New Delhi: The Centre
told the Supreme Court
on Monday that the
provisions of the sedi-

This comes after
PM Modi issued in-

present times.
On Monday, the gov-

court not to consider
the petitions challeng-
ing the colonial law

Mumbai: India’s offi-

At the interbank for-

On Friday, the Rupee

The reason behind

Lucknow: The de-
cades-old saffronised
controversy over the
history of Taj Mahal
has finally landed in the
Lucknow bench of High
Court for its archeolog-

“chambers”, which pe-
titioner has sought to be
opened, are actually
forming the platform
on which the actual
building rests. The
structure is situated on
a reclining piece of land
besides the river.
In Feb 2018 the Ar-
chaeological Survey of
India (ASI) had tried to
set the controversy at
rest by filing an affidavit
in Agra court in which
the agency made it clear
that Taj Mahal was a
tomb of Emperor Shah
Jahan and his wife
Mumtaz Mahal and that
claims that it was actu-
allyaShivatemple“Tejo
Mahalaya” was imagi-
nary
. The ASI affidavit
further said that “the
Supreme Court had al-
ready decided what
parts of the Taj Mahal
are to be opened and
what should be closed,
so there was no need for
review of the matter”.
The ASI had also ob-
served that entire con-
troversy was originated
from a book of PN Oak-
Taj Mahal-The true his-
tory, which claimed Taj
Mahal’s Hindu origins.
In 2005 UP Sunni Cen-
tral Board had laid
claim on Taj Mahal say-
ing that it was a grave
and should be under its
control under Waqf Act.
However, the plea was
rejected. It is indeed sur-
prising that at time
when Taj Mahal has al-
ready been recognized
as “seven wonders” of
the world by UNESCO
some forces are at work
to continuously deni-
grate it and putting the
India’s rich cultural his-
tory to shame.

HINDU ACTVISTS DISTRIBUTE
LADDUS AHEAD OF PLEA
Agra: After the petition was filed in the Lucknow High
Court Bench to open the closed rooms of the Taj Mahal,
the activists of the Hindu Mahasabha reached the Taj
Mahal to distribute laddus. Earlier, the workers of Hindu
Mahasabha, who started distributing laddus, were
stopped by the police at the western gate barrier. Police
recovered sweets from
them in search. The
police did not allow
anyone inside the mon-
ument and stopped
them outside. Activists
say that they have
come to express their
happiness over the
petition filed regarding the Taj Mahal. Rajneesh Singh,
the media in-charge of Ayodhya district of BJP, has filed
a petition in the Lucknow Bench of HC, demanding an
inquiry into the closed rooms of the Taj Mahal. Along
with this, a demand has been made to direct the state
government to constitute a committee, which will ex-
amine the permanently closed rooms of the Taj Mahal.

ussian President
Vladimir Putin’s Vic-
tory Day speech was
marked by the accu-
sation that NATO
created tensions along its bor-
der with Ukraine to justify the
Russian invasion of its neigh-
bouring country. Justifying the
invasion as “the only right deci-
sion” Putin alleged that the
West was creating tension along
the border and was not prepared
to listen to Russia. He, however,
stopped short of formally de-
claring a war on Ukraine. Putin
has blamed the West for indi-
rectly waging a war against
Moscow earlier too.
He also refrained from using
the word “war” for the ongoing
action in Ukraine and instead
called it “a special military op-
eration”. Putin said that his
forces were fighting the neo-
Nazis to defend the “Mother-
land”. Another notable part of
the speech was that Putin did
not repeat his threat of using
nuclear weapons.
The full import of Putin’s
speech is still unclear. Although
he was careful with his choice
of words there was no hint of
cessation of hostilities.

