Wireless users in the United States face a growing tax burden from federal, state, and local governments. The average tax rate on wireless service is now 16.26%, over double the average sales tax rate of 7.42% and the highest since 2005. Much of the recent increase is due to rising federal Universal Service Fund fees, which help subsidize telecom services. State and local wireless taxes have also risen slightly. Taxes vary widely by location, with some local governments aggressively taxing wireless to address budget shortfalls. The high and growing tax burden on wireless conflicts with the policy goal of expanding broadband access.
