또한 영화와 음반 산업에 불어닥친 디지털 혁명이 출판, 통신 산업 등에 미칠 영향을 예견하고, 한 걸음 더 나아가 인터넷이 온라인에서 오프라인으로 그 영향력의 무대를 확장함에 따라 나타나는 새로운 비즈니스를 전망한다. 그러나 동시에 디지털 혁명에 대해 우리가 쉽게 판단하고, 기대하는 부분의 맹점을 지적함으로써 다가올 미래에 대해 더욱 냉철한 분별력을 갖출 수 있도록 돕고자 한다.
강한시민사회 1차 포럼 [코로나19 이후의 비영리생태계의 변화시나리오] 을 통해 발견한 '참여와 소통'이라는 키워드를 중심으로 2차 포럼은 「뉴노멀 시대, 비영리의 실험과 교훈」 ″우리는 어떻게 소통하고 참여를 이끌어 낼 것인가″라는 제목으로 진행합니다. 아직 코로나19의 기세는 꺾일 줄 모르고, 포스트 코로나를 이야기하기엔 요원해 보입니다. 하지만 변화는 이미 시작되었고, 시민사회 및 비영리 영역의 여러 지점에서 변화의 필요성이 대두되고 있습니다. 이러한 상황 속에 활동가들이 현장에서 경험하고 있는, ‘활동과 조직운영에 대한 새로운 실험’을 통해 앞으로 시민운동이 어떤 방향으로 변화해 나가야 하는지 이야기하는 자리가 필요합니다.
이번 포럼을 통해 코로나19라는 위기가 만들어낸 변화를 살펴보고, 그에 따른 전환의 방향과 흐름, 조건에 대해 논의하는 가운데 비영리의 소통과 참여라는 오랜 과제를 새롭게 고민해 볼 수 있길 기대합니다.

2. 인터넷은 또 하나의 세계
"한편, 만3세 이상 국민의 인터넷이용률은 77.2%, 이용자수는 3,658만명으로, 전년대비
각각 0.7%p와 39만명이 증가하였다(표본오차 : ±0.12%p, 95% 신뢰수준). 남성의
인터넷이용률은 82.4%, 여성은 71.9%이며, 연령별로는 10-30대 젊은층(10대 99.9%,
20대 99.7%, 30대 98.8%)의 대부분이 인터넷 이용자이고, 3-9세 및 40대의 이용률도 각각
85.4%, 84.3%로 나타났다. 특히, 50대(52.3%)의 경우 인터넷이용률이 2008년 대비 3.4%p
증가하며 처음으로 50%대를 넘어섰다.
주요 인터넷 서비스 이용현황을 살펴보면, 이메일 이용률이 85.2%로 가장 높았으며,
다음으로 인터넷쇼핑(62.3%), 블로그 (이용률 59.7%, 운영률 44.6%), 메신저(51.0%),
인터넷뱅킹(41.2%) 등의 순이었다. " (인터넷통계정보시스템, 2009)

아바타였다. 그 사람이 ‘세컨드 라이프’에서 상담을 하고 번 돈이
1백만달러가 넘었다. 주식시장이 생기는 거랑 뭐가 다른가. 주식가치도
사람들의 공유된 믿음이다. 주식 그 자체가 가치다. ‘세컨드 라이프’는
미국에선 기존 오프라인 기업들이 대수롭지 않게 참여한다. NASA는
체험관을 짓고, 스웨덴은 외교부를 짓고, IBM은 빌딩도 있다. 누구는
티셔츠를 만들어 팔고, 어떤 사람은 집을 지어 판다. 비즈니스도 이뤄지고,
회사 빌딩에서 컨퍼런스도 연다. 세계 각국에서 동시에 모이니 시·공간

"새로움의 탄생은 바로 변화의 결과이다. 역으로 변화의 결과에 따라 새로운
것들이 등장한다고 할 수도 있다. 변화와 새로움은 이렇게 서로 의미의

어떻게?
도구를 바꾸는 행위로서가 아닌 새로운 공간과 대상으로서 접근할 것
오프라인을 옮겨놓는 공간이 아님 => 또 하나의 지역, 또 하나의 운동의 장
무엇을 누구에게 => 어디에서 어떻게
예측할 수 없고 측정하기 어렵지만 흐름은 존재
흐름을 읽고 함께 어우러질 수 있는 능력 => "리터러시"를 키워야.
결국은 사람. 데이터를 통해 사람과 사람이 만나는 과정을 그려볼 것
5. 쓰는 사람이 세상을 바꾼다
"소셜 미디어는 숙의민주주의에 기여하고
있을까. 지난 2008년 박노일 교수가 쓴
‘블로그 쓰기와 사회정치 참여에 관한 연구’
논문을 보자. 블로그를 읽는 사례와 직접
쓰는 사례로 나눠 연구한 결과가 있다. 이에
따르면 블로그 글을 읽는 행위가 사람들에게
정치 효능감, 즉 정치의 필요성과 기능을
인정하게는 하지만 실제 오프라인 참여까지
이어지지는 않는다고 한다. 이와 달리
블로그를 열심히 쓰는 사람은 정치 효능감을
인정할 뿐 아니라 실제 정치 참여로 이어지고
있다고 논문은 보고하고 있다. 요컨대
사람들이 블로그를 많이 쓰게 하는 것이 정치
참여를 촉진할 수 있다는 걸 증명한 사례다."

블로그를 쓰면 엄청난 기세로 성장하게 된다. 이는 최근
1년반동안 내가 직접 실감함 것이다. 블로그를 통해 내가
배운 최대의 교훈은 '자신이 직접 돈으로 바꾸어낼 수
없는 정보와 아이디어는 감춰두기보다는 무료로
방출할 경우(무형의)커다란 이익을 얻을 수 있다' 는
