services should be brought on- line on a common, ac- cessible platform and made fully IT-enabled by July 31, the LG said. As per the Goods and Services Tax (Period of Levy and Collection of Cess) Rules, 2022, noti- fied by the finance min- istry, the compensation cess will continue to be levied from July 1, 2022 to March 31, 2026. The levy of cess was to end on June 30 but the GST Council, chaired by Union Finance Min- ister Nirmala Sithara- man and comprising state FMs, decided to extend it till March 2026 to repay the loans taken in the last two fiscal years to make up for the shortfall in their reve- nue collection. After the 45th GST Council meeting in Luc- know in September last year, Sitharaman had said the regime of pay- ing compensation to states for revenue short- fall resulting from sub- suming their taxes such as VAT in the uniform national tax GST, will end in June 2022. However, the compen- sation cess, levied on luxury and demerit goods, will continue to be collected till March 2026 to repay the bor- rowings that were done in 2020-21 and 2021-22 to compensate states for GST revenue loss. In order to meet the resource gap of states due to short release of compensation, the Cen- tre has borrowed and released Rs 1.1 lakh crore in 2020-21 and Rs 1.59 lakh crore in 2021-22 as back-to-back loan to meet a part of the short- fall in cess collection. TheCentrehasrepaid Rs 7,500 crore as interest cost for the borrowing in 2021-22 and Rs 14,000 crore is to be paid this fiscalyear.From2023-24, therepaymentof princi- pal amount will start which will continue till March 2026. Goods and Services Tax (GST) was intro- duced in the country with effect from July 1, 2017 and states were as- sured of compensation for the loss of any rev- enue arising on ac- count of implementa- tion of GST for a period of five years. Though states’ pro- tected revenue has been growing at 14 per cent compounded growth rate, the cess collection did not increase in the same proportion and COVID-19 further in- creased the gap between protected revenue and the actual revenue re- ceipt including reduc- tion in cess collection. Mumbai (PTI): Net profits of manufactur- ing companies surged by 50.2 per cent during 2021-22, the input cost pressures notwith- standing, the Reserve Bank of India has said. Net profit also in- creased for the infor- mation technology (IT) companies, whereas the non-IT services sector continued to re- cord losses at the ag- gregate level, it said. The data on the per- formance of the pri- vate corporate sector during 2021-22 drawn from abridged finan- cial results of 3,166 listed non-government non-financial (NGNF) companies. Operating profit margins remained healthy for all the three sectors. Net prof- it margins remained stable for manufactur- ing and IT companies, whereas it remained in the negative terrain for non-IT services companies. The data further showed that private corporate sales and profitability recorded healthy growth in dur- ing 2021-22 as the ef- fects of the Covid-19 pandemic subsided and economic activi- ties recovered, espe- cially in the second half of the year. “Sales of 1,865 listed private manufacturing companies witnessed broad based recovery and expanded by 36.7 per cent during 2021-22 as compared with a contraction of 2.8 per cent in the preceding year; both volume and price components con- tributed to the higher growth and it was also aided by favourable base effects,” it said. IT companies also improved their perfor- mance and their sales growth accelerated to 19.8 per cent from 4.4 per cent in the previ- ous year. Sales in non-IT ser- vices sector made a broad based recovery in 2021-22, registering 27.2 per cent annual ex- pansion as against 14.6 per cent decline in the previous year. New Delhi (PTI): Tata Power Solar Systems on Saturday said it has commissioned India’s largest floating solar power project of 101.6 Megawatt Peak (MWp) in Kerala backwaters. The project is in- stalled on a 350-acre wa- ter body in Kayamku- lam, Kerala, a company statement said. The installation was completed within the stipulated period, de- spite the arduous chal- lenges of variable water depths, high sea tides, and severe water salinity concerns, it stated. Tata Power Solar is a wholly-owned subsidi- ary of Tata Power. This project is the first in the Floating So- lar Photovoltaic (FSPV) through power pur- chase agreement cate- gory, the company said. “The commissioning of India’s first and larg- est floating solar project is an innovative and in- cremental step toward meeting India’s sustain- able energy goals,” said Praveer Sinha, CEO, and MD, Tata Power. A power purchase agreement has been signedwithaPSUclient, wherein the entire pow- er generated from this plant will be used by Kerela State Electricity Board (KSEB). Interest- ingly, all the solar mod- ules used in this plant were safely transported, unloaded, and stored on a limited parcel of land for about 35 days by Tata Power Solar, it said. New Delhi (PTI): The new car safety assess- ment programme, Bharat NCAP, which proposesamechanism of awarding ‘Star Rat- ings’ to automobiles based upon their per- formance in crash tests, will be rolled out from April 1, 2023, an official statement said on Saturday . According to the statement, Bharat NCAP is applicable on type approved motor vehicles of category M1 (motor vehicles used for the carriage of pas- sengers, comprising eight seats, in addition to driver’s seat) with gross vehicle weight less than 3.5 tonnes, manufactured or im- ported in the