Head of Procurement - Managed Services - Africa

Task description:
The primary responsibility is to support Global Category Management in reducing the total cost of ownership (TCO) by leading negotiations for
Network Operations & Field Maintenance projects in Africa. The scope includes outsourcing, conducting analyses on spend data, researching
trends in relevant supply markets and continuous benchmarking of different components and of different productive solutions.
In collaboration with CT head execute marketing scanning in countries of potential business, evaluate potential suppliers in own category for those
businesses and support other categories where necessary.
Stimulate the introduction and use of innovative solutions to reduce spend and increase savings. These solutions can be very divers from using
innovative discussion techniques or using suppliers and combination of scopes between countries and regions or introduction of new tools.


Managed Services includes following scopes:
-   Direct sourcing for NOFM (Network Operations and Field Maintenance):
-   Direct sourcing for NPO (Network Planning & Optimization) contractors
-   Indirect sourcing (fleet cars, IT, housing, travel)


Key lessons learned:
-   Due diligence: A good ‘Due Diligence’ process results in a better customer proposal
-   Transition: New processes have to be introduced, explained and worked on to make sure the governance of contract is happening
-   Execution: Good resources with basic technician skills are hard to find in certain countries


Achievement:


       Successful introduction of E-Auction (Ariba solution) in Africa

       Total spend in 2010:            €15 million,            Savings result of 10%.
       Total spend in 2011:            €50 million,           Savings result of 14,3%.
       Total LE spend in 2012:         €90 million,        LE savings result of 15,5%.

Project Procurement Manager – W&C Africa:
Procurement Manager - East Africa:

Responsibilities:
Procurement of all services and materials in the projects in the assigned cluster from external local and regional suppliers to provide the needed
services within the framework of the Project Management Plan and the Service Procurement strategy in the assigned region.
- The total number of different projects reached 23 local operations
- Most projects handle TI (Telecom Implementation) and/or CW (civil works) activities (mobile, fixed and OSP projects)
- Material supplier contracts have been made with about 25 regional and local suppliers.
- Categories: DEW / TI / CW / CARE / NPO / CORE / RADIO / MW / FO
- Manage supplier selection and contracting processes:
         RFI, RFP, RFQ and bid evaluation processes
         Create and maintain Procurement Plans for the Projects.
         Lead contract negotiations and manage the contracting with local service suppliers.
         Ensure compliance with SOX controls related to selection and contracting.
         Manage exposure/risk level for NSN by balancing the risks between customer contract and subcontractor contract.
         Complete the hand over activities to the CT/Project team after the supplier sub-contract has been signed.


Key lessons learned:
-   A large area to handle leads to larger sense of responsibility
-   A good preparation of RFQ leads to a better proposal from contractor


Achievement:

     Total spend in 2009: € 5 million, savings result of 9%
     Total spend in 2010: € 7 million, savings result of 10%

Senior Field & Project Manager
     Task description:
       • Project Management and Supervision of HW & SW upgrades (radio and
         management systems) + Network extensions
       • Project management for Network Optimisation projects
       • Manage subcontractors doing installation works in the field.
       • Organise and execute customer training
       • Local Project Manager

     Achievement:
     Successful completion of every project where I was involved with customer satisfaction
     (cost effective, time duration and displayed professionalism).




Network Engineering Manager
Task description:
Infrastructural configuration: Site survey, configuration/sites design, materialisation, installation audit. Preparing the offer for different
mobile and fixed networks in cooperation with Sales department. Technical selection, audit and observation of subcontractors in
cooperation with procurement department. Supplier selection for material needed for Telecom installations in accordance to client’s
needs
