AGENDA
1. Adoption of draft-Agenda
The draft-Agenda for the teleconference meeting was adopted without any changes.
2. WGM Membership and nominated contact persons
The WGM Chair informed the group of two further applications for WGM membership, from Cameroon
and the African Diamond Producersโ Association (ADPA). It was agreed that no proposal should be made
on new members pending a review by the Committee on Rules and Procedures (CRP) of the 2007 AD on
the "Recommendation Relating to KP Participantsโ Applications for Membership of KP Working Organs"
and that a final decision could only be taken at the next Plenary Session.
3. Minutes of the Previous Teleconference (17 October 2012)
There were no comments on the minutes of the previous WGM teleconference that took place on 17
October. It was agreed that the Short Report would be made public and uploaded to the Kimberley
Process web site (members' area).
4. Main outcomes of the WGM sessions during plenary (27-30 October 2012)
The WGM Chair thanked the WGM members for their cooperation over the past year and expressed the
wish for an even more successful year ahead.
5. WGM Work Programme for 2013
a) Annual Reporting
The WGM Chair reminded members that the deadline for the submission of their annual reports was
on 31 March and proposed to come up with a new draft annual report template in order to improve the
annual reporting mechanism and in particular the data, assessment and follow-up aspects. Members
gave the WGM Chair the green light for presenting a draft template as soon as possible.
b) Peer Review System
The WGM Chair noted that the US and South Africa would be the first two participants to comply
with the administrative requirements for the revised Peer Review system and to follow up on the
reports of the Review Visit recommendations within six months after the publication of the report.
The WGM Chair added that work had already started on a list or register of experts for upcoming
Review Visits.
c) Review Visits 2013/14 (Provisional Timetable)
The WGM Chair presented the provisional timetable for Review Visits in 2013/14 and informed
members about the review visits to Liberia and Guinea (March / April). A request was made to the
WGM members to send their confirmations on participating or leading any Review Visits. The US
clarified that it had not offered to lead the Review Visit to Guinea, but noted potential participation in
review visits to Cรดte d'Ivoire and Liberia. DRC expressed an interest to take part in the Liberia visit.

d) Review Visit Checklist
The WGM Chair asked the team leaders of recent Review Visits (US, Russian Federation, India and
China) as well as those of upcoming ones (Ghana) to provide feedback on the updated version of the
Review Visit checklist.
e) Publication of Reports
The WGM Chair invited members to air their views on the suggestion made by the OECD in a recent
report, for the KP to make public its reports on Review Visits. It was agreed to comeback on this issue
at the next WGM teleconference.
6. Country Specific issues
a) Central African Republic โ Vigilance Notice
The WGM Chair requested the members' views on the situation in CAR and possible further steps for
enhanced vigilance. It was suggested that the KP Chair contacts the CAR focal points for an update
on the situation in the country and that WGM members watch out for anything out of the ordinary,
e.g. increased trade. It was also noted that while there was no specific evidence of a role for diamonds
in the conflict, a review visit might be due once it is safe. Furthermore, the WGM Chair suggested a
brainstorming session between the civil society coalition and the diamond industry and requested
PAC to produce ideas for concrete recommendations as to what the industry could do in case of such
a vigilance notice.
b) Cรดte d'Ivoire โ Planning for 2013
The EU informed the WGM Members on the results of the Teleconference between the Friends of
Cรดte d'Ivoire and the KP Focal Point for the country that took place on 23 January. The local FOCDI
group and the KP Focal Point had agreed to meet in Abidjan and go through the KP Review Visit
checklist using this document as a roadmap for further actions. It was furthermore, agreed at the
teleconference that a full KP Review Visit could only be planned if there was sufficient progress
against the Review Visit checklist. Finally, USAID had offered to provide Technical Assistance to the
Ivorian KPM Permanent Secretariat.
c) Liberia โ Review Visit (18-22 March 2013)
The EU informed the WGM Members that the review team to Liberia would be led by Ghana, and
would include representatives from South Africa, US, EU, PAC and JRC with Sierra Leone and
Guinea also considering about joining. Specific reference was made to the Recommendation of the
UN Panel of Experts on Liberia to the KP Chair. It was noted that the Mano River basin located at the
border with Sierra Leone, Guinea and Cรดte d'Ivoire could merit consideration of a regional approach.
7. Fraudulent Certificates and reporting of suspicious shipments
The WGM reminded participants of the fake certificates circulated to the group since the last
teleconference in October.
8. WGM Contribution on KP Reform: Annex II
As already laid down in the Note from the WGM Chair to the CKR Chair from last August the EU
reiterated the idea to assess which of the recommendations in Annex II could become minimum
requirements, either because they have already been applied routinely by Participants or because
Participants see it useful to ensure general compliance with such objectives in the future. The WGM Chair
would be assessing the best method to carry out such an exercise, for example by conducting a survey or
other means. As part of this assessment, other WG Chairs would be contacted for their expert opinion on
their respective areas such as artisanal mining, statistical requirements etc. while some industry specific
recommendations could be further added by the WDC. The WGM Chair welcomed the idea that
comments on the recommendations could be invited as part of the Annual Reporting process.

9. Enforcement/Information-Sharing
The WGM Chair recalled the Plenary proposal for a new ad hoc WGM sub-group on information sharing
to examine the issues related to KP implementation. India, Canada, Russia and the EU expressed an initial
interest to participate in such a group. The members agreed to discuss the issue and report back to the next
WGM teleconference.
10. AOB
The date of the next WGM teleconference was provisionally set for 6 March.
