About the 15th NCCR
Data to Decisions
The COVID-19 pandemic in essence transformed
the research climate by accelerating data-driven
research. In this era, plenty of data is made
available to facilitate policies and decision-
making processes of benefit to individuals,
government and non-government organizations
and countries.
Utilization of research data for analytics is
becoming more crucial than ever before. For
data-driven research, accuracy of data and
interpretation is important, to ensure that
policies are evidence based. Data-driven policy
making is complex with many challenges related
to data acquisition, data integration and
validation, and care in public dissemination to
avoid biased interpretation and negative
influence.
The 15th NCCR brings together leading experts
on data science, data analytics, data
communication as well as clinical trials. The
conference also features poster presentations
and the Young Investigator Award for research
through The Dr. Wu Lien-Teh Research Awards.

The Ministry of Health Malaysia recognises the paradigm shift
for value-based healthcare, and the growing need in utilising
data to support population healthcare decisions. Malaysia
with its substantial multi-ethnic population coupled with a
diverse genetic makeup, robust public and private healthcare
systems, established and efficient ethical review and
regulatory processes, competitive trial costs, experienced
clinical trial investigators and a streamlined process of
clinical trial conduct is a conducive ground for the research
fraternity.
In this age of artificial intelligence (AI) and big data analytics, health technology is
increasingly applied for disease surveillance, diagnostics, and precise therapeutics
with better patient outcomes. These technologies are rapidly transforming every
aspect of patient care, as well as the administrative process within the healthcare
environment.
The 15th National Conference for Clinical Research (NCCR) 2022 with the theme ‘Data
to Decisions’ will discuss arising issues of increasing application of big data, data
sharing, data transparency, and data misrepresentation in social media. The
conference will also provide insights into novel innovative solutions for patient care
and address population equity to promotive healthcare.
Thank you to all researchers who have contributed to ensuring the high quality of
clinical research, publications, and presentations that have allowed the Ministry of
Health Malaysia to be recognised for its research excellence. We should strive for
more global recognition and set a goal of becoming the top leader in research within
our region.
I also extend my sincerest thanks to the 15th NCCR organising committee for bringing
together international and local experts to share their knowledge for data-driven
research at this conference. Lastly, I also would like to extend my appreciation to the
Dr. Wu Lien-Teh society for its continuous support for the young investigator award

The 15th National Conference for Clinical Research (NCCR) 2022
serves as a national platform for academics, researchers, and
practitioners to discuss topics in clinical research, digital health,
and information technologies. This year's conference in Penang
features a global trend in utilizing data and information for
evidence-based policies and decision-making in healthcare.
Therefore, the conference theme “Data to Decision” notably
addresses a growing demand in future healthcare.
Malaysia’s healthcare system is divided into private and public sectors, which serve a
multicultural society with a population of over 30 million. With the ageing population
expected to surge by 40% in the next 30 years, our healthcare system is facing a growing
demand for treatment. Therefore, healthcare sectors are adopting information and digital
technologies to augment their services and deliveries.
In 2011, the Malaysian Health Data Warehouse (MyHDW) blueprint was proposed and
accepted, providing a trusted source and environment for comprehensive national health
analytics to serve a wide range of health information requirements, including healthcare
policy and decision-making. During the COVID-19 pandemic, surveillance and analysis of
case data were frequently applied to guide outbreak and resource management,
contributing to timely understanding for rapid preparedness and response to the pandemic.
Open data policy on COVID-19 motivates and catalyses the conduct of various research and
predictive modelling to understand better the dynamic trend and impact of COVID-19 in our
community.
We’re blessed with the presence of our distinguished keynote speakers, who are ones of
some prominent scholars in their respective areas. Their participation and contributions are
deeply appreciated. I sincerely hope that all the delegates will benefit from the contents of
this conference and enjoy their stay in Penang.

