Draft-Summary Minutes
PARTICIPANTS:

AGENDA
1. Adoption of draft-Agenda
The draft-Agenda for the WGM teleconference meeting was adopted without any changes.
2. Minutes of the Previous Teleconference (25 April 2013)
The Short Report of the previous WGM teleconference was approved, while the Full Minutes of
that teleconference would be considered final in the absence of comments by 26 July. After that
date, both the Short Report and the Full Minutes would be uploaded on the KP website.
3. Annual Reporting exercise 2012
a) Follow-up with Participants who failed to submit
The WGM Chair informed members that the Administrative Support Mechanism (ASM) had
sent out reminders to those Participants who had not yet submitted their Annual Reports 2012.
b) Assessment of Annual Reports
The WGM Chair noted that all Annual Reports received had been uploaded by the ASM on
the KP website and invited members to look for the reports that had been assigned to them for
assessment. The deadline for the assessment of reports was set for 30 September.
4. Review Visits 2013/2014
The WGM Chair stated that the report on the Review Visit to Canada had been completed and
submitted to the KP Chair, while the reports on the visits to Lebanon, Switzerland and USA were
about to be finalised. The reports on the visits to South Africa and Liberia were still pending.
a) Russian Federation (28 July–3 August 2013)
The Russian Federation confirmed that the Review Visit to their country would take place
from 28 July to 3 August and would include meetings with stakeholders in Moscow as well as
a field mission to a diamond mine in Yakutia. The Review Visit team would be led by South
Africa and would include members from Angola, Botswana, EU and WDC.
b) Singapore/Vietnam (2-6 September 2013)
The WGM Chair commented that the combined Review Visit to Singapore and Vietnam
would take place on 2 and 5-6 September. The Review Visit team would include members
from the EU, Namibia, South Africa, WDC and possibly USA.
c) Côte d'Ivoire (1-4 October 2013)
The WGM Chair recalled that at the recent Inter-sessional the KP authorities from Côte
d’Ivoire had made a very clear and comprehensive presentation on the important steps taken
and actions planned in order to ensure compliance with KPCS minimum standards. It had
been agreed that upon presentation of further progress in July, the Ivorian KP authorities and
the WGM Chair could start planning for a Review Visit.
 
	
  
In early July the Ivorian KP authorities had submitted an updated version of their detailed
Work Plan showing that up to 90% of the actions planned on the basis of the KP Checklist had
been implemented. Following a short discussion, the WGM Chair was given the green light to
start planning for a Review Visit to Côte d’Ivoire during the first week of October.
d) Guinea/Sierra Leone/Togo (September/October 2013)
As the lead of the recently set-up KP regional team for West Africa, DRC informed the WGM
that the KP authorities in Guinea, Sierra Leone and Togo had been contacted about possible
dates for both a visit by the regional team and a more comprehensive Review Visit. In parallel,
Terms of Reference for the regional team and a Questionnaire were being prepared and the
aim was to present a progress report to Plenary (19-22 November).
e) Other Review Visits
As regards the other Review Visits planned, the WGM Chair mentioned that there had been
provisional agreements with the KP authorities in Guyana and Armenia for visits during the
1st quarter of 2014. Furthermore, it was noted that the new List of Review Visit experts had
been re-circulated with the kind request for input and that work would also start on the
preparation of the next round of Review Visits 2014/15.
5. Central African Republic (CAR)
a) Proposed Work Plan / Review Mission
The WGM Chair recalled that at the recent Inter-sessional the Administrative Decision (AD)
on the temporary suspension of the Central African Republic (CAR) was re-stated. The CAR
KP authorities had committed to provide the WGM with a detailed Work Plan for addressing
issues of non-compliance with KPCS minimum standards and strengthening their internal
control system. It had been agreed that upon receipt and assessment of such a detailed Work
Plan, the WGM would consider organising a Review Mission to CAR in line with the AD.
As no feedback from the CAR KP authorities had been received since the Inter-sessional, the
WGM Chair argued that there was a clear need for further engagement. South Africa
committed to update WGM members on the KP Chair’s initiatives in this context and report
back by email. It was agreed that in close consultation with the KP Chair, the WGM Chair
would send a letter offering support to the CAR KP authorities.
b) Other actions
In parallel, the WGM Chair had invited the WGDE to prepare a footprint for the western
diamond fields of CAR and had called on neighbouring KP Participants such as Cameroon,
Congo-Brazzaville and DRC to start sharing their export data and pictures of shipments with
the WGS and the WGDE on a monthly basis. The WGDE was about to finalise this footprint
and DRC would share its export data covering activity in June by early August.
6. WGM Contribution to KPCS Review: Annex II Recommendations
The WGM Chair recalled that at the Inter-sessional the WGM and the CKR had looked into the
recommendations taken up in Annex II of the KP Core Document and had resolved that certain
recommendations could become minimum requirements while others needed to be further
examined. On the basis of the feedback received, the WGM Chair had circulated a preliminary
draft-proposal for amendments to the KP Core Document.
It was agreed that WGM members would have three days for sending their comments in writing,
after which a consolidated version of the document would be circulated to the wider KP for
"public consultation" in order to raise awareness to the proposed changes. The WGM Chair noted
that in view of adoption by Plenary there is a procedural obligation to submit a formal proposal to
the KP Chair by the end of August, but that any amendments to such proposal would be possible
up to the Plenary (19-22 November).
 
