CASEY ANTHONY: THE CSI EFFECT?
Few criminal proceedings have captured the attention of the American public or have
invoked stronger emotions than the Casey Anthony murder trial. How could a defendant
who failed to report her two-year-old child missing for 31 days walk away scot-free from a
murder conviction? This case had all the makings of a strong circumstantial case for the
state.
The state’s theory was that Casey used chloroform to render her daughter unconscious,
placed duct tape over Caylee’s mouth and nose, and kept the body in the trunk for several
days before disposing of it. Caylee’s decomposed remains were discovered more than five
months after she was reported missing.
Have TV forensic dramas created an environment in the courtroom that necessitates the
existence of physical evidence to directly link a defendant to a crime scene? The closest the
state came to a direct link was a hair found in the trunk of Casey’s car. However, the DNA
test on the hair could only link the hair to Caylee’s maternal relatives: Casey, Casey’s mother
(Caylee’s maternal grandmother), and Casey’s brother (Caylee’s uncle). And Caylee herself.
No unique characteristics were found to link the duct tape on the body with that found in
the Anthony home.
No DNA, no fingerprints, no conviction.

The challenges involved with investigating crimes may well be characterized by a quote from Ludwig
Wittgenstein: "How hard I find it to see what is right in front of my eyes I" Investigating crimes has
indeed become a complicated art as well as a science, as will be seen in this chapter.
The art of sleuthing has long fascinated the American public. People appear to be completely enthralled
with anything involving forensics and criminal psychoses (e.g., CSL Dexter, Criminal Minds), as well
as the exploits of detectives as they pursue serial killers (e.g., Silence of the Lambs, Se7en) Nor is this
public interest in sleuthing a recent phenomenon: for decades, Americans have feasted on the exploits
of dozens of fictional masterminds and detectives in books and movies, such as Arthur Conan Doyle's
Sherlock Holmes, Agatha Christie's Hercule Poirot and Miss Marple, and Clint Eastwood's Detective
"Dirty Harry" Callahan, to name a few.
In reality, investigative work is largely misunderstood, often boring, and overrated; it results in arrests
only a fraction of the time; and it relies strongly on the assistance of witnesses and even some luck.
Nonetheless, the related fields of forensic science and criminalistics are the most rapidly developing

Criminological and Victimological Analysis
Crimes committed, victims of crimes, and criminals can be counted, analyzed, categorized, defined,
examined, researched, and appraised on macro and micro levels. Once reliable data are collected, they can
be placed in boxes to be used as reference points to use in describing history and forecasting possible
futures.
For research persons interested in changing outcomes and perhaps reducing crimes, methods can be
devised, analyzed, funded, and implemented to do so. In the end, the process starts over to determine and
analyze the effects of the methods, and the circle goes around as it has for thousands of years. Even so,
crimes are committed, victims are injured, and criminals exist in societies around the world. The point is that
persons working in the criminal justice field must be wary of relying strictly on one study. For example, in the
Crime File 2.3 on page 34 of the textbook, The Crime Dip, Levitt and Donohue (as cited in Hagan, 2017)
argue that legalized abortion was responsible for a falling crime rate. Their reasoning is that the Supreme
Court’s 1973 Roe v. Wade decision legalizing abortion prevented unwanted potential criminals from being
born, so in 1992 the crime rate dropped. This situation describes but one of many systems for analyzing data
with the intention of devising systems or methods for crime reduction. Perhaps criminologists and
victimologists need to try another method that has an excellent reputation in other fields: analyze systems that
provide the best results and copy them.