Mahinda had earlier re-

the declaration of emergency

to the country which is on the
brink of bankruptcy. Gota-
baya, whose resignation is
also being demanded by the
people, has invited opposi-
tion parties to form an all-

In the meantime there is
little hope in sight for coun-
try’s economy. It has sus-
pended repayment of foreign
debt and its foreign currency
level has shrunk drastically.
Its foreign debt totals US $ 51
billion and this year it has to
repay US $ 7 billion in foreign
loans. The World Bank had
warned that ‘urgent policy
measures to address the high
levels of debt reduce fiscal
deficit, mitigate the ad-

Despite the warning, the govt
failed to check the slide lead-

E
The Billionaire Raj?
UBAI – Several reports in the
last few months have sound-
ed the alarm about growing
income and wealth inequali-
ty in India. The statistics
cited are not wrong, but they
are incomplete. And they
have produced sensational,
but misleading, news stories.
For example, an article
based on Oxfam’s recent “In-
equality Kills” report notes:
“India has the third-highest
number of billionaires in
the world.” The story points
out that India has 142 billion-
aires but ignores that India
has 1.4 billion people. Only
one in ten million Indians is
a billionaire, whereas such
“billionaire density” is eight
in Russia, three in Brazil,
more than four in China,
and 22 in the United States.
Likewise, while “India has
more billionaires than
France, Sweden, and Swit-
zerland combined,” in terms
of billionaire density, these
three countries together
have 18 times more billion-
aires than India.
It should come as no sur-
prise that rich countries
have more billionaires rela-
tive to their populations than
poor countries do. For a
more accurate comparison,
consider billionaire density
in middle-income countries.
Relative to the world’s top 20
middle-income economies,
India ranks quite low. Coun-
tries like Brazil, Malaysia,
and Thailand have a far
greater number of billion-
aires relative to their size.
Oxfam is not the only or-
ganization to point out In-
dia’s wealth gap. In Decem-
ber, the World Inequality Re-
port 2022, the flagship publi-
cation of the World Inequal-
ity Lab at the Paris School of
Economics, included India
among the world’s most une-
qual countries. This re-
search, coordinated by lead-
ing economists, fuelled sen-
sational headlines – “Poor
Country with Affluent Elite,
India Is Going Nowhere,” or,
even worse, “How Hindu Na-
tionalism Enables India’s
Slide into Inequality” – that
turned the topic into a do-
mestic political issue.
To be sure, both income
and wealth inequality have
increased in India in recent
years. According to the World
Inequality Report, the rich-
est 10% of Indians account
for 57.1% of all income, com-
pared to only 13.2% for the
poorest half. And wealth in-
equality is more pronounced.
The poorest half of the Indi-
an population possesses just
5.9% of the country’s total
wealth, whereas the richest
10% controls 64.7%.
But do these figures really
support the claim that India
is one of the world’s most un-
equal countries?
There are exciting chang-
es coming to PS, and we

flect your needs and prefer-
ences. Share your feedback

Although India’s poorest
half holds a small percentage
of the country’s total wealth,
itsmembersarestillbetteroff
than their peers in most coun-
tries. Whereas India ranks
67th among the world’s 100
largest economies in terms of
income earned by the poorest
50%, it ranks 17th in terms of
the percentage of wealth held
by the poorest half.
In any case, statistics that
compare the top 10% and bot-
tom 50%, while easy to com-
prehend, are not the only
measures of inequality. Cal-
culated from the World Ine-
quality Report data, India’s
Gini coefficient – a widely
used indicator that ranges
from 0, indicating perfect
equality, to 1, for perfect ine-
quality – is 0.6 for income in-
equality and 0.7 for wealth
inequality. Compared to the
largest 100 economies of the
world, India lies in the mid-
dle for wealth inequality and
among the top 20 for income
inequality
.
On balance, India is no
paragon of egalitarianism,
but nor is it one of the world’s
most unequal countries.
A more fundamental ques-
tion is whether India should
continue to focus on econom-
ic growth to reduce poverty,
even if it increases inequali-
ty. The answer, according to
the Indian government’s
2020-21 economic survey is,
unsurprisingly, an unquali-
fied yes. The government is
betting that a rising tide lifts
all boats, and the facts seem
to support this maxim.
In the decade from 2006 to
2016, the Indian economy av-
eraged 7.6% annual growth
– one of the fastest ten-year
expansions in the country’s
history
. Concurrent with that
growth was an increase in
inequality: the share of in-
come going to the richest
10% increased from 47.8% to
57.1%, while the share of the
poorest half declined from
16.1% to 13.1%. But, over the
same period, the number of
people living in multidimen-
sional poverty – a broad
measure covering health,
education, and standard of
living – decreased from 642
million to 370 million.
Although the COVID-19
pandemic reversed some of
these gains, a recent working
paper by the National Bu-
reau of Economic Research
shows that income inequali-
ty in India declined. Richer
Indians experienced a steep-
er drop in income than poor-
er ones, as their businesses
were most affected by the
economic downturn. And de-
mand for the kind of service-
sector jobs held by wealthier
Indians fell sharply. The In-
ternational Monetary Fund
forecasts 24% growth for the
Indian economy in 2021-23,
which one hopes will reduce
both poverty and inequality
.
The relationship between
economic growth, poverty,
and inequality is complex,
and the forces that influence
it in richer countries may
not be at play in India. Eco-
nomic growth has lifted
more than 250 million Indi-
ans out of poverty in a rela-
tively short time. As a result,
inequality has increased –
but not to levels that should
trigger alarm bells.