	
  
7. Fraudulent Certificates and reporting of suspicious shipments
USA pointed out that in June they had identified a fake Guinean KP Certificate going with a
shipment from Mali. When checking with the KP authorities in Guinea it turned out that the
original Certificate number had already been used in 2008. The fake Certificate was circulated to
all KP Participant on 15 July.
8. Information Sharing
The WGM Chair informed members that following the first teleconference of the recently
established ad hoc WGM sub-group on Information Sharing on 17 May and further discussions at
the Inter-sessional, it had been agreed to continue working on an inventory of issues that could
feed into a work programme for further enhancing the exchange and supply of information to the
WGM vis-a-vis concerted KPCS implementation. A follow-up teleconference of the sub-group
had provisionally been planned for September/October.
9. AOB
a) WGM Applications by Angola and Ukraine
The WGM Chair noted that both Angola and Ukraine had expressed an interest in becoming
WGM member. It was agreed that both countries would be sent a courtesy letter, while a
decision on their WGM applications would be postponed until Plenary in view of the
envisaged CKR recommendations on working group membership.
b) EU–South Africa Summit (18 July 2013)
The EU informed the group that KP matters had been subject of discussion at the recent EU-
South Africa Summit, with the main conclusions reflected in the Joint Communique.
c) Date of the next WGM teleconference
The date of the next WGM teleconference was set for Wednesday 18 September.