It is our pleasure to welcome you to the 15th National Conference for Clinical Research
(NCCR) 2022 in Penang, Malaysia. A major highlight of this national conference is to bring
together clinicians, pharmacists, nurses, academic scientists, and researchers to exchange
and share their experiences and research findings about most aspects in clinical research.
This year, the scientific program consists of plenary lectures and five symposiums that
provide rewarding experience and insight about various aspects in the utilization of data for
research and decision making in healthcare for the benefit of all. This rich program offers all
delegates with the opportunity to meet and interact with one another.
I sincerely hope your experience with the 15th NCCR 2022 is fruitful and long-lasting. With

On behalf of the NCCR 2022 Organizing Committee, we cordially welcome you to the 15th National
Conference for Clinical Research (NCCR), held on the 18th-20th October at The Wembley St Giles
Hotel Penang. Located amid the bustling city of George Town, we hope you’ll have an exceptional
time at the annual conference by Institute for Clinical Research.
This year, the 15th NCCR encompasses the theme “Data to Decisions” which highlights the global
trend in utilization of data for important decision makings that will change the trajectory of
healthcare forever. In the past 2 years, we have observed the rising importance for data in research,
especially in efforts to eradicate and control COVID-19 pandemic. Witnessing the mitigation of
COVID-19 cases led by swift action plan based on the collated data, we believe that the same
strategy can be implemented into clinical research for us to get a head start, especially with non-
communicable diseases.
The committee is truly honoured to welcome up to 18 national and international speakers that
comprises of healthcare experts and leaders to speak on the association between valuable research
and patient data for the advancement of healthcare. Another notable part of the conference is also
the Dr Wu Lien-Teh Research Awards, named after Dr Wu, who was renowned for his exemplary work
in public health.
Our most sincere hope is that stakeholders in medical, research and healthcare all around Malaysia
could view this as an opportunity to network and meet the key players first-hand. Join us for an
exchange of scientific research findings, ideas, and data-driven solutions in clinical research settings.
This conference will open new possibilities and opportunities for us to accelerate forward in the
growing clinical research field in Malaysia. We would like to take this opportunity to acknowledge and

OUR SPEAKERS
Prof. Greg Tucker-Kellogg
Department of Biological Sciences, National University
of Singapore
Greg Tucker-Kellogg received his PhD in Molecular Biophysics in
Biochemistry from Yale University and was a Jane Coffin Child Postdoctoral
Fellow in the laboratory of Christopher T Walsh at Harvard Medical School.
He moved to the biotech industry after his postdoc, which eventually
brought him to Singapore with Eli Lilly as Senior Director of Bioinformatics
and Chief Scientific Officer of Lilly Systems Biology. He is currently a
Professor in the Department of Biological Sciences at the National University
of Singapore, where he also directs the undergraduate programme in
Computational Biology and the Masters in Science in Biotechnology.
Dr. Aaron Neal
Clinical Research Specialist, National Institute of Allergy and
Infectious Diseases (NIAID), U.S, NIH
Dr. Aaron Neal serves as a Clinical Research Specialist and the Indonesia
Partnership Lead in the Division of Clinical Research of the National Institute
of Allergy and Infectious Diseases (NIAID), U.S. National Institutes of Health
(NIH). He received his doctorate in Tropical Medicine from the University of
Oxford and competed both a postdoctoral fellowship and a global health-
focused Presidential Management Fellowship at NIAID. In his current role, Dr.
Neal works at the intersection of science, medicine, public health, and
diplomacy to conduct international clinical studies on infectious diseases
and launch research responses to disease outbreaks worldwide.
Dr Atul Anand
Senior Clinical Research Fellow, Centre for Cardiovascular
Science, The University of Edinburgh Clinical Lead for the
Health and Social Care DDI DataLoch Programme
Atul is the Clinical Lead for the Edinburgh City Region Data-Driven
Innovation (DDI) Health and Social Care DataLoch Programme – a linked data
repository of health and social care data for over 1 million citizens in South
East Scotland, United Kingdom. He is also a Consultant Geriatrician at the
Royal Infirmary of Edinburgh, where he looks after older patients with falls
and fractures. As a Senior Clinical Research Fellow at the University of
Edinburgh’s Centre for Cardiovascular Science, Atul works on maximising
knowledge from routine electronic healthcare data, particularly in identifying
frailty in hospitalised older adults. He has also worked on data-enabled
cardiovascular trials that have changed guidelines for the management of
patients with suspected heart attacks.

