This paper examines three macrotheories that have been used to explain the relationship between formal and informal economic sectors: modernization theory, dependency theory, and theories of surplus labor. The paper argues that while these macrotheories may be valid for understanding national or global economies, they do not adequately explain the relationship between formal and informal sectors in three case studies of Brazilian cities - Manaus, Juiz de Fora, and Joinville. Previous studies of the informal sector concept have been inconsistent and not clarified empirical questions about economic institutions and strategies within cities.