country. The standard is aligned with global benchmarks and it is beyond minimum regu- latory requirements, it said. The statement said Bharat NCAP rat- ing will provide con- sumers an indication of the level of protec- tion offered to occu- pants by evaluating the vehicle in the areas of adult occupant protec- tion, child occupant protection and safety assist technologies. New Delhi (PTI): Debt- ridden Future Enter- prises Ltd (FEL) has defaulted on interest payment of Rs 4.10 crore for its non-con- vertible debentures. The due date for pay- ment was June 24, 2022, FEL said in a regulato- ry filing. “The Company is un- able to service its obliga- tions in respect of the interest on Non-Convert- ible Debentures was due on June 24, 2022,” it said. This is the fourth de- fault in June by the Kishore Biyani-led Fu- ture group firm. Earlier this week, FEL defaulted twice on interest payments of Rs 85.71 lakh and Rs 6.07 croreforitsnon-convert- ible debentures. FEL had made another de- fault on the payment of interest of Rs 1.41 crore, earlier this month. The latest default is on the interest of secu- rities issued for a sum of Rs 40 crore. FEL has defaulted on interest payment for the period between June 24, 2021, to June 23, 2022, it said. The debentures are secured and have a cou- pon rate of 10.25 per cent per annum. In April, FEL had informed the exchanges about a de- fault of Rs 2,835.65 crore towards its consortium of banks. Its due date was March 31, 2022. NBFCs should diversify risks: Ex-SBI chairman Kolkata (PTI): Non-banking finan- cial companies need to diversify risks across sectors and geographies, as well as maintain capital adequacy norms and introduce core banking solutions going ahead, former SBI chairman Rajnish Kumar said. He also said the risk-taking abilities of NBFCs are higher than banks, and that the regulatory stance will become tougher, with the regulation arbitrage between lenders, non-bank- ing entities. Forex reserves dip by $5.87 bn to $590.588 bn Flipkart inks MoU with SERP Mumbai (PTI): The country’s foreign exchange reserves declined by $5.87 billion to $590.588 billion in the week ended on June 17, the RBI data showed. In the previous week, the reserves had dropped by $4.599 bn to $596.458 bn. In the report- ing week, the forex reserves fell due to a dip in FCAs, a major compo- nent of the overall reserves. Goel, who represents the promoter group in Dish TV, could get only 21.05% vote in favour of his reappointment for three more years, said a regulatory filing by the DTH operator, updating disclosure of voting re- sults of EGM. A total of 128.54 crore votes were polled in the EGM, which was held on Friday through vid- eo conferencing and other audio-visual means. Coking coal is an essential raw mate- rial for the produc- tion of iron and steel. “With...T rans- formative measures taken by Ministry of Coal under ‘At- manirbhar Bharat’ initiative of PM, do- mestic raw coking coal production is likely to reach 140 MT by 2030,” the coal ministry said in a statement. To further in- crease the output of raw coking coal, the Centre has auctioned 10 coking coal blocks to the private sector, with a peak rated ca- pacity (PRC) of 22.5 MT during the last two years. Most of these blocks are ex- pected to start pro- duction by 2025. The ministry has also identified four coking coal blocks and the Central Mine Planning and Design Institute (CMPDI) will also finalise geo- logical reserves (GR) for 4 to 6 new coking coal blocks in the next two months, the statement said. These blocks may be offered in subse- quent rounds of sale for the private sector to further step up do- mestic raw coking coal supply in the country. Coal India Ltd (CIL), which ac- counts for over 80 per cent of domestic coal output, has planned to increase raw cok- ing coal production from existing mines up to 26 MT and iden- tified nine new mines with peak rat- ed capacity of about 20 MT by FY25. Coking coal is an essential raw material for the production of iron and steel. Besides, the health ministry is working on easing medical visa norms and other re- quirements for patients and their companions from 44 countries identi- fied based on the num- ber of patients visiting India, and the quality and cost of medical treatment there, official sources told PTI. These are predomi- nantly African, Latin American countries and also members of the SAARC and Gulf Coop- eration Council group- ings, they said. Through ‘Heal In In- dia’, the government aims at positioning the country as a global hub for medical and wellness tourism, and a destina- tion of choice for quality healthcare services. The Union Health Ministry is collaborat- ing with Tourism, Ayush, Civil Aviation ministries, hospitals and other stakeholders to build a roadmap to connect overseas pa- tients with healthcare facilities in India to boost medical travel. As part of executing the initiative, a nodal agency — Medical Value Travel Council — co- chaired by the health and tourism ministries has been formed to cre- ate an institutional framework for stream- lined integration of all stakeholders, official sources said. According to estimates, the medical tourism market which was valued at USD 6 bil- lion in 2020 fiscal is ex- pected to more than dou- ble and reach USD 13 billion by 2026. Thirty-seven hospi- tals including 30 in the private sector across 17 cities in 12 states have been identified for pro- moting medical value travel, a source said. The cities that will be targeted in phase one of the initiative are New