The Working Group on Artisanal Alluvial Producers has the mission of addressing issues for alluvial and artisanal miners. Its objective is to promote effective internal controls over alluvial diamond production and trade. The Working Group will achieve this through coordinating regional subgroups, encouraging implementation of its action plan, and promoting information exchange and training for artisanal miners.

TERMS OF REFERENCE
1.0 Mission Statement of the Working Group of Artisanal Alluvial Producers
The mission of the Working Group of Artisanal Alluvial Producers is to address issues of
particular concern to alluvial/artisanal producers. It includes the effective implementation
of the Moscow Declaration on improving internal controls in alluvial artisanal and small-
scale mining areas and on promoting the exchange of best practices.
2.0 Objective
The objective of the Working Group of Artisanal Alluvial Producers is to promote
concrete steps towards more effective internal control over alluvial production and trade
in alluvial diamonds in order to guarantee that only diamonds produced and traded in
accordance with national legislation and the standards of the KPCS can be exported or
locally polished.
3.1 Strategies
The Working Group will achieve its objective by:
• coordinating the three regional sub-groups of diamond alluvial producers;
• encouraging the implementation of the Working Group’s action plan;
• encouraging the exchange and dissemination of information;
• encouraging training for artisanal and small-scale miners through all available
technical assistance mechanisms;
• encouraging the introduction of competitive mineral legislation and policies for
artisanal and small-scale alluvial diamond production;
• participating in KPCS initiatives and fora;
• developing sound cooperation and working relationships with other KPCS
working groups; and
• promoting partnerships between alluvial diamond producers and potential donors.

ACTION PLAN
At the level of the Working Group
• Prepare the terms of reference for the Working Group,
• Prepare and maintain the Working Group’s action plan;
• Coordinate the work programs of the sub-group (led respectively by Sierra Leone,
for West Africa; the Democratic Republic of Congo, for Central and Southern
Africa, and Brazil, for South America);
• Receive and integrate information provided by sub-group coordinators;
• Organise a meeting or teleconference for all members of the
• Working Group before the annual Plenary;
• Prepare reports for the Chair of KPCS,
• Present the annual report to Plenary;
• Cooperate effectively with the Chairs of other Kimberley Process working
groups;
• Follow-up on issues of relevance to the Working Group.
At the level of the Regional Sub-Groups:
• Review the challenges for controlling alluvial/artisanal production;
• Exchange information on best practices;
• Evaluate progress made on the implementation of the declaration adopted by the
Moscow Plenary Meeting of the Kimberley Process on improving internal
controls over alluvial diamond production;
• identify the constraints that hamper full implementation; document the progress
made and the way forward;
• Develop and implement sustainable mining and marketing strategies for artisanal
and small-scale mining for alluvial diamonds that address: health, safety and
environmental concerns and, living standards for artisanal miners and in rural
communities that are dependent on artisanal mining;
• Collect and compile statistical data on artisanal and small-scale diamond
production in members states including employment levels or the percentage of
people employed in the artisanal and small-scale sector compared to the total
national employment levels in the mining sector; production levels in both carats
and value and the number of small-scale miners, and the percentage contribution
to total mining production;
• Organise a meeting or teleconference for all members of sub-group to discuss the
recommendations of the Working Group before the annual intersessional meeting.