Resource management
is the process in which individuals and families use what they have to get what they want. It begins with thinking and planning and ends with the evaluation of actions taken. Three fundamental concepts in resource management are
values, goals
, and
decision making.
Values such as honesty and trust are principles that guide behavior. They are desirable or important and serve as underlying motivators. Values determine goals, which are sought-after end results. Goals can be implicit or explicit. They can be short-term, intermediate-, or long-term. Decisions are conclusions or judgments about some issue or matter.
Decision making
involves choosing between two or more alternatives and follows a series of steps from inception to evaluation.
Through choices, individuals and families define their lives and influence the lives of others. The study of resource management focuses on order, choices, and control, and how people use time, energy, money, physical space, and information. As an applied social science, it is an academic field that is fundamental to our understanding of human behavior. "The knowledge obtained through the study of management is evaluated in light of its ability to make an individual's or family's management practice more effective" (Goldsmith 2000, p. 5).
Individuals and families have characteristic ways of making decisions and acting called their
management style.
Although similar styles are exhibited within families (such as a tendency to be on time or to finish tasks to completion), there are also wide ranges of styles within families making the study of management intrinsically interesting, especially from a
socialization
point of view. Why do such differences exist and how does the individual's style mesh with that of the other members' styles in the family?
Measuring devices, techniques, or instruments that are used to make decisions and plan courses of action are called management tools. For example, time is a resource and a clock or stopwatch is a management tool.
Resources can be divided up into human and material resources, assets that people have at their disposal.

Enterprise Industries produces Fresh, a brand of liquid detergent. In order to more effectively manage its inventory, the company would like to better predict demand for Fresh. To develop a prediction model, the company has gathered data concerning demand for Fresh over the last 33 sales periods. Each sales period is defined as one month. The variables are as follows:

Only the trend of PRICE is negative. Other four variables have positive trends. However, the R2 values suggest that for ADV and DEMAND only the linear model is explained by the data points moderately (66% and 51% respectively). For all the other three variables, the R2 values are too poor to accept the models as adequates because very few percent of data points actually represents the linear model.
As expected, the Demand is negatively correlated with Price. But the regression line equation cannot be relied upon due to poor R2 value. For other three variables, there is a positive correlation. Out of these, for the ADV variable, the regression line can be adequate for the R2 value is moderately higher.

From Alabama and Clemson to Mount Union and Wheaton College, Division 1 to Division 3 top to bottom 24/7 college football. Being a college football athlete myself and having played at Clemson University and now here at University of Maryland I understand the different levels of exposure programs and athletes get even across power 5 conferences there is some exposure but different and some more than others. What my goal and plan for TBSB is that we bring the same amounts of awareness and exposure to their programs that the Clemson’s and Alabama’s receive to their programs.
After conducting many research experiments on former college athletes as well as parents, family members of student athletes, and fans I learned that they are not happy with not having the chance to always support and watch programs who aren’t top tier and do not have the same lime light as others. I also found that there is not one particular network that shows all power 5 conference football games on Saturdays, there are different networks you have to pay for monthly to keep up with all football games from different conferences. For example, you have ACC Network, Big 10 Network, and SEC Network for each of these networks you need a different subscription and or certain cable plan. With TBSB we are putting all of these networks under one station to give families, fans, and much more the best possible experience.
I feel like this network will be beneficial to many different people starting with the players. Giving all players who are not receiving a lot of exposure this prime television opportunity for family and friends to watch and cheer them on. Also giving these players opportunities to be evaluated, and scouted by the NFL for those who have that desire. This network will also be beneficial to the university itself, football programs have a chance to increase school’s revenue at any given time. Putting these different schools in the lime light will increase the chances to help up school’s revenue. Last but not least TBSB will be beneficial to families, friends, fans, and much more the people who are not able to make it to the games but would still love to support and cheer on these programs. With the click of a button all of their problems are solved with TBSB giving them the chance to watch not only the games of their loved ones but any other college football games of their choice.
Currently, I am in the process of finalizing the concept and sources of revenue, as of now my guaranteed sources of revenue will come from customers who sign up they will pay a monthly fee. My next source of revenue I want to work with television companies to have TBSB added to their channel listings and work with these different companies for another stream of revenue. Criminological and Victimological Analysis
Crimes committed, victims of crimes, and criminals can be counted, analyzed, categorized, defined,
examined, researched, and appraised on macro and micro levels. Once reliable data are collected, they can
be placed in boxes to be used as reference points to use in describing history and forecasting possible
futures.
For research persons interested in changing outcomes and perhaps reducing crimes, methods can be
devised, analyzed, funded, and implemented to do so. In the end, the process starts over to determine and
analyze the effects of the methods, and the circle goes around as it has for thousands of years. Even so,
crimes are committed, victims are injured, and criminals exist in societies around the world. The point is that
persons working in the criminal justice field must be wary of relying strictly on one study. For example, in the
Crime File 2.3 on page 34 of the textbook, The Crime Dip, Levitt and Donohue (as cited in Hagan, 2017)
argue that legalized abortion was responsible for a falling crime rate. Their reasoning is that the Supreme
Court’s 1973 Roe v. Wade decision legalizing abortion prevented unwanted potential criminals from being
born, so in 1992 the crime rate dropped. This situation describes but one of many systems for analyzing data
with the intention of devising systems or methods for crime reduction. Perhaps criminologists and
victimologists need to try another method that has an excellent reputation in other fields: analyze systems that
provide the best results and copy them.