Associate Professor Tam Nguyen has over 20 years of working in healthcare,
health & medical research sectors including tertiary teaching hospitals and

at St Vincent’s Hospital Melbourne, one of the largest tertiary teaching and
research hospitals in Melbourne - responsible for the organisation’s research
strategy, clinical trials, research ethics and governance, research innovation

Tam serves as a non-executive director and advises several medtech and
health tech start-ups on clinical and commercialization strategy. He is a
regular invited speaker on a broad range of topics at national and
international conferences. He holds an academic appointment with
Melbourne University's Medical School and Monash University's Medical

impacts across South and Southeast Asia.
He is an International Academy of Health Sciences and Informatics (IAHSI)
fellow of International Medical Informatics Association (IMIA), the vice
president of the Thai Medical Informatics Association (TMI) and was a
member of WHO Digital Health Technical Advisory Group (DHTAG).
Dr. Boonchai is an Informatician and physician from Thailand. He had worked
in a rural public general hospital for 15 years as an internal medicine clinician
before receiving MSc. and PhD. in Health Informatics from the University of
Minnesota, USA. His working areas and research interests are national health
information standards and interoperability, health information exchanges,
national eHealth/digital health strategy, and health IT adoption. He is a senior
lecturer at the Department of Clinical Epidemiology and Biostatistics, Faculty

Professor Patrick Then is a professor in computer science and wears two
leadership hats at Swinburne University of Technology Sarawak Campus as
Head of School of Information and Communications Technologies, and
Director of Centre for Digital Futures. He is an advocate of transdisciplinary
research and development specializing in digital health. Started in 2008, he
has worked with numerous healthcare service providers and practitioners
from both private and public sectors. He has recently been speaking at
national conferences in clinical research and spoke at inaugural Health Policy
Summit as key opinion leader in digital health technology. His research
collaboration with Institute of Clinical Research, National Institutes of Health
has resulted in national roll-out of cough sound artificial intelligence
platform for every member of public. Public will soon enjoy zero-cost
covid19 detection via their own cough sound, followed by range of
respiratory diseases such as tuberculosis, asthma and pneumonia. He
published more than 80 scholarly publications, won more than RM5 millions
research grants, and owned more than 10 intellectual properties in form of
patents and copyrights.

Trained as a Paediatrician and Neonatologist, Prof Dr. Lai has over 18 years of
research experience. His research focus is evidence synthesis chiefly in the
form of systematic reviews and meta-research (research on research). He has
published over 170 peer-reviewed papers and his work has been cited in
many clinical practice guidelines across the world. Prof Lai trained
researchers in the Malaysian National Institute of Health since 2010, with the
most recent roles being and the appointment as a consultant in the 12th
Malaysian National Health Research Priorities Setting Exercise (2021-2025)
and trainer for researchers in the Bangladesh Ministry of Health under the
Child Health and Mortality Prevention Surveillance Network (CHAMPS)
Initiative. He is the trainer, reviewer and associate editor of Cochrane review
groups, advisor of the British Medical Journal Uncertainties series, editor of
three other journals and invited reviewer for over 40 journals. For his work,
Prof Dr. Lai is recognized as the top 2% cited researchers globally in his field
of Health and Clinical Sciences in an annual analysis by Stanford University.

Dr. Mahmood is a medical professional with more than two decades
experience managing crises in health, disasters and conflict settings. She is
currently Professor and Executive Director of the newly established Sunway
Centre for Planetary Health at Sunway University
in Malaysia. She is a member of the Malaysian Climate Action Council, the
Ministry of Health Advisory Council and Consultative Council for Foreign
Policy at the government of Malaysia, as well as a Senior Fellow of the
Adrienne Arsht-Rockefeller Foundation Resilience Centre. Dr. Mahmood is
also the Pro-Chancellor of Heriot-Watt University Malaysia. She is a strong
advocate of planetary health and sustainability and actively advises on
Environment, Social and Governance in the advisory and board roles she
holds.
She was the Special Advisor to the Prime Minister of Malaysia on Public
Health and member of the Government of Malaysia’s Economic Action
Council from April 2020-September 2021. Previous appointments include
the Under Secretary General for Partnerships at the International Federation
of Red Cross and Red Crescent Societies (IFRC), Chief of the World
Humanitarian Summit secretariat at the United Nations, and Chief of the
Humanitarian Response Branch at UNFPA. She is the founder of MERCY
Malaysia, a southern based international humanitarian organisation. A strong

