2. In 1988, Asia Pacific Student Services Association
(APSSA) was created after representatives of the Asia
Pacific Student Affairs Conference recognized there was
a need for more communication and partnerships
between student affairs professionals and the
institutions they worked for.
The work that APSSA does focuses on creating a space
for international collaboration through conferences with
internal attendees and training and staff networking
programs through the Institute of Student Affairs (ISA).

3. ISA is the standing committee for APSSA's Executive
Committee and manages the planning and marketing for
training and networking programs.
In 2021, the Institute has five recorded Program
Coordinators from different countries and regions: Japan,
Hong Kong, the Philippines, Malaysia, and China.
APSSA holds a staff conference every two years where
individuals from different countries will come together and
encourage ideas for student affairs workers and offices to
collaborate with one another.

4. This conference allows for networking between organizations
and staff and upholds APSSA's goal of global collaboration.
This society also holds a student conference, which allows for
student leaders from participating countries to meet and
nurture their leadership strengths together, while also allowing
students to have a platform to share their thoughts and ideas
for activities and careers.

6. China has a total of 1,867 regular universities, of
which 720 are undergraduate, four- year-institutions,
and 1,147 advanced professional institutions,
typically three-year colleges (2006 data).
Among regular universities, 450 offer graduate
degrees and 317 are research institutions offering
graduate studies. There are also 444 universities for
non-traditional (adult) students.
The total number of students in all educational
institutions is over 25 million.

Background information
7. The education and management of
students and services are known in China
as 'student work'. The term 'student
affairs administration' is a relatively new
concept in Chinese higher education,
though many Chinese universities use
'student work' and 'student affairs'
interchangeably.

8. Student affairs administration is shared among the
offices of 'student management' (involved in
'moral' education), 'Educational assisstant'
(similar to 'academic support' provided by schools,
colleges, or faculties in the universities), and
logistics department (equivalent to assistance
services in the United States, such as 'dormitories',
campus maintenance, housekeeping, public safety,
etc).

10. The minimum requirements to be a student affairs staff member
include at least an undergraduate degree and a relevant
professional ('on the job') training and experience in student work.
Some staff members have master's or doctoral degrees in a
related field.
Staff members who work in health care and psychological
counselling are required to have appropriate credentials. Other
areas of services also require relevant professional training.
There are currently no formal academic degree programmes that
offer training in student affairs administration as a career
profession.

Qualifications/Training of staff
11. In a university, there usually is a university-level leadership group or
'administrative unit' for student work.
One of the senior university administrators such as the vice-
secretary assumes the role of the director of student work.
Staff members who are responsible for various offices or
departments within student work report directly to the vice-secretary.
Normally, student work includes the following offices, departments,
or centers: office of student affairs, office of academic affairs,
department of logistics or logistic service center, psychological
counseling center, financial aid center, career development center,
etc.

Organizational structure of student affairs/services
12. The development of student work management follows the
development and transformation of Chinese higher education
beginning in the late 1980s and early 1990s.
It has gone through a long period of gradual development and
perfection. However, generally speaking, 'student affairs
administration' is still a relatively new concept and its practice
is still in its early stages.
A modern advanced level of student work or student affairs
administration, in both theory and practice, needs to be promoted
further, especially in the development of value-added services to
students.