Values such as honesty and trust are principles that guide behavior. They are desirable or important and serve as underlying motivators. Values determine goals, which are sought-after end results. Goals can be implicit or explicit. They can be short-term, intermediate-, or long-term. Decisions are conclusions or judgments about some issue or matter.
Decision making
involves choosing between two or more alternatives and follows a series of steps from inception to evaluation.
Through choices, individuals and families define their lives and influence the lives of others. The study of resource management focuses on order, choices, and control, and how people use time, energy, money, physical space, and information. As an applied social science, it is an academic field that is fundamental to our understanding of human behavior. "The knowledge obtained through the study of management is evaluated in light of its ability to make an individual's or family's management practice more effective" (Goldsmith 2000, p. 5).

When the assignment is placed in the dropbox, it will automatically be submitted to Turnitin. You may submit the assignment one additional time before the due date to lower the Turnitin score. Enterprise Industries produces Fresh, a brand of liquid detergent. In order to more effectively manage its inventory, the company would like to better predict demand for Fresh. To develop a prediction model, the company has gathered data concerning demand for Fresh over the last 33 sales periods. Each sales period is defined as one month. The variables are as follows:

Only the trend of PRICE is negative. Other four variables have positive trends. However, the R2 values suggest that for ADV and DEMAND only the linear model is explained by the data points moderately (66% and 51% respectively). For all the other three variables, the R2 values are too poor to accept the models as adequates because very few percent of data points actually represents the linear model.
As expected, the Demand is negatively correlated with Price. But the regression line equation cannot be relied upon due to poor R2 value. For other three variables, there is a positive correlation. From Alabama and Clemson to Mount Union and Wheaton College, Division 1 to Division 3 top to bottom 24/7 college football. Being a college football athlete myself and having played at Clemson University and now here at University of Maryland I understand the different levels of exposure programs and athletes get even across power 5 conferences there is some exposure but different and some more than others. What my goal and plan for TBSB is that we bring the same amounts of awareness and exposure to their programs that the Clemson’s and Alabama’s receive to their programs.
After conducting many research experiments on former college athletes as well as parents, family members of student athletes, and fans I learned that they are not happy with not having the chance to always support and watch programs who aren’t top tier and do not have the same lime light as others. I also found that there is not one particular network that shows all power 5 conference football games on Saturdays, there are different networks you have to pay for monthly to keep up with all football games from different conferences. For example, you have ACC Network, Big 10 Network, and SEC Network for each of these networks you need a different subscription and or certain cable plan. With TBSB we are putting all of these networks under one station to give families, fans, and much more the best possible experience.
I feel like this network will be beneficial to many different people starting with the players. Giving all players who are not receiving a lot of exposure this prime television opportunity for family and friends to watch and cheer them on. Also giving these players opportunities to be evaluated, and scouted by the NFL for those who have that desire. This network will also be beneficial to the university itself, football programs have a chance to increase school’s revenue at any given time. Putting these different schools in the lime light will increase the chances to help up school’s revenue. Last but not least TBSB will be beneficial to families, friends, fans, and much more the people who are not able to make it to the games but would still love to support and cheer on these programs. With the click of a button all of their problems are solved with TBSB giving them the chance to watch not only the games of their loved ones but any other college football games of their choice.
Currently, I am in the process of finalizing the concept and sources of revenue, as of now my guaranteed sources of revenue will come from customers who sign up they will pay a monthly fee. My next source of revenue I want to work with television companies to have TBSB added to their channel listings and work with these different companies for another stream of revenue. There is a saying that states one can only learn through doing it, practically and physically. It is the explanation as to why it is very important to implement the skills acquired in theory into practice to ascertain one’s competence. This is even more crucial in the medical field as they have no choice but just to be perfect at what they are doing, the only secret is through practice. Practicums connect the two worlds of theory and classwork, thus breaking the monotony alongside connecting what was taught in class with what happens in the field. They are important as apart from sharpening the student’s skills, they also open a window of opportunity and build up connections that will come in handy for the student later on. They will feel the experience and the pressure that comes with it thus preparing themselves accordingly.
Statement of the Problem
Timing is essential in the nursing field and the Emergency Room is notorious for its long wait times. The goal of a clinical laboratory is to deliver medically useful results for patients on a timely basis. This goal can be hindered by the new paradigm of the modern laboratory – “do more with less" (Lopez, 2020). When implementing new care models for patients, the patient perspective is critical. The objective of this study was to describe and develop an understanding of the information needs of patients in the ED waiting room concerning ED wait time notification (Calder, 2021). As a patient arrives at the ER waiting area, it's critical to have lab results for the provider to evaluate. I can give you an example of a patient that waited in the waiting room for over 3 hours, no labs were completed because they were waiting for the patient to go back into a room. The patient was suffering from a heart attack and his troponins were elevated and no one knew until 3 hours later. If POC labs were done on all patients as soon as they arrived, mistakes like these can be avoided. Completed POC blood can cut the wait times in half and the laboratory also won't be backed up on resulting lab specimens.