Professor of Emergency Medicine at the University Technology MARA. She
was until November 2018, the National Advisor to the Ministry of Health
Malaysia for Emergency Medicine and Trauma Services and the Chairman of
the National Committee on Resuscitation for the Ministry of Health. She
currently serves as President of the Malaysian Resuscitation Association. She
was also the National Principal Investigator for the international multi-centre
trial CRASH 3 (Clinical Randomization of Tranexamic Acid in Severe Head
Injury) and currently for PATOS (Pan Asia Trauma Outcome Study). She was
previously the chair for the National Trauma Database. She previously
served as a consultant to WHO on Emergency Care Systems. She is also
actively involved in setting clinical practice guidelines (CPG) and was
recently involved in the national CPG for Myocardial Infarction.

Dr. Law Wan Chung is a neurologist at Sarawak General Hospital. He
graduated from University Malaya, attained RCP (UK) membership in 2008
and completed his neurology fellowship in 2014. Currently, He is the head of

Preserving the Proud Legacy - Dr. Wu Lien-Teh
Dr. Wu Lien-Teh (1879-1960) was a highly respected public health physician and an
internationally-acclaimed plague fighter. However, his unyielding passion for humanity and
social justice extended beyond his role as a doctor. His extraordinary life story and heroic
achievements have remained an inspiration and set the standard for generations to come.
During the COVID-19 pandemic, this public health hero was again celebrated for his fight
against the Manchurian plague and his pioneering face mask. This fact appeared as a Google
doodle on March 10, 2021. The caption read "Dr. Wu Lien-Teh, who invented a surgical face
covering that is widely considered the precursor to the N95 mask." This simple three-ply
mask saved many lives during the pneumonic plague and continues to save many more lives
a century later!
Dr. Wu Lien-Teh was born in Penang, Malaysia, on March 10, 1879. He was a bright student at
Penang Free School. He was the first Malaysian and a top medical student to study at
Emmanuel College, Cambridge University, where he obtained his MD. He was among the first
founders of the Anti-Opium Society in Malaya and eventually abolished opium in 1926. He
was trained by three Nobel laureates in Physiology or Medicine in England, France, and
Germany before returning to work in the Institute for Medical Research, Kuala Lumpur in
1903, where there is a gallery about his great pioneering work. He stood up for social justice,
advocating for elementary education for girls, forming debating and literary clubs and writing
articles in newspapers calling for abolition of gambling and spirit farms. After his general
practice in Penang, he was then offered a position as Vice Director of the Tientsin Military
Medical Hospital, China, in 1907. In December 1910, there was an outbreak of a serious
epidemic involving pneumonic plague in Manchuria. The Ching Dynasty government assigned
him and his medical team to investigate the cause and bring the plague under control.
Dr. Wu's heroic medical work led to the halting of the outbreak after 60,000 lives were lost,
which could have devastated China. By initiating the largest cremation in Chinese history,
putting in quarantine measures with movement controls, and inventing the "Wu mask", Dr.
Wu succeeded in bringing the plague under control within 6 months. He subsequently was
tasked to establish some 20 hospitals and research hospitals in China. Thus, he was known as
the Father of Modern Medicine in China. In 1932 he co-authored the first English book on
"History of Chinese Medicine".