wealth and income

inequality may be a small
price to pay for the
overall reduction in
poverty.

New Delhi: In a 360-de-

the experiment of ap-
pointing a person from
the Indian Legal Service
orthejudicialfraternity
as the law secretary
. It
has again bet on the old
workhorse, IAS, for fill-
ing the post of union
law secretary
.
This seems to be the
general inference in the
administration follow-
ing the appointment of
Dr. Niten Chandra
(IAS:1990:OR) as Secre-
tary, Department of Le-
gal Affairs (Law Secre-
tary). As Law Secretary,
Chandra may have a
tenure up to October
2025 i.e. till his superan-
nuation.
The post had been va-
cant since February
this year on the ap-
pointment of Anoop
Kumar Mendiratta as
the Judge of the Delhi
High Court. It may be
noted that Mendiratta
was drafted from the ju-
dicial service on loan.
The post was earlier
held by Alok Srivastava
(IAS:1984:MP), who as
Secretary Justice also
functioned as Law Sec-
retary for over a year
beginning December 01,
2018, until Mendiratta
was made Law Secre-
tary in October 2019.
Mendiratta was cred-
ited with drafting the
ill-fated farm laws that
were repealed follow-
ing the large-scale
farmers' protest lasting
for over a year.
It is pointed out that
the drafting quality of
these farm laws, among
other pieces of legisla-
tion, drew sharp reac-
tions from the Chief
Justice of India in his
speech at a Republic
Day function who
bluntly commented
that the quality and
precision of the Draft-
ing of law legislation
has diminished.
It is inferred from cir-
cumstantial evidence
that Alok Srivastava's
track record as law sec-
retary might have per-
suaded the government
to return the post to the
IAS cadre.
But Dr. Chandra's ap-
pointment as law secre-
tary has had its own
twists. Earlier, he was
overlooked for secre-
tary empanelment. In
2018, he was empaneled
as an additional secre-
tary and his peers
thought that he might
not get into the league
of secretaries.
In a sudden turn of
developments, Chandra
has not only become a
full-fledged secretary
but has been entrusted
with the department of
law which is seen as a
critical ministry in the
NDA dispensation be-
cause of its focus on re-
forming and liberaliz-
ing the law and admin-
istrative processes.

SINGAPORE TO
BAN ‘THE
KASHMIR FILES’
The Kashmir Files’, a
Bollywood movie on the
exodus of Hindus from the
Muslim-majority Kashmir Valley,
will be banned in multi-racial
Singapore as the film has been
assessed to be beyond the city-
state’s film classification
guidelines, a media report said
on Monday. The authorities have
assessed the Hindi-language
film to be beyond Singapore’s
film classification guidelines,
said the Infocomm Media
Development Authority (IMDA)
in a joint statement with the
Ministry of Culture, Community
and Youth (MCCY) and the
Ministry of Home Affairs (MHA).
The film will be refused
classification for its provocative
and one-sided portrayal of
Muslims and the depictions of
Hindus being persecuted in the
on-going conflict in Kashmir,
the authorities told Channel
News Asia. These
representations have the
potential to cause enmity
between different communities,
and disrupt social cohesion and
religious harmony in our
multiracial and multi-religious
society, they said. Under the
film classification guidelines,
any material that is denigrating
to racial or religious
communities in Singapore will
be refused classification, they
added. The Vivek Agnihotri-
directed movie, being screened
in India since March to mixed
reviews, is based on the exodus
of Kashmiri Pandits from the
Kashmir Valley the 1990s due to
terrorism. The film, written and
directed by Agnihotri, stars
Anupam Kher, Mithun
Chakraborty and Pallavi Joshi in