The purpose of the report is to solve the problem of whether or not Joe Trosh has the right to carry a concealed weapon in the hospital as a reason for self-defense against discrimination and harassment from the staff of a rural hospital in Oklahoma. According to the U.S. Equal Employment Opportunity Commission, harassment is a form of employment that violates Title VII of the Civil Rights Act of 1964, Age Discrimination Employment Act of 1967, and Americans with Disabilities Act of 1990 ("Equal Employment Opportunity Commission," n.d.).
The Equal Employment Opportunity Commission outlined that “harassment’’ based on race/color discrimination means unwelcome conduct that is based on color, religious background, sex, national origin, older age, disability, or genetic information that is based on medical history ("U.S. Equal Employment Opportunity Commission," n.d.).
Hirsch (2018) stated that the impact of discrimination on racism often creates challenges that the human resource manager is responsible for overcoming. In a workplace, racism is evident through macroaggression, defined as indirect, subtle, and unintentional acts of discrimination against marginalized groups.
Harassment based on stereotypes can affect an organization’s decision-making process in many ways, such as making a quick judgment without looking at the consequences. It also makes people feel preconceptions about a specific group of people leading to harsh treatment.in addition, harassment of stereotypes leads to fixed beliefs about the place of women and men in society.
Managers need to know about the Second Amendment right to bear arms and U.S. Supreme Court Cases that examine this issue because it will protect the hospital from legal matters ("Cornell Law School," n.d.). The District of Columbia v. Heller case in which the supreme court held in 2008 on the second Amendment regarding firearm possession. It gives one the right to possess firearms, independent of service in state militia use the guns for self-defense.
A potential legal issue the Supervisor must consider is how to handle discipline decisions that involve employees who have experienced discrimination through harassment by co-workers. According to the Oklahoma Self-Defense Act, it is “not right for a person to identify themselves as a licensed handgun or as lawfully in possession of any other firemen if the law does not demand information."