He also founded the China Medical Association in 1916. For his works on pneumonic plague,
he was nominated for the Nobel Prize in Physiology or Medicine in 1935 and still holds the
record as the first Malaysian to achieve such distinction. He returned to Malaysia in 1937 and
continued as a practicing doctor in Ipoh. He was actively involved in civic and public health
works in Ipoh until 1960. He retired in January 1960 and returned to Penang, where he died
of a stroke. The Times of London wrote, "The world of medicine has lost a heroic and almost
legendary figure”.
The Dr. Wu Lien-Teh Society, Penang was established in 2012 to celebrate this legendary
icon. Among several initiatives, a road named after him can be found in Ipoh Garden South;
while in Penang, a residential area near Penang Free School named Taman Wu Lien-Teh and
recently, a new road in George Town named Jalan Dr Wu Lien-Teh. An elegant bronze statue
from Harbin is placed in the Dr. Wu Lien-Teh Garden in Penang Institute. In Harbin, Wu Lien-
Teh Institute was established in Harbin Medical University in 2015 to become the Pasteur
Institute in Asia! In Malaysia, the Dr. Wu Lien-Teh Centre of Research in Communicable
Disease has just been established in UTAR in September 2022.
Besides, Dr. Wu Lien-Teh Research Awards for the annual National Conference for Clinical
Research was established in collaboration with Institute for Clinical Research, since 2015,
now in its 7th year. Furthermore, in January 2022, we celebrated the inaugural establishment
of Dr. Wu Lien-Teh Award- Best Student for Doctor of Public Health in the oldest and most
prestigious medical school in Malaysia, Universiti Malaya. We established the inaugural Dr.
Wu Lien-Teh Award for Leadership in Public Health this year to recognize the exemplary
leaders and their outstanding contributions to the field of public health. In addition, there are
reprints of Plague Fighter, Memoirs of Plague Fighter, dedicated poem, heritage trail, and
student lectures, among many more initiatives by the Society, to share with the world on Dr.
Wu.

In this era, plenty of data is made available to facilitate policies and decision- making processes of benefit to individuals, government and non-government organizations and countries. FOREWORD Minister of Health Malaysia Khairy Jamaluddin The Ministry of Health Malaysia recognises the paradigm shift for value-based healthcare, and the growing need in utilising data to support population healthcare decisions. Malaysia with its substantial multi-ethnic population coupled with a diverse genetic makeup, robust public and private healthcare systems, established and efficient ethical review and regulatory processes, competitive trial costs, experienced clinical trial investigators and a streamlined process of clinical trial conduct is a conducive ground for the research fraternity. In this age of artificial intelligence (AI) and big data analytics, health technology is increasingly applied for disease surveillance, diagnostics, and precise therapeutics with better patient outcomes. These technologies are rapidly transforming every aspect of patient care, as well as the administrative process within the healthcare environment. This year's conference in Penang features a global trend in utilizing data and information for evidence-based policies and decision-making in healthcare. Therefore, the conference theme “Data to Decision” notably addresses a growing demand in future healthcare. Malaysia’s healthcare system is divided into private and public sectors, which serve a multicultural society with a population of over 30 million. With the ageing population expected to surge by 40% in the next 30 years, our healthcare system is facing a growing demand for treatment. Therefore, healthcare sectors are adopting information and digital technologies to augment their services and deliveries. In 2011, the Malaysian Health Data Warehouse (MyHDW) blueprint was proposed and accepted, providing a trusted source and environment for comprehensive national health analytics to serve a wide range of health information requirements, including healthcare policy and decision-making. During the COVID-19 pandemic, surveillance and analysis of case data were frequently applied to guide outbreak and resource management, contributing to timely understanding for rapid preparedness and response to the pandemic. Open data policy on COVID-19 motivates and catalyses the conduct of various research and predictive modelling to understand better the dynamic trend and impact of COVID-19 in our community. He moved to the biotech industry after his postdoc, which eventually brought him to Singapore with Eli Lilly as Senior Director of Bioinformatics and Chief Scientific Officer of Lilly Systems Biology. He is currently a Professor in the Department of Biological Sciences at the National University of Singapore, where he also directs the undergraduate programme in Computational Biology and the Masters in Science in Biotechnology. Dr. Aaron Neal Clinical Research Specialist, National Institute of Allergy and Infectious Diseases (NIAID), U.S, NIH Dr. Aaron Neal serves as a Clinical Research Specialist and the Indonesia Partnership Lead in the Division of Clinical Research of the National Institute of Allergy and Infectious Diseases (NIAID), U.S. National Institutes of Health (NIH). He received his doctorate in Tropical Medicine from the University of Oxford and competed both a postdoctoral fellowship and a global health- focused Presidential Management Fellowship at NIAID. He is also a Consultant Geriatrician at the Royal Infirmary of Edinburgh, where he looks after older patients with falls and fractures. Tam is the Deputy Director of Research at St Vincent’s Hospital Melbourne, one of the largest tertiary teaching and research hospitals in Melbourne - responsible for the organisation’s research strategy, clinical trials, research ethics and governance, research innovation and commercialization. Tam serves as a non-executive director and advises several medtech and health tech start-ups on clinical and commercialization strategy. He is an advocate of transdisciplinary research and development specializing in digital health. Started in 2008, he has worked with numerous healthcare service providers and practitioners from both private and public sectors. The 15th National Conference for Clinical Research Data to Decisions 18 - 20 October 2022 Preserving the Proud Legacy - Dr. Wu Lien-Teh Dr. Wu Lien-Teh (1879-1960) was a highly respected public health physician and an internationally-acclaimed plague fighter. However, his unyielding passion for humanity and social justice extended beyond his role as a doctor. His extraordinary life story and heroic achievements have remained an inspiration and set the standard for generations to come. During the COVID-19 pandemic, this public health hero was again celebrated for his fight against the Manchurian plague and his pioneering face mask. This fact appeared as a Google doodle on March 10, 2021. The caption read "Dr. Wu Lien-Teh, who invented a surgical face covering that is widely considered the precursor to the N95 mask." This simple three-ply mask saved many lives during the pneumonic plague and continues to save many more lives a century later! Dr. Wu Lien-Teh was born in Penang, Malaysia, on March 10, 1879. He was a bright student at Penang Free School. He was the first Malaysian and a top medical student to study at Emmanuel College, Cambridge University, where he obtained his MD. He was among the first founders of the Anti-Opium Society in Malaya and eventually abolished opium in 1926. He was trained by three Nobel laureates in Physiology or Medicine in England, France, and Germany before returning to work in the Institute for Medical Research, Kuala Lumpur in 1903, where there is a gallery about his great pioneering work. He stood up for social justice, advocating for elementary education for girls, forming debating and literary clubs and writing articles in newspapers calling for abolition of gambling and spirit farms. After his general practice in Penang, he was then offered a position as Vice Director of the Tientsin Military Medical Hospital, China, in 1907. In December 1910, there was an outbreak of a serious epidemic involving pneumonic plague in Manchuria. The Ching Dynasty government assigned him and his medical team to investigate the cause and bring the plague under control. Dr. Wu's heroic medical work led to the halting of the outbreak after 60,000 lives were lost, which could have devastated China. By initiating the largest cremation in Chinese history, putting in quarantine measures with movement controls, and inventing the "Wu mask", Dr. Wu succeeded in bringing the plague under control within 6 months. He subsequently was tasked to establish some 20 hospitals and research hospitals in China. Thus, he was known as the Father of Modern Medicine in China. In 1932 he co-authored the first English book on "History of Chinese Medicine".

