Computational models are mathematical representations that are designed to study the behaviour of complex systems. Systems under study are usually nonlinear and complex to the extent that conventional analytics cannot be used. Scholars have tried to establish the role played by trust and values in the use of such models in the analysis of public administration.
Public decision-making is itself a complex endeavour that involves the input of multiple stakeholders. Usually, there are a lot of conflicting interests that influence the final outcome of such decision-making processes (Klabunde & Willekens, 2016). In a computational model, a number of factors equally influence the outcome of the process. One of them is the number of actors involved –the presence of more actors normally implies increased mistrust. Another factor is the amount of trust that already exists among the decision makers. In cases where the group is homogenous, there is likely to be more trust and thus, less concern about the number of actors involved.
Given the importance of these two factors, the designer of any such model bears the largest burden in assuring the value of the model. He or she can choose to implement agency by humans or by technology depending on the number of actors and trust among them. Also, model designer determines the margins of error from each scenario while modelling (Gershman, Markman & Otto, 2014). Since in conventional decision-making processes different actors have different roles, the model designer may decide to accord different levels of authority to different actors. Nevertheless, they must ensure that such a decision does not affect the trust of the system. Overall, what values are sought from a computational model in a public decision-making context?

Consequently, we identified that empirical research in the domain has been progressing since 2013. The IEEE Access journal and IEEE Smart Cities Conference are the leading sources of literature containing 10.34% and 13.88% of the publications, respectively. The current state of the research is semi-matured where research type of 46.15% of the publications is solution and experience, and contribution type of 60% of the publications is architecture, platform, and framework. Prescriptive is least whereas predictive is the most applied type of analytics in smart cities as it has been stated in 43.08% of the publications. Overall, 33.85%, 21.54%, 13.85%, 12.31%, 7.69%, 6.15%, and 4.61% of the research produced in the domain focused on smart transportation, smart environment, smart governance, smart healthcare, smart energy, smart education, and smart safety, respectively. Besides the requirement for producing validation and evaluation research in the areas of smart transportation and smart environment, there is a need for more research efforts in the areas of smart healthcare, smart governance, smart safety, smart education, and smart energy. In this study, we provide a breadth-first review of the domain “Big Data in Smart Cities” by applying the formal research method of systematic mapping. We investigated the primary sources of publication, research growth, maturity level of the research area, prominent research themes, type of analytics applied, and the areas of smart cities where big data research is produced. Consequently, we identified that empirical research in the domain has been progressing since 2013. The IEEE Access journal and IEEE Smart Cities Conference are the leading sources of literature containing 10.34% and 13.88% of the publications, respectively. The current state of the research is semi-matured where research type of 46.15% of the publications is solution and experience, and contribution type of 60% of the publications is architecture, platform, and framework. Prescriptive is least whereas predictive is the most applied type of analytics in smart cities as it has been stated in 43.08% of the publications. Overall, 33.85%, 21.54%, 13.85%, 12.31%, 7.69%, 6.15%, and 4.61% of the research produced in the domain focused on smart transportation, smart environment, smart governance, smart healthcare, smart energy, smart education, and smart safety, respectively. Besides the requirement for producing validation and evaluation research in the areas of smart transportation and smart environment, there is a need for more research efforts in the areas of smart healthcare, smart governance, smart safety, smart education, and smart energy. Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Smartcity Evacuation using ABM-Based Gaming Simulation
The SmartCity evacuation policy involves devising policies that
are relevant in getting the involved stakeholders, towards a
prepared and disaster-ready city that can coordinate resources
and people during disaster more efficiently and seamlessly to
facilitate lower fatalities (Grignard & Drogoul, 2017). A
SmartCity Evacuation ABM-Based Gaming simulation for
policy making will integrate views and expertise from relevant
stakeholders including the public, who have largely grown to
question more about administrative functions offered to them.
The main stakeholders in the ABM-Based Evacuation policy
will include four main categories. The policy analysts are the
top tier lot who oversee the processing of the software data,
while domain experts include architects, disaster management
professionals and environmentalists. The lower tier stakeholders
will include policy makers who consist of the parliamentary
system while the citizens’ public participation of the process
falls last.
The simulation model constitutes of geospatial information,
building architectural designs and human population patterns
which are characteristic of a certain geographical area. The
model visualizes a series of information including population
patterns and geospatial distribution. Users can set up the
gaming simulation through specifying the stated parameters
including the type of disaster before running. The agents using
the model have a real time interaction with the simulated
environment and can see the effects on the environment and
geographical areas selected. The Dot map and heat map
visualization techniques will be used to view the effects of
evacuation policies that will be implemented by the relevant
stakeholders during such disasters in the SmartCity. Users can
hence analyze how human population would react to policies
meant to address evacuation issues during disasters in the
SmartCity (Janssen, Wimmer & Deljoo, 2015).