Lucknow: In UP, when
all the political parties
are gearing up for the
upcoming Lok Sabha
elections, then almost
all the main parties are
apparently grappling
with the problem of
indecision regarding
their respective
state president. In this
context, BJP is passing
through the phase
of the most intense
churning.
Keeping in view the
Mission-2024, BJP strat-
egists are assessing to
balance the caste-re-
gional equations. That
is why the final decision
is getting delayed.
Whereas, it is believed
that the opposition par-
ties are waiting for the
announcement of the
name of the new state
president of BJP; only
after that all these par-
ties would like to open
their cards.
Although the tenure
of BJP’s present state
president Swatantradev
Singh is till 2023, he has
become a cabinet minis-
ter in the Yogi 2.0 gov-
ernment.AsBJPstrictly
adheres to the principle
of ‘one man one post’,
the new face is sure to
get the command of the
state organisation in his
place. In order to suc-
cessfully deal with the
upcoming election chal-
lenges, the focus is espe-
cially on caste equa-
tions. Party strategists
areengagedinassessing
the aspects of profit and
loss associated with the
selection of Brah-
min-Dalit or OBC face.
On the other hand, UP
Cong state president
Ajay Kumar Lallu had
resigned after the par-
ty’spoorperformancein
the assembly elections.
Discussions are going
on about the names of
many veterans in the
Cong for Lallu’s vacant
seat. But even after al-
most two months no de-
cision has been taken.
After this the state pres-
identDr.MasoodAhmed
left the party
. Since then
no posting has been
done on his vacant post.
There has been a round
of discussionsinSPalso
to replace Naresh Uttam
Patel but no final deci-
sion could be taken.
There have been
speculations about re-
placing the state presi-
dent Bhimrajbhar in
BSP. In AAP too, the
decision to select the
president is pending.

Lucknow: The Lakh-
impur Kheri incident
of last October, in
which eight persons
including four farmers
were killed, might not
have taken place had
Union Minister Ajay
Mishra Teni not made
utterances threatening
local farmers with ex-
pulsion, the Ald HC
has said.
The court made the
observation while re-
jecting the bail pleas of
four co-accused of
prime accused Ashish
Mishra, the Minister’s
son, in the killing of
four farmers and one
journalist on October
3, 2021 in Tikonia.
The court said there
was “overwhelming ev-
idence” against each of
the four accused Sumit
Jaiswal, Ankit Das,
Shishpal and Lavkush.
While rejecting the bail
application of Ankit
Das, the grandson of
former Chief Minister
of Uttar Pradesh Babu
Banarasi Das, Justice
Dinesh Kumar Singh
observed, “Political
persons holding high
offices, should make
public utterances in a
decent language con-
sidering repercussions
in society
. They should
not make irresponsible
statements as they are
required to conduct
themselves befitting
their status and digni-
ty of high office which
they hold.”
Justice Singh said:
“Several innocent lives
would not have got lost
in a most cruel, diabol-
ic, barbaric, gruesome
and inhuman manner
allegedly by his very
promising son and oth-
er accused’’.

added.
Thousands of farm-
ers, mostly from Punjab
and Haryana, laid siege
at Delhi borders in No-
vember 2020 demanding
that the Centre with-
draw the three farm
laws. The protest ended
in December 2021 after
Modi govt withdrew the
farm laws. The protest-
ing farmers had refused
to clear the protest sites
as they demanded the
withdrawal of cases
lodged against them, le-
gal guarantee on MSP,
and a compensation to
the kin of farmers who
died during the course
of the protest among
others.

OTHER PARTIES WAITING FOR
THE FINAL DECISION
Political experts insist that in order to recover from
the brunt of a crushing defeat, it is imperative for
the opposition parties to restructure at the organiza-
tional level, under which changes have to be made
from top to bottom. But the opposition camps are
deliberately delaying the final decision on the name
of the head of the state. Once the name of the new
state president of the saffron party is revealed, then
the rest of the parties will choose their options only
to counter the BJP’s caste equations; because every
party has to compete with BJP. This view is also
corroborated by the fact that during the assembly
polls, SP Chief Akhilesh Yadav withheld his party’s
manifesto till the BJP declared its sankalp patra.