For his works on pneumonic plague, he was nominated for the Nobel Prize in Physiology or Medicine in 1935 and still holds the record as the first Malaysian to achieve such distinction. He returned to Malaysia in 1937 and continued as a practicing doctor in Ipoh. He was actively involved in civic and public health works in Ipoh until 1960. He retired in January 1960 and returned to Penang, where he died of a stroke. The Times of London wrote, "The world of medicine has lost a heroic and almost legendary figure”. The Dr. Wu Lien-Teh Society, Penang was established in 2012 to celebrate this legendary icon. Among several initiatives, a road named after him can be found in Ipoh Garden South; while in Penang, a residential area near Penang Free School named Taman Wu Lien-Teh and recently, a new road in George Town named Jalan Dr Wu Lien-Teh. An elegant bronze statue from Harbin is placed in the Dr. Wu Lien-Teh Garden in Penang Institute. In Harbin, Wu Lien- Teh Institute was established in Harbin Medical University in 2015 to become the Pasteur Institute in Asia! In Malaysia, the Dr. Wu Lien-Teh Centre of Research in Communicable Disease has just been established in UTAR in September 2022. Besides, Dr. Wu Lien-Teh Research Awards for the annual National Conference for Clinical Research was established in collaboration with Institute for Clinical Research, since 2015, now in its 7th year. Furthermore, in January 2022, we celebrated the inaugural establishment of Dr. Wu Lien-Teh Award- Best Student for Doctor of Public Health in the oldest and most prestigious medical school in Malaysia, Universiti Malaya. We established the inaugural Dr. Wu Lien-Teh Award for Leadership in Public Health this year to recognize the exemplary leaders and their outstanding contributions to the field of public health.