Experience
During my clinical placement in a neurosurgical unit, we would occasionalJy exa mine epilepsy
patients to document any seizures. These patients rarely require substantial nursing care, and
most are self-sufficient with only 1-2 prescriptions administered every six hours. I was working
an early shift, and my buddy nurse assigned me to three patients, one of whom was under
examination for a seizure. My buddy nurse handed me the drawer keys and indicated the
medication was in the side drawer when I went with my nurse to provide the patient medication.
Looking over the initial purchase, I began my safety check prior to dispensing the prescription
and discovered that it had expired in February 2019. I requested that my preceptor come over
and take a look at the package. She realized the medication was out of date when she noticed the
expiration date. She then went out of the room with the packaging. When she returned, she
indicated that she had reported the event to the NUM. I then inquired if there was anything else
we needed to do, but I was respectfully told to stay out of it. I took a set of vitals on the patient,
which were all normal, and the buddy nurse was given a new pack of medication that was still
usable. I felt accomplished at the end of my shift since I had followed the procedure for providing
the correct medication and had identified the problem. Being a part. of event reporting and alerting
the doctors, on the other hand, would have been a great experience. Overall, I followed NSHQS's
safety requirements and medication standards when performing my nursing responsibilities.

The state’s theory was that Casey used chloroform to render her
daughter
unconscious, placed duct tape over Caylee’s mouth and nose,
and kept the
body in the trunk for several days before disposing of it.
Caylee’s
decomposed remains were discovered more than five months
after she
was reported missing.

courtroom that

to a crime scene? The closest the state came to a direct link was

found in the trunk of Casey’s car. However, the DNA test on the

increase in crime rates. In response to public concern, law
enforcement
agencies have expanded their patrol and investigative functions,
hoping to
stem the rising tide of crime. At the same time, they are looking
more to
the scientific community for advice and technical support for
their efforts.

corpse had no
ashes in its mouth, the coroner performed an experiment to test
the
22. twentieth century, and its applications grew dramatically.
Perhaps the
leading figure in the field of microscopy was Dr. Walter C.
McCrone. During
his lifetime, McCrone became the world’s preeminent
microscopist.
Through his books, journal publications, and research institute,
he was a
tireless advocate for applying microscopy to analytical
problems,
particularly forensic science cases. McCrone’s exceptional
communication
skills made him a much-sought-after instructor, and he educated
thousands
of forensic scientists throughout the world in the application of
microscopic techniques. Dr. McCrone used microscopy, often in
conjunction with other analytical methodologies, to examine
evidence in
thousands of criminal and civil cases throughout his long and
illustrious
career.
Another trailblazer in forensic applications of microscopy was
U.S. Army
Colonel Calvin Goddard, who refined the techniques of firearms
examination by using the comparison microscope. Goddard’s
work allows
investigators to determine whether a particular gun has fired a
bullet by
comparing the bullet with another that is test-fired from the
suspect’s
weapon. From the mid-1920s on, his expertise established the
comparison
microscope as the indispensable tool of the modern firearms
examiner.

arrests. All illicit-drug seizures must be sent to a forensic
laboratory for
confirmatory chemical analysis before the case can be
adjudicated. Since
the mid-1960s, drug abuse has accelerated to nearly
uncontrollable levels
and has resulted in crime laboratories being inundated with drug
specimens.

Four major federal crime laboratories have been created to help
investigate
and enforce criminal laws that extend beyond the jurisdictional
boundaries
of state and local forces. The FBI (Department of Justice)
maintains the
largest crime laboratory in the world. An ultramodern facility
housing the
FBI’s forensic science services is located in Quantico, Virginia.
Its expertise
and technology support its broad investigative pow ers. The
Drug

governmental agency in promoting the objectives advocated by
Forensic
Science: A Path Forward. Currently, NIST is active in these
efforts by leading
the Organization of Scientific Area Committees (OSAC)—a
series of
committees and subcommittees designed to standardize forensic
practices across numerous forensic science disciplines. NIST
also has an
active forensic research program carried out within the institute.
Most state governments maintain a crime laboratory to service
state and
local law enforcement agencies that do not have ready access to
a
laboratory. Some states, such as Alabama, California, Illinois,
Michigan,
New Jersey, Texas, Washington, Oregon, Virginia, and Florida,
have
developed a comprehensive statewide system of regional or
satellite
laboratories. These operate under the direction of a central
facility and
provide forensic services to most areas of the state. Having a
regional
laboratory that operates as part of a statewide system has
increased the
accessibility of many local law enforcement agencies to a crime
laboratory,
while minimizing duplication of services and ensuring
maximum
interlaboratory cooperation through the sharing of expertise and
equipment.