2013 WGM Teleconference Short Report 23 July

  • 1.     KIMBERLEY PROCESS - WORKING GROUP ON MONITORING Teleconference 23 July 2013, 15:00-17:00 (BXL) Draft-Summary Minutes PARTICIPANTS: Australia, Canada, DRC, EU, India, Russia, South Africa, UAE, USA, WDC and CSC/PAC AGENDA 1. Adoption of draft-Agenda The draft-Agenda for the WGM teleconference meeting was adopted without any changes. 2. Minutes of the Previous Teleconference (25 April 2013) The Short Report of the previous WGM teleconference was approved, while the Full Minutes of that teleconference would be considered final in the absence of comments by 26 July. After that date, both the Short Report and the Full Minutes would be uploaded on the KP website. 3. Annual Reporting exercise 2012 a) Follow-up with Participants who failed to submit The WGM Chair informed members that the Administrative Support Mechanism (ASM) had sent out reminders to those Participants who had not yet submitted their Annual Reports 2012. b) Assessment of Annual Reports The WGM Chair noted that all Annual Reports received had been uploaded by the ASM on the KP website and invited members to look for the reports that had been assigned to them for assessment. The deadline for the assessment of reports was set for 30 September. 4. Review Visits 2013/2014 The WGM Chair stated that the report on the Review Visit to Canada had been completed and submitted to the KP Chair, while the reports on the visits to Lebanon, Switzerland and USA were about to be finalised. The reports on the visits to South Africa and Liberia were still pending. a) Russian Federation (28 July–3 August 2013) The Russian Federation confirmed that the Review Visit to their country would take place from 28 July to 3 August and would include meetings with stakeholders in Moscow as well as a field mission to a diamond mine in Yakutia. The Review Visit team would be led by South Africa and would include members from Angola, Botswana, EU and WDC. b) Singapore/Vietnam (2-6 September 2013) The WGM Chair commented that the combined Review Visit to Singapore and Vietnam would take place on 2 and 5-6 September. The Review Visit team would include members from the EU, Namibia, South Africa, WDC and possibly USA. c) Côte d'Ivoire (1-4 October 2013) The WGM Chair recalled that at the recent Inter-sessional the KP authorities from Côte d’Ivoire had made a very clear and comprehensive presentation on the important steps taken and actions planned in order to ensure compliance with KPCS minimum standards. It had been agreed that upon presentation of further progress in July, the Ivorian KP authorities and the WGM Chair could start planning for a Review Visit.
  • 2.     In early July the Ivorian KP authorities had submitted an updated version of their detailed Work Plan showing that up to 90% of the actions planned on the basis of the KP Checklist had been implemented. Following a short discussion, the WGM Chair was given the green light to start planning for a Review Visit to Côte d’Ivoire during the first week of October. d) Guinea/Sierra Leone/Togo (September/October 2013) As the lead of the recently set-up KP regional team for West Africa, DRC informed the WGM that the KP authorities in Guinea, Sierra Leone and Togo had been contacted about possible dates for both a visit by the regional team and a more comprehensive Review Visit. In parallel, Terms of Reference for the regional team and a Questionnaire were being prepared and the aim was to present a progress report to Plenary (19-22 November). e) Other Review Visits As regards the other Review Visits planned, the WGM Chair mentioned that there had been provisional agreements with the KP authorities in Guyana and Armenia for visits during the 1st quarter of 2014. Furthermore, it was noted that the new List of Review Visit experts had been re-circulated with the kind request for input and that work would also start on the preparation of the next round of Review Visits 2014/15. 5. Central African Republic (CAR) a) Proposed Work Plan / Review Mission The WGM Chair recalled that at the recent Inter-sessional the Administrative Decision (AD) on the temporary suspension of the Central African Republic (CAR) was re-stated. The CAR KP authorities had committed to provide the WGM with a detailed Work Plan for addressing issues of non-compliance with KPCS minimum standards and strengthening their internal control system. It had been agreed that upon receipt and assessment of such a detailed Work Plan, the WGM would consider organising a Review Mission to CAR in line with the AD. As no feedback from the CAR KP authorities had been received since the Inter-sessional, the WGM Chair argued that there was a clear need for further engagement. South Africa committed to update WGM members on the KP Chair’s initiatives in this context and report back by email. It was agreed that in close consultation with the KP Chair, the WGM Chair would send a letter offering support to the CAR KP authorities. b) Other actions In parallel, the WGM Chair had invited the WGDE to prepare a footprint for the western diamond fields of CAR and had called on neighbouring KP Participants such as Cameroon, Congo-Brazzaville and DRC to start sharing their export data and pictures of shipments with the WGS and the WGDE on a monthly basis. The WGDE was about to finalise this footprint and DRC would share its export data covering activity in June by early August. 6. WGM Contribution to KPCS Review: Annex II Recommendations The WGM Chair recalled that at the Inter-sessional the WGM and the CKR had looked into the recommendations taken up in Annex II of the KP Core Document and had resolved that certain recommendations could become minimum requirements while others needed to be further examined. On the basis of the feedback received, the WGM Chair had circulated a preliminary draft-proposal for amendments to the KP Core Document. It was agreed that WGM members would have three days for sending their comments in writing, after which a consolidated version of the document would be circulated to the wider KP for "public consultation" in order to raise awareness to the proposed changes. The WGM Chair noted that in view of adoption by Plenary there is a procedural obligation to submit a formal proposal to the KP Chair by the end of August, but that any amendments to such proposal would be possible up to the Plenary (19-22 November).
  • 3.     7. Fraudulent Certificates and reporting of suspicious shipments USA pointed out that in June they had identified a fake Guinean KP Certificate going with a shipment from Mali. When checking with the KP authorities in Guinea it turned out that the original Certificate number had already been used in 2008. The fake Certificate was circulated to all KP Participant on 15 July. 8. Information Sharing The WGM Chair informed members that following the first teleconference of the recently established ad hoc WGM sub-group on Information Sharing on 17 May and further discussions at the Inter-sessional, it had been agreed to continue working on an inventory of issues that could feed into a work programme for further enhancing the exchange and supply of information to the WGM vis-a-vis concerted KPCS implementation. A follow-up teleconference of the sub-group had provisionally been planned for September/October. 9. AOB a) WGM Applications by Angola and Ukraine The WGM Chair noted that both Angola and Ukraine had expressed an interest in becoming WGM member. It was agreed that both countries would be sent a courtesy letter, while a decision on their WGM applications would be postponed until Plenary in view of the envisaged CKR recommendations on working group membership. b) EU–South Africa Summit (18 July 2013) The EU informed the group that KP matters had been subject of discussion at the recent EU- South Africa Summit, with the main conclusions reflected in the Joint Communique. c) Date of the next WGM teleconference The date of the next WGM teleconference was set for Wednesday 18 September.
