The RECAP project aims to develop a platform to improve the delivery of public services for the implementation of the Common Agricultural Policy (CAP). The platform will help monitor the Cross Compliance Scheme (CCS) through risk analysis, more targeted inspections, and increased transparency. It will provide personalized services and data access for farmers, agricultural consultants, and paying agencies to simplify CCS interpretation and monitoring. The goals are to optimize resources, reduce costs, and increase efficiency for CCS monitoring through open data, remote sensing, mobile apps, and real-time information sharing between stakeholders. The project will pilot test the platform and services with partners across Europe.

4. Monitoring of Cross Compliance Scheme
What is the Cross Compliance Scheme?
CCS is the EU policy tool integrating environmental requirement into the CAP, linking direct payments
to compliance by farmers to specific standards.
Monitoring of the CCS
Performed by the National control Bodies – Paying agencies, throughout a control system under
which a sample of farmers (at least 1%) is checked with the view of non compliance (field and
administrative checks). Non compliance of farmers may lead to reduction or cancellation of theiradministrative checks). Non compliance of farmers may lead to reduction or cancellation of their
payments.
Shortcomings in the CCS monitoring
– High administrative cost; Time consuming inspections for the PAs; Effectiveness of controls;
etc
– High private cost to the farmers; Administrative burden; Complexity of CCS – not easily
understood by farmers leading to potential non-compliance; etc