Services of the Crime Laboratory
Bearing in mind the independent development of crime
laboratories in the
United States, the wide variation in the services offered to
different
communities is not surprising. There are many reasons for this,
including

the organization to which a laboratory is attached, and (3)
budgetary and
staffing limitations.
In recent years, many local crime laboratories have been created
solely to
process drug specimens. Often these facilities were staffed with
few
personnel and operated under limited budgets. Although many
have
expanded their forensic services, some still primarily perform
drug
analyses. Among crime laboratories providing services beyond
drug
identification, the diversity and quality of services rendered
varies
significantly. The following forensic science units might be
found in a “full-
service” crime laboratory.
Basic Services Provided by Full-Service

intensive investigation of individuals with access to that
material
ensued. Evidence developed from that investigation established
that
Dr. Ivins, alone, mailed the anthrax letters. The four envelopes
used
in the attacks were all 6¾-inch “Federal Eagle” pre-franked 34¢
envelopes. The “Federal Eagle” name was derived from the
postage
frank in the upper right-hand corner of the envelope, which
consisted
of an image of an eagle perched on a bar bearing the letters
“USA.”
Underneath those letters was the number 34, which denoted the
34¢
postage. The envelopes were manufactured exclusively for, and
sold
solely by, the United States Postal Service between January 8,
2001,
and June 2002. The printing on these envelopes was applied by
a
process called flexography. This was a form of relief printing,
where
a plate containing a raised image area was inked and then
transferred the image directly onto the envelope via impact.
These
printing plates were composed of a flexible polymer material
and
could cause printing defects due to, among other things, excess
ink
or abrasions on the plate which arose and departed during
envelope
production, and which could impart a distinctive characteristic.
In
January 2005, forensic examiners at the United States Secret
51. make decisions about preparing a will, settling property, or
refusing
medical treatment. In criminal cases, forensic psychologists
evaluate
behavioral disorders and determine whether defendants are
competent to
stand trial. Forensic psychiatrists also examine behavior
patterns of
criminals as an aid in developing a suspect’s behavioral profile.
Forensic Odontology
Practitioners of forensic odontology help identify victims ba sed
on dental
evidence when the body is in an unrecognizable state. Teeth are
composed
of enamel, the hardest substance in the body. Because of
enamel’s
resilience, the teeth outlast tissues and organs during
decomposition. The
characteristics of teeth, their alignment, and the overall
structure of the
mouth provide individual evidence for identifying a specific
person. Based
on dental records such as X-rays and dental casts, even a
photograph of
the person’s smile, a set of dental remains can be matched to a
suspected
victim.
Forensic Engineering
Forensic engineers are concerned with failure analysis, accident
reconstruction, and causes and origins of fires and explosions.
Forensic
engineers answer questions such as these: How did an accident
57. committed a particular crime. The investigator next formulates a
hypothesis, a reasonable explanation proposed to answer the
question.
What follows is the basic foundation of scientific inquiry—the
testing of the
hypothesis through experimentation. The testing process must
be thorough
and recognized by other scientists and investigators as valid.
Scientists
and investigators must accept the findings even when they wish
they were
different. Finally, when the hypothesis is validated by
experimentation, it
becomes suitable as scientific evidence, appropriate for use in a
criminal
investigation and ultimately available for admission in a court
of law.
Determining Admissibility of Evidence
In rejecting the scientific validity of the lie detector
(polygraph), the District
of Columbia Circuit Court in 1923 set forth what has since
become a
standard guideline for determining the judicial admissibility of
scientific
examinations. In Frye v. United States, the court stated the
following:
Just when a scientific principle or discovery crosses the line
between the
experimental and demonstrable stages is difficult to define.
Somewhere in this
twilight zone the evidential force of the principle must be
recognized, and while the
courts will go a long way in admitting expert testimony deduced
from a well-