A Contrarian View Of
TEACHING ENGLISH
iteracy, espe-
cially in the
urban Indian
landscape, a
milieu that I
inhabit and
am most fa-
miliar with, is largely
centered on an in-
creasing number of
parents being obses-
sive about their chil-
dren learning the Eng-
lish language well.
While the overt em-
phasis and importance
placed on this might be
debatable, that is the
subject-matter for an-
other time. What I am
here to share in this
write-up, being a com-
munications educator
who is often mistaken
for an ‘English teach-
er’, is that perhaps
there are some myths
and practices incor-
rectly associated with
literacy-learning that
urban Indian parents,
as well as educators,
would be wise to re-
visit, reconsider. What
are these? In my view,
here they are…
ENGLISH TUITIONS!
Far too many of us
parents seem to be-
lieve that it would be
ideal to get the stu-
dent/learner/ward
help by way of ‘Eng-
lish tuition’ around
middle-school. The
simple problem there,
if not in all cases, a
vast majority of cases,
is that it is simply too
little, too late. Let me
explain. See language
is something that, in
my belief, is imbibed
organically, naturally,
and from one’s envi-
ronment. However, for
absolutely no fault of
ours (Indians), most
of us do not speak a
majority of the time,
at home, in English.
Therefore, the forma-
tive years of a child
are likely to be domi-
nated more by Hindi
or a regional Indian
language, rather than
by English. This cou-
pled with a not-too-
high standard of Eng-
lish language instruc-
tion/teaching at
schools results in ex-
tremely weak gram-
mar fundamentals
that have become
deep-rooted in most
kids by the time they
are in middle school.
To then expect to fi-
nesse their language,
on the base of this
faulty foundation, is
unfair and illogical.
Perhaps the solution
is to try and ensure
proper language ini-
tiation and orienta-
tion from a very young
age through reading
in the language,
speaking correctly in
the language, and de-
veloping the funda-
mental building
blocks of English.
BIG WORDS FLOWERY
LANGUAGE!
There also appears to
be this common belief
that prowess and pro-
ficiency in the English
language has mostly
to do with knowing
big, fancy, complicated
words and using them
liberally. What fuels
this myth is a slew of
questionable literary
practices ranging
from Spelling Tests,
Word Lists that are to
be committed to mem-
ory, and blind usage of
the Thesaurus where
learners are encour-
aged to simply substi-
tute ‘simple’ words
with more complex-
sounding ‘replace-
ment’ words, not ac-
counting for context,
appropriateness etc.
my contention is that
all these practices are
worth questioning be-
cause the premise it-
self is flawed. To sug-
gest that expertise in a
language is largely
dependent on know-
ing fancy vocabulary
is absurd, especially
when what is expected
much before that stage
– to have clear funda-
mentals such as gram-
mar, sentence con-
struction, argument-
building, effective and
convincing writing
speaking, are them-
selves sorely lacking.
Language, even sim-
ple, can be most com-
pelling. The point is to
focus on the content,
the thoughts, the ide-
as, the opinions, the
perspectives; not on
language words per
say! We need to en-
courage our learners
to open their minds to
thought, not their
brain-spaces to a thou-
sand new words!
FORCED READING!
Finally, my last liter-
ary-practice worth re-
considering is related
to this penchant for
forcing children to
read. Many parents
and educational insti-
tutions seem to
breathe down stu-
dents’ necks by forc-
ing them to read, ei-
ther books the latter
don’t enjoy, or at a
regulated time-band
that kids find too long
and/or inconvenient
(such as library peri-
od at school or read-
ing-hour at home). I
might be causing
some degree of
scandal here but
my own belief is
that children
shouldn’t be
forced to read. In fact,
the reason the NEED
to force has arisen, is
because in most cases,
reading was NOT pre-
sent as a natural activ-
ity in the household or
childhood environ-
ment of that particu-
lar learner. Now, when
the child has grown
up a little bit, his or
her mind is naturally
lured by more inter-
esting attractions
such as the ‘screen’.
Forcing reading then,
to my mind, can per-
manently put-off kids
from books and litera-
ture. Ideally then, in-
troduce reading at a
formative stage. And
if you’ve missed that
bus, at least don’t
force what and when a
slightly more grown-
up learner is to read.
Leave it to them.
We ought to, as par-
ents and care-givers,
find ways of making
not just languages, all
subjects interesting to
our children. It is in-
cumbent upon us to
regularly revisit the
practices we are put-
ting in place to edu-
cate our children.