Delhi, Pune, Ahmedabad, Gurugram, Bangaluru, Amritsar, Kochi, Coimbatore, Mumbai, Kolkata, Gun- tur, Alappuzha, Guwa- hati, Chennai, Chandi- garh, Vellore and Hy- derabad. “Based on target countries, more lan- guage interpreters can be provided at airports and hospitals. One-stop centres may be set up at the identified airports for queries related to medical travel, trans- port, boarding and lodg- ing among others,” the official source said. The health ministry, in collaboration with the National Health Author- ity, is also working on developing a portal as a one-stop shop for servic- es provided by medical travel facilitators and hospitals with an inter- face for foreign patients. Also the cost of treatment in India is two to three times lesser than in most countries. Medical treatment in India is 65 to 80 per cent cheaper than in the USA. He had sustained a spine injury during the fall in the form of a compression fracture at the D12 spine level. Saxena said that non- payment of property tax by as many as 65 per cent of the owners was an unfortunate, unfair and unviable situation. “The entire city, and not only the 35 per cent of residents of 11 lakh houses in regularised colonies,wasavailingof amenities and services offeredbythemunicipal corporation. It would only be fair and justified that all pay property tax at differential rates as per their respective self- assessed financial sta- tus,” he said. He instructed offi- cials to simplify the forms for property tax registration and ensure its Aadhaar linkage to help people come out and pay their taxes. In this regard, the LG asked officials to take the people and resident welfare associations (RWAs) on board and ad- dress their concerns. Such partnership with the people, he said, will notonlyfacilitatehonest self-assessment on part of the assesses but also increase tax collection. According to the of- ficials, there is hardly any tax collection from unauthorised colony ar- eas so the civic body is considering to tap big commercial properties in such localities and realise tax from them. New Delhi (PTI): The Delhi government on Saturday asked vehicle owners to obtain valid pollution under con- trol certificate (PUCC) to avoid penal actions, including disqualifica- tion of their driving licence for three months, in a move to control pollution in the national capital. In a public notice, the Transport depart- ment said it will issue challans to those vehi- cles whose PUCC has expired. The challan will be issued under section 190(2) of the Motor Vehicles Act, 1988, which states that failure to possess PUCC may lead to im- prisonment up to three months or fine up to Rs 10000 or both. “They will also be disqualified to hold their licence for three months,” it read. The notice said that all those registered ve- hicle owners whose ve- hicles are more than a year old from the date of registration should get their vehicles checked and obtain a valid PUCC to avoid fine. In a bid to curb ve- hicular pollution, the Delhi government has decided to ban the en- try of medium and heavy goods vehicles to the national capital from October to Febru- ary, officials had said. Vehicles carrying raw vegetables, fruits, grains, milk and such essential commodities will, however, be al- lowed, they said. On June 15, the Delhi government had writ- ten to its neighbouring states, including Hary- ana and Uttar Pradesh, urging them to allow only BS VI-compliant buses to enter the na- tional capital from Oc- tober 1 in order to help control air pollution in the city. One of the most classic silhouettes of all times and a favourite of the 70s, ‘the bell-bottoms’ seems to have made a comeback in the fashion scene of late. The fashion world is a cyclical amalgamation of old styles into new interpretations. Sometimes thatmanifestsinwaysthatwepre- fer the older version to the new. Bell bottoms started making appearances in the early nine- teenth century as part of the U.S. Navy’s uniform. Fast-forward to the late 1960s and 1970s, when ci- vilians fell in love with the look and brought it to the mainstream. In the last few years, they’ve been seen on the fashion runways and on celebrities such as Lady Gaga. Both Hollywood and Bolly- wood have documented the re- turn of bell-bottoms well thus far. From Elvis Presley to It girls like Sofia Vergara, Gigi and Bel- la Hadid, from Amitabh Bach- chan, Hema Malini to Athiya Shetty tipping their toes into the trend, flared denim has had long fashion history notes in its name since the 70s. Of course, bell bottoms might not be for every shape, though today’s designers are making different cuts to accommodate different body types. If you have slim hips, you can pull off the high-waisted styles. Curvier bodies look better in lower-cut styles that come in darker colours. These wide-bottomed pants were the epitome of style during the ’70s, and are back in a modern avatar. While pairing chunky plat- form heels or wedges with flared pants makes your legs look a mile long, you can rock them with flats too. Get the hem a tad shorter to go with ballerina flats or cool canvas sneakers. The ideal bell-bottom jeans are snug on the thighs and gently flare out after the knees. You can also use a belt to cinch your waist or opt for high-waisted pair of jeans to accen- tuate your figure. However, avoid the belt if you are opt- ing for a crop top. When it comes down to wide-leg pants, it’s about what you feel good in and less about the rules be- cause there’s no rule to it, you can literally pair it with anything and everything.