that may not have gained widespread support within the
scientific
community.
Other Standards of Admissibility
As an alternative to the Frye standard, some courts came to
believe that the
Federal Rules of Evidence espoused a more flexible standard
that did not
rely on general acceptance as an absolute prerequisite for
admitting
scientific evidence. Part of the Federal Rules of Evidence
governs the
admissibility of all evidence, including expert testimony, in
federal courts,
and many states have adopted codes similar to those of the
Federal Rules.
Specifically, Rule 702 of the Federal Rules of Evidence deals
with the
admissibility of expert testimony:
If scientific, technical, or other specialized knowledge will
assist the trier of fact to
understand the evidence or to determine a fact in issue, a
witness qualified as an
expert by knowledge, skill, experience, training, or education,
may testify thereto in
the form of an opinion or otherwise, if (1) the testimony is
based upon sufficient
facts or data, (2) the testimony is the product of reliable
principles and methods,
and (3) the witness has applied the principles and methods
reliably to the facts of
the case.

inquiry is Coppolino v. State. Here, a medical examiner
testified to his
finding that the victim had died of an overdose of a drug known

succinylcholine chloride. This drug had never before been
detected in the
human body. The medical examiner’s findings were dependent
on a
toxicological report that identified an abnormally high
concentration of
succinic acid, a breakdown product of the drug, in the victim’s
body. The
defense argued that this test for the presence of succinylcholine
chloride
was new, and the absence of corroborative experimental data by
other
scientists meant that it had not yet gained general acceptance in
the
toxicology profession. The court, in rejecting this argument,
recognized the
necessity for devising new scientific tests to solve the special
problems
that are continually arising in the forensic laboratory. It
emphasized,
however, that although these tests may be new and unique, they

years of
experience as a measurement of the knowledge and ability of
the expert.

a completely novel procedure for detecting succinylcholine

large dose of the paralytic drug shortly before her death. This

Before the judge rules on the witness’s qualifications, the
opposing
attorney may cross-examine the witness and point out

The
question of what credentials are suitable for qualification as an
expert is
ambiguous and highly subjective and one that the courts wisely
try to
avoid.

Case, Melendez-Diaz v. Massachusetts. The Melendez-Diaz
decision
addressed the practice of using evidence affidavits or laboratory
certificates in lieu of in-person testimony by forensic analysts.

reasoning, the Court relied on a previous ruling, Crawford v.
Washington,
where it explored the meaning of the Confrontation Clause of
the Sixth
Amendment. In the Crawford case, a recorded statement by a
spouse was
used against her husband in his prosecution. Crawford argued
that this was

agencies
they service keep trained “evidence technicians” on twenty-
four-hour call to
help criminal investigators retrieve evidence. These technicians
are trained
by the laboratory staff to recognize and gather pertinent
physical evidence
at the crime scene. They are assigned to the laboratory full-time
for
continued exposure to forensic techniques and procedures. They
have at
their disposal all the proper tools and supplies for proper
collection and
packaging of evidence for future scientific examination.
Unfortunately, many police forces still have not adopted this
approach.
Often a patrol officer or detective collects the evidence. The
individual’s
effectiveness in this role depends on the extent of his or her
training and
working relationship with the laboratory. For maximum use of
the skills of
the crime laboratory, training of the crime-scene investigator
must go
beyond superficial classroom lectures to involve extensive
personal
contact with the forensic scientist. Each must become aware of
the other’s
problems, techniques, and limitations.
The training of police officers in evidence collection and their
familiarization with the capabilities of a crime laboratory
should not be
restricted to a select group of personnel on the force. Every

The development of crime laboratories in the United States has
been
characterized by rapid growth accompanied by a lack of
national and
regional planning and coordination.
Four major reasons for the increase in the number of crime
laboratories
in the United States since the 1960s are as follows: (1) The
requirement
to advise criminal suspects of their constitutional rights and

of immediate access to counsel has all but eliminated
confessions as a
routine investigative tool. (2) There has been a staggering
increase in
crime rates in the United States. (3) All illicit-drug seizures
