Draft-Short Report

AGENDA
1. Adoption of draft-Agenda
The draft-Agenda as circulated on 10 January was adopted.
2. Minutes of the Previous Teleconference (24 October 2013)
There were no comments on the Short Report and Full Minutes of the previous WGM teleconferences
(18 September and 24 October 2013). The report and minutes would be uploaded on the KP website.
3. Main Outcomes of the WGM sessions during Plenary (19-22 November 2013)
The WGM Chair recalled the main outcomes and the work achieved by the WGM during the
Johannesburg Plenary meeting and as reflected in the Plenary Communiqué.
4. WGM Work Programme 2014
The WGM Chair encouraged the members of the working group to increase their level of participation
and invited them to take leadership of certain priority areas under the 2014 Work Programme.
a) Terms of Reference, Membership Applications and Chairmanship
The WGM Chair noted that following the approval at the Johannesburg Plenary of AD
03/2013 and AD 04/2013, it is necessary to review the composition, roles and duties of all
WGM members and amend the Terms of Reference of the working group accordingly. The
Chair added that this would involve a decision on the maximum number of members before
considering the pending membership applications of Angola, Cameroon, Ukraine and the
African Diamond Producers’ Association (ADPA). Furthermore, the WGM Chair recalled the
decision taken by Plenary as regards the rotation of working group chairs by 2017.
b) KPCS Peer Review System
• Annual Reporting exercise (template)
As regards the Annual Reporting exercise WGM members agreed that there are two main
objectives for this year: (i) Complete the exercise on the basis of the normal template and
according to the timeline to be circulated by the KP Chair; and (ii) To start reflecting on a new
and more targeted template with a view to calibrating the exercise.
• Review Visits 2014/15
The WGM Chair presented the provisional list of Review Visits planned for 2014/15 and
asked members to lead, participate and help mobilising others to take part in Review Visits.
• Pending Review Visit reports (South Africa, Liberia, and Russian Federation)
The WGM Chair requested team leaders of the recent Review Visits to South Africa, Liberia
and the Russian Federation to ensure that their reports get completed and agreed with the host
country as soon as possible.

• Follow-up Review Visit report recommendations
The WGM Chair invited Lebanon, Canada, Switzerland, USA, Singapore and Vietnam to
update the WGM as regards implementation of the recommendations made in the reports on
the Review Visits to their countries, in writing and by means of a short presentation at the next
Inter-sessional meeting.
• National Stakeholders Forums
It was agreed that involving national stakeholders’ forums in Peer Review activities could
enhance the monitoring of KPCS implementation. The WGM Chair suggested asking
Participants that are currently working with such forums, like Brazil or Zimbabwe, to share
their experiences to this end.
• Annex II Recommendations
Referring to the agreement reached at the Johannesburg Plenary, the WGM Chair proposed to
re-start the debate on Annex II recommendations 19 and 24 during the Inter-sessional meeting.
c) Country-specific issues (Côte d’Ivoire, CAR)
• Côte d'Ivoire
The WGM Chair noted that Côte d'Ivoire had developed a transition strategy for the period up
to the eventual lifting of the UN embargo on the exports of rough diamonds. On 20 February,
the Ivoirian KP authorities would present their transition strategy to the UN and in parallel
information has been shared with the UN Group of Experts for Côte d’Ivoire.
• Central African Republic (CAR)
The WGM Chair pointed out that because of the deteriorated security situation monitoring of
the AD on the [temporary] suspension of CAR from participation in the KPCS has been
difficult. It was agreed that the WGM Chair would request the WGS and the WGDE to further
assess the risk of diamonds from CAR infiltrating the legitimate trade and would call on
Cameroon, the Republic of Congo and DRC to continue sharing their export data and pictures
of shipments on a monthly basis and apply vigilance at their borders.
d) Regional Cooperation (West-Africa)
Referring to the initiative on regional cooperation as taken by the Mano River countries in
West-Africa (Côte d’Ivoire, Guinea-Conakry, Liberia and Sierra Leone), the WGM Chair
encouraged members to explore whether the model of regional cooperation could be applied
by other regions or groups of countries.
e) Fraudulent Certificates and suspicious shipments
It was suggested and agreed that that fake certificates should be published on the public part of
the KP website, whereas those of which the authenticity is still to be determined should be
uploaded on the private part of the website.
f) Information Sharing (best practices)
The WGM Chair invited members to keep informing other Participants either directly or
through the ASM of any possible best practice initiatives as regards information-sharing.
In this context, it was also pointed out that in March the World Customs Organisation (WCO)
would discuss about the results of Operation CULLINAN and that it would be important to
encourage them to continue engaging with the KP.
In conclusion, the WGM Chair invited members to provide any feedback or comments on the
proposed 2014 Work Programme in writing by Friday 21 February and would then circulate a revised
draft-version with timelines in view of further discussion and approval at the next teleconference
scheduled for Wednesday 19 March 2014.

5. West Africa: Regional Workshop (Grand-Bassam/Côte d’Ivoire, 4-6 March 2014)
The WGM Chair briefed the group on the planning and terms of reference for the high-level technical
workshop on regional cooperation among Mano River Union countries (Côte d’Ivoire, Guinea-
Conakry, Liberia and Sierra Leone) to take place in Abidjan/Grand-Bassam, Côte d’Ivoire, on 4-7
March 2014. The programme for the workshop would cover three broad areas: (i) Law enforcement;
(ii) Community beneficiation and artisanal- and small-scale production; and (iii) Internal controls and
traceability. It would involve several stakeholders from the three components of KP, both from the
region and internationally, and the objective would be the development of an action plan for the
Participants concerned in order to address issues of KP compliance with a regional dimension.
6. Support from Administrative Support Mechanism
The WGM Chair noted the need for further communication and closer collaboration with the ASM.
WGM members agreed that the ASM is a very useful tool and could do more in this respect.
7. AOB
The KP Chair stated that it intends to closely cooperate with the WGM as to strengthen KP
procedures, programmes and implementation of recommendations to the benefit of all Participants.
Next WGM teleconference: As indicated in the provisional timetable for WGM teleconferences in
2014, the next teleconference will take place on Wednesday 19 March 2014.
