This document discusses how technology policy has evolved from a linear to a cyclical model. The cyclical policy cycle involves three main phases: analysis, consensus, and implementation. In the analysis phase, needs are assessed and research conducted. The consensus phase involves defining the technology and reaching agreements on standards. In the implementation phase, the technology becomes commercialized. To educate policymakers, it is important to understand this cyclical process and where emerging technologies like intelligent transportation systems currently are in the cycle.
